TRAINING DIRECTIVE FOR THE TRAINING YEAR 2023-24

GENERAL

1. National Cadet Corps (NCC) since its inception has been in the forefront of
developing character, leadership, comradeship, discipline, secular outlook, spirit of
adventure and ideas of selfless service amongst youth of the country. As the largest
volunteer uniformed youth organization in the world enters its 75th year of selfless
service to country, it is at the cusp of centre stage of many national level youth
activities. Focused training to the cadets will remain the bedrock to achieve the
attributes and qualities as enshrined in the aim of NCC.

2. Training Year 2022-23 saw a flurry of activities in which normalcy in all spheres
could be restored post Covid-19 pandemic. It was heartening to see that physical mode
of training activity has been the norm and this is to continue in the coming training year
as well. We had a number of outstanding achievements in the last training year which
have been duly acknowledged. We should strive for excellence not only in training but
also in activities towards social service and community development (SSCD) which
forms part of our core values as an organization. One such example is Puneet Sagar
Abhyan which has transcended our boundaries and become an international
movement.

3. In continuation of our pursuit for excellence, I would like the Training Year 2023-
24 to have a sharp focus on pragmatic training, across all units of NCC and attaining
high standards of professional excellence. This can be achieved only if each member of
the organisation sets realistic standards of personal and professional conduct and
strives hard to achieve the same.

KEY RESULT AND FOCUS AREAS

4. Our KRA remains ‘to empower cadets to become potential leaders and
responsible citizens of our country’. This shall always be the central thread of all our
activities under the overall ambit of Ek Bharat Shreshta Bharat (EBSB) activities.
While we build on the strengths and address short comings observed in the last training
year, I would like increased emphasis on following aspects in 2023-24:-

(a) Institutional Training. The institutional training should remain the


primary focus for training of cadets. In this regard, both the ANOs and PI staff to
concentrate in imparting training in both Common subjects and Service subjects as
per the responsibilities assigned. The aim is to create a human resource of

organized, trained and motivated youth for selfless service to the Nation and
empower them to be a useful member of the society. We also need to enhance the
competence level of trainers viz ANOs and PI Staff so as to empower them to
impart quality training to our cadets. We need to clearly demarcate responsibilities
regarding classes to be taken by PI staff and ANOs in order to avoid any
ambiguities.
(b) Camp Training. Camp training remains the practical manifestation of the
entire learning imbibed by the cadets in the training year. Comprehensive all round
training should cover the following:-
(i) Basic Military Training for all Services.

(ii) Personality Development and Character building.

(iii) Social Awareness and Community Service.


(iv) Disaster Mgmt Trg & Prevention of Cyber Crime

(c) Misc.

(i) Equal Opportunity. With the focus on empowering youth and


reach out to all cadets in all districts – all cadets should get equal
opportunity to participate in various activities.
(ii) Participation in Camps. Ensure quality training & highest degree
of transparency and probity in conduct of all camps. The stipulated
strength of cadets should attend the camps. It should be ensured that no
cadet is deprived of the chance to attend the mandatory camps. Biometric
attendance of cadets to be made compulsory for all the camps. Geo
tagging of activities to be carried out which will help in any future
references.
(iii) Discipline. The discipline of cadets should be given paramount
importance and the same to be dwelled upon not only during camps but
also in all NCC activities. Offrs, PI staff and ANOs should set example for
cadets to emulate.
(iv) Medical. The health parameters of cadets attending camps are of
paramount importance. It should be ensured that only physically fit cadets
attend the camps. Medical exam and medical inspection report should
checked on the first day of the camp itself.
(v) All Round Development. Comprehensive training for
‘Empowerment of Youth’ to learn the `Skills to Lead’, Leadership &
Personality Development including communication skills. In doing so, the
cadets to be suitably coached to enable them to clear SSB and join Armed
Forces.

(vi) Armed Forces as a Career. Each Group to identify, motivate and
facilitate grooming of minimum two cadets for joining Armed Forces.
(vii) YEP. Selection of suitable cadets to offer a global perspective and
exposure through Youth Exchange Programmes. (Appx ‘N)

(viii) Flying Experience. It should be ensured that adequate flying is


carried out by all Air Sqns to enable flying experience sorties for all Air
cadets.
CHALLENGES FACED DURING THE TRAINING YEAR 2022-23
5. Adherence to the Schedule of the Camps. It was observed that though the
specific details of Camps are given well in advance, Directorates are changing the
scheduling of the camps at very short notice. This adversely affects the planning and
coordination of the guest Directorates due to non-availability of train reservations.
Similarly delay in issue of AJIs by the conducting Directorates is also affecting the
planning and coordination. Endeavour should be made by all Directorates to issue AJIs
minimum three months in advance.

