EXTENDING THE TERM OF OFFICE OF BARANGAY OFFICIALS AND
MEMBERS OF THE SANGGUNIANG KABATAAN, AMENDING REPUBLIC ACT
NO. 7160 OTHERWISE KNOWN AS "THE LOCAL GOVERNMENT CODE OF
19 9 1 ", AND FOR OTHER PURPOSES
EXPLANATORY NOTE
Article II, Section 25 o f the 1987 Constitution provides that the State shall
ensure the autonomy of local governments. In the Philippines, there are 43,036
barangays. Barangays serve as the primary planning and implementing unit of
government policies, plans, programs, projects, and activities in the community. They
also provide a forum where the collective views o f the people may be expressed,
crystallized, and considered, and where disputes may be amicably settled.
Barangay officials and Sanggunian Kabataan (SK) members play a key role in
their respective communities by enforcing laws and ordinances, maintaining public
order, and ensuring the delivery of basic services. They are the front-line civil servants
and primary public service providers. They are also the lead implementers of many
programs of the government, with a lot of them being crafted in the barangay level,
in order to address the need of their local constituents.
