1. SCOPE OF WORK, METHODOLOGY

1.1 SCOPE & OBJECTIVE

This document details the methods and quality controls to be implemented in carrying out
the Installation of TETRA Radio System for Beacon Red Project.

1.2 ABBREVIATIONS

• QA - QUALITY ASSURANCE is the planning and organizing of a system or


program to maintain a required level of quality or reliability. This includes
auditing the system’s operation and related controls to assure that they are
being executed properly and functioning as expected. Quality shall be assured by
Contractor/Client.

• QC – QUALITY CONTROL is a part of Quality Assurance, implements the


latter by examining physical characteristics and comparing them to established and
acceptable Quality Documents as stated in the quality assurance program or
plan.
• Quality shall be controlled by the Sub-Contractor in accordance with the Quality
Documents.

• ITP - INSPECTION & TEST PLAN means the document which contains
sequence of activities in a process, highlights the applicable Quality Documents,
and inspection criticalities.

• PAR - PREVENTIVE ACTION REQUEST means to eliminate the causes of a


potential nonconformity or other potentially undesirable situation.

• CAR - CORRECTIVE ACTION means to eliminate the causes of a detected non-


conformity or other undesirable situation.

• QUALITY DOCUMENTS means drawings specification, procedure, record


formats, codes and standards specified in the documents issued by the
Contractor/Company to the Subcontractor.

• SITE means the place, designated by Client for further development, where
the construction activities shall be carried out by Sub-contractor.
1.4 PLANT & EQUIPMENT REQUIREMENTS

The following tools & equipment’s will be required for installation of Two-way
radio System.

1.5 SITE PREPARATION

• Inspect access and installation areas to confirm they are in suitable condition to receive
equipment for compliance with installation tolerances and other conditions.
• Prepare necessary equipment, tools and materials and put in place where convenient and
safe for termination work.
• Avoid stepping on or running over cables with vehicles and equipment.
• Beware of other locations that may constrict cables or conductors and put them at risk for
damage.
• All the labelling of devices and cables shall be as per approved format.
1.6 SEQUENCE OF WORK

1.6.1 Material Storage and Handling:

• Receive the material from the supplier and check against the ordered, type,
quantity and ensure that the received materials are as per the specification and
approved submittal.
• Store the delivered material in the designated storage area as per
recommendations of the supplier.
• The storage area must be free from dust and the materials should be stacked in
the proper manner to avoid damages.
• Take proper care while moving and handling the said materials.
• Mark or label damaged or incorrect material and remove the same material from
the storage area immediately.
• Obtain approval from the consultant on every batch of materials delivered at site.
• Any items found damaged shall be removed from site. If required to store
temporarily, they shall be clearly marked and stored separately to prevent any
advertent use.

1.6.2 Pre – Installation Procedures:

1.6.3 Installation Procedures:

INTRODUCTION

The purpose of this method statement is to establish the necessary


guidelines for installation of Hytera TETRA Radio System in
accordance with the contract requirements and relevant standards.
This Method Statement shall also ensure that the installation of TETRA
radio System is executed safely.
This method statement aims to ensure that quality assurance and
quality control activities are conducted in a systematic manner, works
are inspected, and conformance is verified and documented.
This activity should be performed with strict compliance and
implementation of Safety Requirements & Procedure, standard practices,
and project specifications to complete the work.

SYSTEM DESCRIPTION

The proposed HYTERA TETRA Radio system Technologies by using UHF frequency IBS Base
stations that is connected via IP link with System monitoring and Dispatching Facility at the
control Rooms that including voice recording.

Coaxial cable Installation

a. The quality of the installation of cables for the DAS is crucial in achieving
the required RF coverage results. Some of the routes are going to be
difficult to route the cables so prior to starting to cable it is imperative that
the methods to be employed in Pulling the cables is carefully planned so
that cables are not damaged in any way.

b. Specifications for the cables (e.g., minimum bending radius) are


fully understood before the work commences and the necessary care is
taken to prevent limits from being exceeded. Where limits have been
breached, the installation team will report the fact to the Project Team
immediately, as cables found to be faulty later due to exceeding
limitations will be investigated and required action taken where
necessary.
c. All cables will be laid in cable trays as per the site design. Each cable
route and containment will be identified during the site surveys. Clamps
can be installed from ladders or stable scaffolds depending on
installation height and local circumstances.

d. After the drum has been lifted, draw the cable, and lay it on the floor next
to the cable run. In doing so, one installer should supervise the
unwinding. Wear gloves for this to avoid injuries caused by wood
splinters.