6. Fund Support from the State Dte. It has been observed that in certain cases,
proper liaison and coordination with the State Government machinery could not be done
resulting in delay in release of funds. Hence camps had to be cancelled at the last
moment there by depriving the cadets of attending camps during the training year.
7. Perceived too Many Activities. In the training calendar, there are planned
activities which are well forecasted, however, many unplanned/impromptu activities are
also required to be conducted at short notice which requires participation of NCC cadets
in various programmes /events of other ministries. There will be instances that despite
our best efforts, few such activities will keep cropping up during the entire training year
for which the Directorates should be prepared for such unforeseen eventualities.
8. EXPA (Exchange Participants Association). A two day capsule was
conducted by personnel of EXPA on personality development. The overall feedback
received has been positive and the same will be included as part of training curriculum
2023-24.As on date, EXPA is conducting their training during EBSB only. However,
seeing the positive response and to give benefit to more cadets, it is proposed that
minimum one CATC per Directorate should invite personnel of EXPA for personality
development capsule.
9. Flying Activities of Air Wing. There was considerable improvement in flying
effort which was primarily due to concentrated efforts by Air Squadrons. However, we
could achieve only 34% of the prescribed/laid down hours of flying due to serviceability
issues, non-currency/non conversion of pilots and at times non availability of air space.

Such less utilisation of air effort also draws audit objection for non-utilisation of the air
assets. I would particularly emphasise to the respective Gp Cdrs & COs/ OsC to pay
more attention to this aspect of training.
10. Adventure Training. The number of cadets detailed for various mountaineering
courses are found lacking in fitness and medical thereby leading to underutilisation of
the vacancies. I would recommend the selection of cadets to be more deliberate. Only
volunteer candidates who are physically and medically fit to be selected and may be
imparted strengthening training prior to attending the course.
11. Centrally Organised Camps. It was observed that administrative issues in the
camping area need more planning and proper execution. Hygiene and sanitation issues
should be paid more attention. The quality of food can be further improved and method
of procurement should be as per the laid down guidelines and procedures.
12. Classes by ANOs/PI Staff. The conduct of classes by ANOs and PI staff to be
strictly monitored and there should be a clear demarcation of periods to be taken by
ANOs and PI staff.
13. Feedback Mechanism. Timely feedback to the staff at HQ DG should be
forwarded regarding details of conduct, challenges faced and recommendations for
improvement within 10 days of completion of any training activity.
TRAINING PHILOSOPHY AND METHODOLOGY

14. Training Philosophy. In consonance with the aims of the NCC, the philosophy
of NCC training is to instil the qualities of Nationalism, patriotism, discipline, team
spirit, Espirit-de-corps, leadership, self-confidence, National integration and
improve their personality. NCC gives tremendous opportunities to all cadets for self-
development, irrespective of caste, creed, religion or economic status.

15. Objectives. The basic activities of the NCC are conducted to achieve the
following objectives: -

(a) Train volunteer youth to become confident, committed and competent


leaders in all walks of life.

(b) Enhance awareness levels of cadets to become empowered and


responsible citizens of the country.

(c) Provide opportunities and encourage cadets to enrich their knowledge,


develop communication skills and build character.

(d) Conduct social service activities and community development


programmes to educate and make constructive contributions towards society.

(e) Undertake adventure activities to hone leadership qualities and risk-taking


abilities.

(f) Provide a platform for cadets to be ‘Good-will Ambassadors’ to project the


image of the country overseas.

(g) Conduct military training to develop awareness about Armed Forces,


leadership skills and military values and thus, provide an environment to motivate
cadets to join the Armed Forces.

(h) Creating opportunities to remain abreast with the advancement in


Science & Technology.

16. Training Concept. The NCC training concept envisages reaching out to the
cadets in all districts within a State and carry out comprehensive training for
'Empowerment of Youth' by following a laid down module based training programme.

