GENERAL INFORMATION
Leaders fort contracting company has established, implemented and maintained
processes needed to prepare for and respond to all potential emergency
situations during the company activities throughout contracted projects.
Leaders fort company is committed to provide a safe workplace to the company
stakeholders, manage the activities that could result into emergency situation,
protect assets for the clients and ensure compliance with legal requirements.

PURPOSE OF THE ERP


The ERP is intended to guide leaders Fort Company’s stakeholders in the event of
an accident or incident and details the procedures to be followed in various types
of emergencies, based on a vulnerability analysis. This ERP will provide emergency
response measures to be deployed when an emergency alert has been risen.

SCOPE
The applicability of this ERP is to detail the necessary information and action in
anticipated situations that may arise during work related activities at Jumeira
PJT 1 and PJT 3 cooling plants or natural disasters that will require a site
emergency response plan. This is a dynamic document that may change as new
risks may arise and amendments will be done through re assessments.
This plan includes but is not limited to:
 Types of emergency

 Emergency contact numbers

EMERGENCY RESPONSE TEAM

I. Project manager
The project manager will be responsible for collecting final incident
investigation form the project engineer and the safety engineer to analyze
the root cause analysis and submit the final report to the client and other
interested parties

II. Project engineer & HSE engineer


The project Engineer and HSE will play a vital role in assessing and mitigating
potential hazards. They shall monitor safety protocols, ensure compliance, and
provide guidance on protective measures to avoid risks that would create an
emergency.

III. Coordinator and Floor Captains duties


To direct evacuation of personnel, implement evacuation Procedures,
evacuate building along evacuation routes to primary assembly areas outside,
Redirect building occupants to stairs and exits away from the fire. Prohibit use
of elevators, Evacuation team to account for all employees and visitors at the
Assembly Area
IV. Fire Wardens/Fighters
Fire wardens will be Holding documented training on their duties in case of
any fire on site Providing immediate firefighting first response where
possible by using fire extinguishers only. They Will be part of the ERT and
report to the safety engineer in case of an emergency
V. First aider
The medical first responder will provide immediate assistance and first aid
to those who experience a medical emergency. They will also coordinate
with emergency medical services, ensuring prompt and appropriate

medical care. In a workplace injury incident, the medical first responder


would assess the injured person’s condition, administer first aid, and
coordinate with emergency medical services for further treatment.
VI. Subcontractors
Subcontractors Shall follow this Emergency Response Plan for the plant and will
adhere to all the procedures which will be addressed during induction. When the
subcontractor working outside of normal working hours the Subcontractors is to
develop a specific response plan and attach to the out of hours permit request.

6.TYPES OF EMERGENCIES ASSESSED


I. Fire emergency
If a fire is reported pull the fire alarm, (if available and not already
activated) to warn occupants to evacuate.
And then call 997 to alert Fire Department Provide the necessary
information including, Business name and street address, Nature of fire,
Fire location (building and floor), Type of fire alarm, Location of fire alarm,
Name of person reporting fire, Telephone number for return call

II. Medical emergency


In case of a medical emergency a person trained for First Aid are required
to provide assistance like Stopping the bleeding with firm pressure on the wounds
(note: avoid contact with blood or other bodily fluids, Clear the air passages using
the Heimlich Maneuver in case of choking and Incase of rendering assistance to
personnel exposed to hazardous materials, consult the Material Safety Data Sheet
(MSDS) and wear the appropriate personal protective equipment. Attempt first
aid ONLY if trained and qualified.

III. Severe weather and natural disasters


In case of a severe weather like sand storm, heat waves or strong
winds all outdoor activities will be stopped and the HSE with the
coordinator will guide all workers to shelter for safety and ensure
they have access to welfare facilities like drinking water to keep them
hydrated.
In case of natural disasters like earthquakes and floods Stay calm and
await instructions from the Emergency Coordinator Keep away from
overhead objects and use of lifts.

IV. Electricity loss


In the event of power loss to a plant certain precautionary measures should be
taken including but not limited to
 Unnecessary electrical equipment and appliances should be turned off in
the event that power restoration would surge causing damage to
electronics and effecting sensitive equipment and could also lead to fire
 Stop all activities and evacuate all the workers to assembly point since all
activities are being carried out in the basement with limited natural source
of light and artificial ventilation.