e. Observe the minimum bending radius when pulling the cable. Make sure
that the cable is never laid across sharp edges or corners. The use of
ground rollers is recommended when installing long runs of cable over
the floor or other rough surfaces, such as cable trays. Take precautions,
e.g., wooden planks or similar, to prevent damage to the cable jacket
when pulling the cable through wall openings.

f. Installation personnel should monitor particularly critical points. All cables


are drawn into these before fitting the connectors. For short elbows,
bend the front end of the cable lightly in the direction of the elbow. If it is
not possible to transport the cable drum to the place of installation and
install directly from the drum, then short lengths can be drawn from the
drum and wound into a coil. To do this, raise the drum with the cable
drum jack as described above. Then draw a long section from the drum.
Do this on a level, clean surface.

g. The diameter of the coil should not be less than the core of the drum.
After a few coils have been produced, it is recommended to tie these
together using, for example, insulation tape or cable tie. This makes
winding and subsequent installation considerably easier.

h. Cut through the cable and then seal both ends in accordance with the
recommendations. Ensure that the design is clear as to the requirements
for both clamps and direction of radiation. When we are installing
splitters and Antennas for more than ½ inch cable use flexible jumpers.
The force required for bending should always be applied over as large an
area as possible using the palm of the hand.

i. Do not subject the cable to any point loads. Install earth


connections and connectors in accordance with the respective
installation instructions.

j. The maximum tensile forces given in the data sheet may not be
exceeded when pulling the cable. It must be ensured that the cable is
never pulled across sharp edges or corners. If cables have to be pulled
over the ground or in cable trays for long distances or over small
obstacles, then the cable rollers must be used. When the cables are
pulled around corners or through narrow openings, installation personnel
should monitor these critical points.

k. When cutting the cable, it should be ensured that the place at which it is
being cut is the lowest point in the cable run in order to prevent the
ingress of dirt or copper particles into the inside of the cable. Both ends
are to be cleaned and sealed. For this, the use of heat shrinking caps is
strongly recommended.

l. The cable should be bent by hand when changing direction. In doing so,
no point loads may be applied to the cable; after the connector has been
fitted to the cable, the contact surfaces must be protected against dirt
and moisture until the final connection is made.

Splitter, Coupler and Connector Installation

Installation of connectors, Splitters and Couplers can start after cable is


installed. The splitters and couplers will be installed on the cable tray by
cable ties and cables will be connected to its port after termination. Two men
can do installation. Splitters / Couplers and Connectors must be installed in
accordance with their Manufacturers’ instructions. Incorrect installation
affects the whole Indoor coverage network. Installation of one connector
takes about 20 minutes. Duration of project depends on availability of
equipment, readiness of the site, also the better coordination with the
Contractor, Consultant, and other sub-contractors, the quantity of employees
and installation teams. All connectors are supplied with installation
instructions, these will be followed by those performing the connector
installations. As part of the quality check of each connector a physical test
will be performed as follows:

Hold the connector and rotate the cable clockwise and anticlockwise
directions. The cable should not move within the connector Hold the cable
and pull the connector (use normal stress levels); the cable should not move
from the connector. Once sure that the connectors are fitted properly, then
install the heat shrink sleeve or weather proofing kits.
Antenna Installation

Installation of Antennas can start after cable, Splitter/Couplers and


connectors are installed. The room readiness shall be ensured before
installation of antennas.

Outdoor antenna will be installed on the tower above the raised structure or
on a pole connected with tower. The outdoor antenna should not be in
contact to ant metallic structure and not to block any structure near to it.
The outdoor antenna installation sequence is as follows.

1. Place the antenna bracket on the wall where need to install the antenna.
2. Insert fix bolts/Unfix inside the holes.
3. Tighten the bolts until the unifix is set to the wall by using proper spanner.
4. Remove the bolts from each unifix
5. Place the bracket on the wall and screw it by using a screwdriver.
6. Fix the antenna to the antenna bracket.
7. Tighten the U- clamp nuts by using the appropriate spanners.
8. Check each nut are tighten well and its fixed properly.
9. Connect the cable to the antenna pigtail and tie the cable end to the
antenna bracket.
10. Label the antenna as per the approved drawings.

Installation of Hytera IBS Base station

Installation of Hytera TETRA Base station which is to be wall mounted and


will be installed on the room attached to the tower or inside the tower
shelter. The sequence is as follows.