17. Training Methodology- Broad Parameters. Successful implementation of any


training philosophy lies in formulation and implementation of its methodology of conduct.
The parameters and methods laid down for imparting training are given below: -
(a) Training of Trainers. The key to effective training is high quality
instructors. The trainers must be empowered with requisite knowledge,
competence and necessary materials to teach their subjects effectively through
centrally organised courses/cadres at OTAs and local cadres at Directorate level.
(b) Institutional Training. The aim of the training is to nurture core values,
develop self-confidence, enhance awareness and give exposure to basic
military skills and knowledge. Emphasis is given to practical training.
Examples from India’s freedom struggle and wars fought by India, post-
independence, supplement relevant subjects to generate secular and patriotic
fervour. Equal emphasis is given to Drill, Map Reading, Weapon Training and
Firing. In addition to the above subjects, the aim will be to keep abreast with the
latest developments in science and technology. All SD/SW cadets to be trained
well and should be able to pass their 'C' Certificate examination so as to avail the
opportunity to join the Armed Forces. Stipulated syllabus of JD/ JW & SD/ SW is
suitably covered during training in institutes and Battalion/ Group HQs camps.

(c) Camp Training. The basic aim of Camps is to introduce cadets to a


regimented way of life. Camp training should be a practical manifestation of
institutional training. In addition to the Annual Training Camps, National
Integration Camps in form of Special National Integration Camps (SNIC) & Ek
Bharat Shreshtha Bharat (EBSB) camps are conducted to make cadets
understand and value the rich heritage of cultures that forge unity despite the

diverse languages, traditions and religions of our country. Further, only second
year JD/JW cadets and second / third year SD/SW cadets will attend camps
including Centrally Organised Camps (COCs) i.e. no cadet in its first year of
enrolment will attend any camps.
(d) Social Service and Community Development (SSCD). The cadets
must imbibe their social and moral responsibilities as an Indian citizen. They
must comprehend their duties to their fellow citizens as also to their environment.
Social Service activities are structured to inspire and encourage the cadets to
participate voluntarily towards improvement of the physical and social
environment and channelize their energies in the task of nation building. The
focus is on social ills prevailing in the society and the programmes initiated by the
government to alleviate them.
(e) Youth Exchange Programme (YEP). The Youth Exchange Programme,
presently, being carried out with ten countries, is planned to be extended to
more countries so as to enhance awareness among participants and appreciate
each other’s socio-economic, cultural realities and act as goodwill ambassadors
to project our Nation’s image abroad. Cadets from diverse background and also
from far flung areas are being selected to be part of the program. Selection for
participation in YEP would be aspirational based.
(f) Adventure Based Learning. Adventure based activities are planned to
be enhanced to enable cadets from all areas to hone leadership skills and
enhance their character qualities. Treks and other centrally organised adventure
activities are to be increased to allow larger participation. The aim of these treks
is to inculcate a sense of adventure and also to develop a liking for nature.
Cadets with high degree of expertise and proficiency are to be given
opportunities to participate in various expeditions.
(g) Sports. Sports are a crucial part of mental growth & development of
physical & social skills of youth. It also inculcates discipline & team building spirit.
The NCC facilitates access to high potential sports like Football, Hockey and
Shooting to talented cadets with the aim to participate in national level
tournaments. Talent hunting and nurturing there upon, is intrinsic.

(h) Personality Development. The life skills of the cadets are enhanced
through a structured Personality Development Programme with specific attention
to citizenship, social responsibility, parenting and peer management. Basic
Leadership Camps for Junior Division/Junior Wing (JD/JW) and Advanced
Leadership Camps for Senior Division/Senior (SD/SW) Wing to enable honing of
leadership and team skill of cadets are organised.

TRAINING SCHEDULE 2023-24

INSTITUTIONAL TRAINING AND CAMP TRAINING

18. Institutional Training.

(a) The Institutional Training Syllabus and Precis, are available on the
NCC website& NCC Training App. The details are as follows: -

(i) ANOs Training Handbook Common Subject (SD/SW).


(ii) ANOs Training Handbook Specialised Subject (SD/SW).
(iii) ANOs Training Handbook Common Subject (JD/JW).
(iv) ANOs Training Handbook Specialised Subject (JD/JW).
(v) Cadets Training Handbook Common Subject (SD/SW).
(vi) Cadets Training Handbook Specialised Subject (SD/SW).
(vii) Cadets Training Handbook Common Subject (JD/JW).
(viii) Cadets Training Handbook Specialised Subject (JD/JW).