EVACUATION OF PEOPLE WITH DISABILITIES


in case of an emergency or If danger is imminent, the supervisor will be
responsible to ensure evacuation of disabled people from his team use a sturdy
chair, with or without wheels, to move the person, or help carry the person to
safety using a carry technique, or, if available, use an evacuation chair. Mobility
aids or devices. Return any mobility aids or devices to the person as soon as
possible.

EVACUATION ROUTES
Evacuation route maps have been posted in each work area. The following
information is marked on evacuation maps:
 Emergency exits
 Primary and secondary evacuation routes
 Locations of fire extinguishers
 Fire alarm pull stations’ location a.
 Assembly points
Site personnel should know at least two evacuation routes during an emergency
EMERGENCY OBJECTIVES
Objectives has been set to achieve the following but not limited to
 Prevent fatalities and injuries.
 Reduce damage to buildings, stock, and equipment.
 Protect the environment and the community
 Comply with legal requirements

SUPPORT REQUIRED
I. Emergency equipment
Firefighting equipment has been provided to light off small fires and shall be used
by trained personnel in order to light off small fires that could lead into big fires.
Below is the fire equipment to be used
 Fire blanket
 First aid box
 Fire extinguisher
 Body rescue stick
 Rescue rope with safety harness
II. Competent employees
Leader fort contracting has competent workers that can affect its performance
to prevent occurrence of emergency scenarios and has ensured that workers
are competent including the ability to identify hazards on the basis of
appropriate education, training or experience and has maintained and
retained the necessary competence documents and evaluate the effectiveness
of the actions taken.
Awareness programs
All Workers shall be made aware of the emergency plan and emergency
objectives, and their contribution to achieving the intended objectives,
implications for not complying with the procedures and benefits of complying.
this will be addressed in TBT and induction to make sure every is aware of the
site emergency plans.
Communication of the ERP
The ERP will be internally communicated to all stakeholders and the ERT will
be presented on induction day of all employees and their roles will be explicitly
addressed to all the workers. The ERP induction will include what is an
emergency, when will evacuation be communicated, with whom to
communicate and who communicates and action to be taken.

TRAINING AND PREPAREDNESS FOR RESPONSE


Training will be provided to people with roles in responding to emergency and all
employees at the plant will need to understand individual roles in helping the ERT
to perform their work. The following below will be incorporated in the training
 How to use emergency equipment in case of any emergency
 Emergency exit routes
 Prohibited actions like coming back to condoned areas
 Actions to make during an emergency
 The responsible people to initiate the emergency
 The assembly areas
 First aid area and practitioner
 Use of stairs and not lifts
 Post incident actions like gathering at assembly point for head counting
EVACUATION PLAN CONTENTS

 Emergency telephone numbers (posted in all key locations as visible for


all employees)
 Site evacuation plan with evacuation routes, gates and assembly point
 Type and forms for emergency signal:
 Evacuation sign; in case of emergency (evacuate the project,
site and abide by the emergency actions specified in this
plan).

Immediate actions
The objective of the emergency plan is to prevent fatalities and injuries, reduce
damage to buildings, stock and equipment, and to quickly resume normal
operations. The immediate action necessary will depend on the nature of the
emergency, but the objectives will always be the same these actions include but
not limited to
 Extinguish if it’s a fire that is controllable If you think you can’t extinguish
leave the place and raise an alarm or loudly inform the nearby people
Evacuate the place and inform the ERT for further action
 For medical emergency put the respondent in recovery position and
remove them from any hazardous area
 Contact the emergency service numbers if an incident cannot be managed
from the site for further assistance

Post incident actions
Post‐emergency action involves minimizing the consequences of the emergency.
It assumes that casualties have received suitable treatment and have been
evacuated from site, and that buildings and equipment have been rendered in a
safe condition. The key priorities then become:
 Providing information of the people who attended work
 Promoting self‐help and recovery to restore normality as soon as possible.

 Evaluating the incident, establish all the relevant causes, and identify the
lessons that need to be learned and the remedial action required, either to
prevent a reoccurrence or to minimize future consequences.
 Reporting damaged equipment or property.
 Reporting the incident to the project manager
MONITORING SOURCES AND CAUSES OF EMERGENCY
Supervision measures has been put in place to monitor causes of emergency
causes like use of risk assessment while working hot works, height works and use
of equipment to prevent fire out breaks or equipment failure which could cause
emergency out breaks.
ACTIONS TAKEN TO REPORTED INCIDENTS
A follow up will be made to close reported observations with a root cause analysis
to prevent recurrence and to make sure all sources of emergency outbreaks are
under control.
