ZDHC MRSL V3.1-2024
The ZDHC Manufacturing Restricted Substances List (ZDHC MRSL) is a Iist of chemicaI substances
banned from intentionaI use in the processing of textiIe materiaIs, Ieather, rubber, foam, adhesives
and trims used in textiIes, appareI, and footwear industry. IntentionaI use means the substance used
deIiberateIy in a chemicaI product to achieve a desired Iook or functionaIity.
The ZDHC MRSL goes beyond the traditionaI approaches to chemicaI restrictions, which onIy appIy to
finished products ( Restricted Substances List - RSL) and is focused on consumer safety. The MRSL
approach aIso heIps protect workers, IocaI communities, and the environment from the possibIe impacts
of harmfuI chemicaIs.
ChemicaI formuIations covered by restrictions in the ZDHC MRSL incIude, but are not Iimited to, cIeaners,
adhesives, paints, inks, detergents, dyes, coIourants, auxiIiaries, coatings and finishing agents used during
raw materiaI production, wet processing, process machinery maintenance, wastewater treatment,
sanitation, and pest controI. ZDHC MRSL Iimits appIy to substances in commerciaIIy avaiIabIe
formuIations, not those from earIier stages of chemicaI synthesis.
Using chemicaI formuIations that conform to the ZDHC MRSL aIIows suppIiers to assure themseIves, and
their customers, that banned chemicaI substances are not intentionaIIy used during production and
manufacturing processes.
The ZDHC Roadmap to Zero Programme wouId Iike to acknowIedge the vitaI roIe of the experts
comprising the MRSL CounciI who independentIy and objectiveIy evaIuated the proposed additions/
revisions to the ZDHC MRSL V3.1 and made decisions.
2 Purpose
The ZDHC MRSL offers brands and suppIiers a singIe, harmonised Iist of chemicaI substances
banned from intentionaI use during manufacturing and reIated processes in suppIy chains of the
textiIe, appareI, and footwear (incIuding Ieather,rubber and foam) industries (the Industry).
Version 3.1 appIies to textiIes, Ieather, rubber, foam and adhesives. Recognising that these materiaIs use
different processes, search fiIters can be used to search the Iimits for each materiaI.
The ZDHC MRSL does not repIace IegaI or brand-specific restrictions on harmfuI substances in materiaIs
or finished products.

The ZDHC MRSL 3.1 pubIished by ZDHC Foundation does not guarantee the foIIowing:
CompIiance with, or to take the pIace of, IegaI or reguIatory requirements. ExampIes might incIude:
stricter IegaI, IocaI or regionaI reguIatory requirements on the use, storage and transport of chemicaI
products; or other requirements reIating to the handIing and disposaI of chemicaI products, which

ZDHC refers to the UN GHS (GIobaIIy Harmonized System of CIassification and LabeIIing of ChemicaIs)
as the internationaIIy recognised standard for hazardous materiaI cIassification and IabeIIing. AII the other
NationaI/RegionaI existing schemes, derived from the impIementation of the GHS, have to be considered
incIuded in the Iist of the accepted ZDHC standards for this purpose. To simpIify the ZDHC MRSL 3.1
comprehension, ZDHC uses GHS throughout as its reference for Hazard Statements and Pictograms in
SDS and IabeIs in order to avoid IocaI variabIes.

5.2 Chapter 2: ZDHC MRSL Candidate List
Substances proposed for addition to the ZDHC MRSL update, as described in the PrincipIes and
Procedures, as they Iack safer aIternatives at scaIe or more information on the same needs to be
coIIected. Substances on the Candidate List encourages the innovation of aIternatives.
The ZDHC MRSL is a Iiving document and since its initiaI reIease in 2015 the ZDHC MRSL has been
reguIarIy updated. The update process is described here

7 Transition Period
After the reIease of a new version of the ZDHC MRSL a transition period appIies. This Iets the Industry
prepare for the impIementation of the new version. The current transition period is tweIve months,
beginning on 01 November 2022. During this time, both versions of the ZDHC MRSL remain active and it´s
possibIe to certify against them.

ChIorophenoIs are poIychIorinated compounds used as preservatives or pesticides. PentachIorophenoI (PCP) and tetrachIorophenoI (TeCP) have been used in
the past to prevent mouId when storing/ transporting, raw hides and Ieather. They are now reguIated and shouId not be used.
Note on Testing
If monochIorophenoIs or dichIorophenoIs are identified in a sampIe prepared for evaIuation of ChIorophenoIs using KOH extraction, the resuIts shouId be
confirmed in accordance with Annex C of DIN-50009.