(b) Training at Colleges and Schools. Institutional training conducted at


Colleges and Schools is the mainstay of NCC training and is conducted by
Associate NCC Officers (ANO) and Armed Forces personnel. The syllabus
comprises Common Subjects and Service Subjects in the ratio 70:30. While the
Senior Wing/ Division (SD/SW) training is for three years and has 300 periods.
The Junior Wing/ Division (JD/JW) training is for two years and encompasses
240 periods of training. Training schedules planned for cadets ensure that the
optimum benefits of the organisation reach maximum number of cadets.
Emphasis will be on practical training and case study method of instruction,
wherever possible, will be adopted to facilitate active participation and better
assimilation.

19. Camp Training. The cadets are exposed to the excitement of camp life where
they apply the theoretical knowledge that they had gained in Institutional Training. It is
mandatory for Junior Division/ Wing cadets to attend at least one camp and Senior
Division/ Wing cadets to attend a minimum of two camps during the period of their
enrolment. The various types of camps which will be conducted in the Training 2023-24
are as follows: -

(a) Annual Training Camps (ATC). Annual Training Camps will be planned
and conducted at State Directorate level so as to ensure that a minimum of 50%
of Junior Division/ Wing (JD/JW) cadets and 66% of Senior Division/ Wing
(SD/SW) cadets attend at least one camp per year. These camps are of 10
days duration. These comprise basically of ATCs at NCC unit levels and CATCs
(combined ATCs) at NCC Group levels. Schedule of Gpwise ATCs/CATCs are
att as Appendix ‘A’, The Dte level CATCs are att as Appendix ‘B’. In order to

impart additional skill set to the cadets, few of ATC/CATCs will be enhanced to
14 days to impart training for disaster management & cyber crime prevention. In
addition to the above, few camps will also be planned as innovation idea camps
and start up idea camps. The detail instructions will be issued separately on
receipt from HQ DGNCC.

(b) Centrally Org Camps (COCs). These camps are of an all-India nature
and are planned at DGNCC in consultation with nominated Directorates.
Selected cadets, as per vac allotted to each Dte attend these. Duration is of 12
days. COCs are of fwg types: -

(i) Ek Bharat Shreshtha Bharat (EBSB). Based on dirns of Hon’ble


PM, EBSB are being conducted to foster National Integration and increase
awareness about heritage and culture of different sister states on a
reciprocal basis. A total of 33 EBSB Camps will be conducted every
year. All states have been paired into two states buddy pair system for
better cultural exchange. In the current Trg Year 2023-24, Odisha Dte is
paired with Bihar & Jharkhand Dte. The schedule and vacancy distribution
are given at Appendix D. In addition to above, 02 x Aerospace EBSB
will be conducted this year. Details are at Appendix ‘D’.

(ii) Ek Bharat Shreshtha Bharat - Special National Integration


Camps (EBSB - SNIC). EBSB SNICs are conducted to make cadets
understand and value the rich heritage of cultures that forge unity despite
the diverse languages, traditions and religions of our country. Cadets from
all parts the country will participate in the camp. The schedule and
vacancy distribution are given at Appendix ‘E’. In addition to the above
two/three EBSB DRDO camps will also be planned to mark the 25 th year
of celebrations on the occasion of Pokran II nuclear test.

(iii) All India Thal Sainik Camps (TSC). One TSC of 12 days duration
is conducted in Sep/Oct at Parade Ground, Delhi Cantt every year for
boys and girls. There is an increase of cadets from AITSC conducted in
the year 2019 and cadets from all parts of the country will participate in
the camp this year. The schedule and vacancy distribution are given at
Appendix ‘C’.

(iv) All India Nau Saink Camp (NSC). All India Nau Sainik Camp is
conducted for a period of 12 days in Sep/Oct. This year a total of 612
cadets from all Dtes will participate in NSC this year. The schedule and
vacancy distribution are given at Appendix ‘C’.

(v) All India Vayu Sainik Camp (VSC). All India Vayu Sainik Camp
for Air Wing SD/SW cadets is organized for a period of 12 days in
Sep/Oct.608cadets from 16 Directorates will participate in VSC this year.
The schedule and vacancy distribution are given at Appendix ‘C’.

