In line with the current administration's thrust to accelerate the implementation of

infrastructures under the Build, Better, More (BBM) program that will yield robust growth
across the archipelago, create jobs and uplift the lives of Filipinos together with the
Department's efforts to efficiently and effectively implement the infrastructures, a Steering
Committee and Technical Working Group are hereby created for the Detailed Engineering
Design (DED) of the Central Mindanao High Standard Highway Construction Project
(CMHSHCP).

The composition of the Steering Committee (SC) and Technical Working Group (ll^/G) is
indicated below, to wit:

The specific duties and responsibilities of each office / division of DPWH are as follows:

OFFICE OF THE SECRETARY
Senior Undersecretary Overall in-charge of the Project

UPMO OPEIIATIONS
RMC1 (8) Overall in-charge for the implementation of
Detailed Engineering Design of Section 1.
Coordination of the detailed design, revised RAP
preparation and JICA concerns. Coordination
with concerned stakeholders and LGUs for the
acquisition of RROW for Section 1 and will act
as support for the implementation of Sections 2-
5.
RMC2 (M) Overall in-charge for the implementation of
Detailed Engineering Design of Sections 2-5.
Coordination of the detailed design, revised RAP
preparation and ADB concerns. Coordination
with concerned stakeholders and LGUs for the
acquisition of RROW for Sections 2-5.
PLANNING SERVICE
Environmental and Social Review, monitor, and recommend on the
Safeguards Division (ESSD) environmental and social reports for the whole
section of the project and will serve as internal
monitoring agent of UPMO to assist the
implementation of monitoring of Environmental
and Social Safeguards aspects.
PuBLIC-PRIVATE PARTNERSHIP (PP P) SERVICE
Public-Private Partnership (PPP) plan and implement the O&M of the project after
Service the completion of the whole _section and will
support RMC-1 and Regional Office X before PPP
Concessionaire takes over for smooth hand over
of O&M of the project to PPP Concessionaire.

DPWH Regional Office X Plan and implement the O&M of the Project from
the time of the completion of the construction of

by PPP starts.

Highways Division (HD) Review and recommend on geometric design
standards, typical sections, horizontal and
vertical alignments, cross sections, intersection
designs, pavement designs, tender drawings,
etc.
Bridges Division (BD) Review and recommend on design standard,
typical sections, structure analysis, structure
design, tender drawings, etc.
Water Projects Division (WPD) Review and recommend on hydrological and
river analysis, scouring analysis and drainage
design, tender drawings, etc.
Surveys & Investigations Division (SID) Review and recommend on geology and sub-soil
condition, and all surveys required for the
Detailed Design
Bureau of Construction (BOC)
Pre-Construction Division (PCD) Review and recommend on construction
methods and cost estimate, etc.

Bureau of Maintenance tBOM)

Policies and Standards Division (PSD) Review and recommend on the maintenance
plan of the road and bridge
Bureau of Quality and Safety (BQS)
- Traffic Engineering Division Review and recommend on road safety design,
(TED) road signs and pavement markings.
- Quality Compliance Division

(QCD)

Bureau of Research and Standards ( BRS)

Standards Development Division Review, Evaluate and Deliberate the New Items
of Work for recommendation for approval.

In addition to the duties and responsibilities mentioned above, the main functions of the
Steering Committee include the following:

1. Full responsibility to monitor the Project;

2. Provide guidance and resolve issues/constraints that may arise during the course of
the detailed design;
3. Ensure success and desired outcome of the project implementation;
4. Any unresolved issues and concerns by ll^/G shall be conveyed to
resolution.

Moreover, the Technical Working Group (TWG) shall have the following functions:

1. Shall conduct monthly coordination meeting to monitor and discuss the progress of
the Detailed Engineering Design (DED);
2. Provide assistance to the Consultants in the conduct of field survey works, data
collection and investigation;
3. Recommend the appropriate solutions/measures to any problems encountered by the
Consultants;
4. Provide assistance to the Consultant in the coordination and consultations among
stakeholders and local government units in the conduct of DED activities;
5. Submit Minutes of Meetings to SC on a monthly basis.

The Steering Committee may invite other DPWH officials/personnel, concerned agencies and
entities to participate and/or provide assistance in the implementation of the project, as the
need arises.

The agenda of each SC will be shared with Asian Development Bank (ADB) and Japan
International Cooperation Agency (JICA) and both will be also invited to SC when needed.

RMC1 (8) and RMC2 (M) shall coordinate closely with each other for the seamless
implementation of the project and smooth coordination between ADB, JICA and DPWH.

This order shall take effect immediately until the completion of the DED.