(vi) Advance Leadership Camps. Six Advance Leadership Camps


(ALC) will be organized in training year 2023-24. 1800 Cadets will attend
these camps. Focus is on personality development, leadership skills and
orientation for induction into Armed Forces. The schedule and vacancy
distribution are given at Appendix ‘F’. Detailed instructions will be issued
separately.

(vii) Rock Climbing Training Camps (RCTC). Two RCTCs will be


conducted to expose the cadets to the basics of rock climbing and to
inculcate the spirit of adventure. The schedule is given at Appendix ‘G’.

(viii) Republic Day Camp (RDC). Republic Day Camp will be conducted
at Army Parade Ground, Delhi Cantt from 28 Dec 23 to 29 Jan 24. The
schedule and vacancy distribution will be issued subsequently along with
the general instructions.

(ix) Naval Training Camps.


(aa) Special Yachting Training Camp. Special training camps of
one week duration each for proficient Yachtsman/ (SDs/SWs
cadets) will be conducted. The aim of this camp is to select and
groom proficient Yachtsmen for National/International events as
well as induction in to the Navy in the yachting sports quota. The
schedule is given at Appendix ‘O’.

(ab) Naval Technical NCC Camp for Naval Wing. The Naval
Technical Camp is conducted by the 4 (TN) Naval Tech Unit based
at Chennai for 204 Technical cadets (150 SD + 54 SW) borne with
the unit at Chennai. The schedule is given at Appendix ‘O’.

20. SSB Training. Entry into armed forces as commissioned officer is a matter of
pride & honour for NCC cadets. NCC provides a platform to keen & motivated cadets
desirous of joining armed forces by organizing SSB Coaching Capsules. It is incumbent
upon NCC Units/Gps/Directorates to screen the cadets at their level prior to their
nomination to attend coaching capsule so that cadets who have potential are identified
and imparted training under ‘Super 30’ SSB Coaching Program. It will accrue desired
results in SSBs. The schedule is given at Appendix ‘AA’.

Attachment Training

21. Attachment Training. NCC cadets derive immense value by attachment to


Armed Forces Units. The schedule is given at Appendix ‘M’. The following attachment
camps will be conducted every year: -

(a) Army Units. The attachment training has been increased from 20,000 to
27,598 cadets. 21598 SD cadets and 6000 SW cadets will attend the attachment
training in the year 2023-24 with regular army units for 12 days. The detailed
instructions has already been issued by SD-5, IHQ of MoD (Army) on 23 Feb
2023 (Boys) and 13 Mar 2023 (Girls) .

(b) Indian Military Academy/ Officers Training Academy. 500 SD cadets


will attend attachment training at Indian Military Academy, Dehradun in Jun 23
and Dec 23 and 100 SW cadets to Officers Training Academy, Chennai in Oct
2023.

(c) Military Hospital Attachment. The attachment training has been


increased from 1000 SW cadets to 4000 cadets. Now, 2000 SD cadets and 2000
SW cadets will undergo attachment Training with various MH for 12 days in
Training 2023-24.

(d) Sea Training. 175 Cadets and 09 ANOs will be imparted training at
Mumbai and Visakhapatnam in two different camps for a period of 12 days during
Dec 23 – Jan 2024.

(e) Sea Attachment. 200 Cadets and 10 ANOs are attached to various
Naval Ships/Establishments for a period of 12 days during May/Jun every year.
This also gives the cadets chance to undergo an intensive training in Naval
activities.

(f) Various Air Force Stations. 18 ANOs and 200 Cadets of the Air Wing
will be attached to various Air Force Stations for a period of 14 days.
(g) Air Force Academy. 100 Cadets (66 SD and 34 SW) will attend
attachment training with Air Force Academy, Dundigal. This training is conducted
twice in a year for 13 days each in Jun and Dec respectively.
(h) NAVAC (Boys)/ATC (SW) Attachment. A total of 265 cadets consisting
of 230 SW and 35 SD will attend Annual Training Camp for a period of 12 days in
Jan to Indian Naval Academy at INS Ezhimala.
(j) Over Seas Deployment (OSD). 20 SD cadets are selected for OSD
which is organized on board ships of the 1st Training Squadron of the Indian
Navy during Mar / Apr & Sep/Oct. Foreign Cruise training gives the cadets an
exposure to open seas for a longer duration and also an opportunity to interact

with foreign Nationals. Besides the OSD with Navy, three OSD with Indian Coast
Guard would also give opportunity to more cadets to participate.
(k) R & V Att. A total of 270 R&V SD cadets undergo Specialised Army att
trg at RVC centre & College, Meerut Cantt.
Adventure and Sports Activities

22. Adventure Activities. The aim of adventure activities is to inculcate a spirit of


adventure, explorative inquisitiveness, develop stamina, endurance, self-confidence,
team spirit Esprit-de- corps amongst the cadets. The schedule is given at Appendix ‘H’
to ‘K’. The highlights of adventure training are as under: -

(a) Mountaineering Expeditions. NCC conducts two mountaineering


expeditions, one each for the girl and boy cadets. However, due to non-
availability of trained cadets owing to COVID-19 situation in the last three years,
Two expeditions (Girls/Boys) will be undertaken in the year 2023 – 24 (Pre &
Post Monsoon).
(b) Mountaineering Courses. Approximately 449 Cadets take part in
various courses each year conducted by the following Institutes. The same is
also planned in the year 2023 – 24. Firm schedule and allotment of vacancies
will be forwarded later Endeavour should be to ensure that cadets attending the
Basic Mountaineering camps also qualify for Advance camps in the following
institutes:-
(i) Atal Bihari Vajpayee Institute of Mountaineering & Allied Sports,
Manali.
(ii) Nehru Institute of Mountaineering (NIM), Uttarkashi.
(iii) Himalayan Institute of Mountaineering (HMI), Darjeeling.
(iv) Jawahar Institute of Mountaineering & Winter Sports, Pahalgam.
(v) National Institute of Mountaineering & Allied Sports, Dirang,
Arunachal Pradesh.

(c) All India Trekking Expedition. A total of 27 All India Treks will be
conducted in the training year with str of each Trek being 510 cadets and 15
ANOs. Total participation of cadets and ANOs is approx 13,770 cadets& 405
ANOs. Endeavour is being made to increase the number of vacancies, provided
administrative support is made available at planned locations. Our Directorate will
plan to absorb 50 more cadets (30-SD & 20 – SW) in each trek. Confirmation will
be given on receipt from Gp HQs and sanction obtained from HQ DGNCC
accordingly.

(d) Camel Safari. Camel Safari will be conducted by Raj Dte in the deserts of
Jaisalmer for a period of 10 days. 20 Indian cadets participate alongwith the
foreign cadets. Foreign contingent of officers and cadets will also participate
in Desert Safari. Details shall be shared subsequently.

(e) Para Basic Course. Two Para Basic Course will be conducted at AATS
Agra. Each course will be for a period of 24 days and will consist of 30 SD and
30 SW.
(f) Sailing Expedition (MENU). The Sailing Expedition (MENU) – Most
Enterprise Naval Unit is an interesting feature of the Naval Training. Each NCC
Dte is to plan and execute at least one sailing expedition during the training year.
23. Sports. NCC Cadets from all NCC Directorates actively compete in various
sports activities in the Inter Dte Sports Competitions followed by participation of
selected cadets in the National Level Competitions. In addition to the above
competitions, R&V NCC cadets SD/SW will participate in Regional Horse Shows &
Army Equestrian Competitions affiliated to Equestrian Federation of India. The schedule
is given at Appendix ‘L’.

Youth Exchange Programme (YEP)

24. The Youth Exchange Programme (YEP) has been incorporated in the curriculum
of NCC to develop greater National awareness and International understanding in
cadets. The schedule for YEP is given at Appendix ‘N’. For the year 2023-24,
following will be the focus at HQ DGNCC level:-

(a) Signing of MOU with all the seven remaining YEP Countries.
(b) Extend YEP programme to a greater number of countries for larger
participation of NCC cadets.
(c) Recommence physical YEP with countries like Singapore, Kazakhstan,
Russia, Bhutan, Sri Lanka and Nepal.

Training of Trainers / SSB Training

25. ANOs Pre-Commission & Refresher Courses. The ANO Pre Commission and
Refresher courses will be conducted at OTA Kamptee and OTA Gwalior. The schedule
is given at Appendix ‘AB’. Endeavour has to be made by all Gp HQs to subscribe to
100% vacancies to enable clearing of huge backlog.

26. Refresher Course for PI Staff. These will be conducted under the aegis of
respective Gp HQs under supervision of NCC Dte Odisha.