1. Check the wall location for the installation of TETRA Base stations.
2. Check the measurements from floor and side walls as per approved
instructions.
3. Place the rack on the wall and mark the screw holes by using a pencil or
marker.
4. Remove the rack from the wall and make holes for the fisher by using a
drill machine.
5. Fix the fix bolts and tighten the bolts until it set to the wall by using
proper spanner.
6. Remove the bolts from the wall and place the rack on the wall.
7. Fix the bolts now and tighten.
8. Install the repeater inside the rack by using cage nuts and bolts.
9. Install the duplexer inside the rack by using cage nuts and bolts.
10. Connect the TX to the duplexer low and RX to the High port by a coaxial
jumper cable.
11. Connect the main coaxial cable to the duplexer ANT port and dress well
using cable ties.
12. Label the repeater and duplexer as per the approved shop drawings.

Installation of NMS and Dispatcher PC


The base radio and Dispatcher PC will be installed on the desk provided by the client
inside the control Room. Dispatcher PC is for the monitoring and control with Voice
recording facility the installation Of Dispatcher and Base radio as follows.

a) Dispatcher PC Installation:

1. Unpack the Monitor, CPU, Keyboard, Mouse, and PTT Mic from the
packet.
2. Verify the location for the installation.
3. Place the monitor, CPU, keyboard, Mic speaker etc. on the table.
4. Connect all the cables between the computer equipment.
5. Connect power cables from CPU, monitor, Speaker, etc.
6. Power on the CPU after all system connections.
7. Connect the network cables to the CPU.
8. Install the software and Licenses in the in the PC and integrate to the
Two-way radio system.

a) Base radio Installation:

1. Unpack the Radio, DC Power supply, Magnetic antenna, and Antenna


base.
2. Verify the location for the installation.
3. Place the Radio and Antenna etc. on the table.
4. Connect all the cables between the Base station radio.
5. Connect power cables to DC Power supply and to be connected to Radio
via DC cable attached with it.
6. Connect magnetic base cable to the radio antenna port.
7. Install the magnetic antenna on the base.
8. Power on the Radio after all the cable connections.

Delivery And of settings of Hand Portables with Charging station

There are 20 PT580 H Plus Pcs of Hand portables that will be programmed
as per frequency and will be handed over to the client.

3. ENVIORMENTAL SAFTEY & HEALTH

1.6.4 HSE General Precautions & General Mitigation Measures/Controls

• Activity to be adequately supervised by competent staff.


• All Personnel/Workforce involved in the activity to be inducted and
receive the required training/competencies BEFORE commencing
the activity.
• Engineer/Supervisor/Foremen In-Charge to prepare and the DAB
(Daily Activity brief) form, and discuss it with the workforce BEFORE
commencing the activity (form and discussion to be in the language
understood by the workforce)
• All Plants/Machines/Vehicles/Equipment used in the activity to be
pre-inspected and approved by the competent authorized
personnel.
• HSE Procedures relevant/applicable to the activity to be reviewed
by the Engineer/Supervisor In-Charge, and specific precautions to
be conveyed to the Foreman/Charge-Hand and Workforce through
DAB and other forms of communications.
• All Personnel/Workforce involved in the activity to fully comply
with the site PPE requirement (Personal Protective Equipment)
• Use adequate and visible HSE signage, posters, and board to
promote awareness.
• Ensure adequate rest areas (welfare facilities) are accessible.
• Engineer/Supervisor/Foreman/Charge-Hand to be familiarized with
Emergency Response Plan & Contact Numbers. Emergency contact
numbers to be posted on site.
• Supply toilets and cool drinking water at the vicinity of the
activities prior to commencement of work.

2.1 ORGANISATIONAL RESPONSIBILITIES

Project Manager:
• Determines the various responsibilities and assign site staff accordingly
for accomplishing the project and control the team towards efficient and
effective utilization of Company’s resources such as but not limited to
Manpower availability, machineries, equipment, and plants and related.
• Assist to PD for regular checking of the job for review, BOQ, bar chart,
government requirements, staffing and all aspects within the
department’s productivity and intimate to the management for
information and assistance.

• Assist to PD to obtain and secures building permits, demarcation, fencing


and other pertinent documents from concerned government and private
offices for every new project. Also, to obtain the completion certificate.

• Monitors the progress of work and resolves the obstacles, if any.

• Coordinate and control subcontract items in an effective manner to


achieve the product/process quality as per the requirements.

Construction Manager

• Implement and maintain a successful completion of work.


• Communicate this method statement to his subordinate.
• Provide his subordinate with the information they need to carry out
their responsibilities.
• Enforce the application of this document once it is approved.
• Stop all unsafe work activities.
• Ensure the health and safety of the personnel on the site.
• Ensure that the requirements of the project specifications and
relevant ITP followed and implemented during construction.
• output.

Site Engineer

• Coordinate the work with the General Foreman.

• Directly monitor the construction activities at site.

• Ensure that the quality of the works meets the requirements of


the Project Specifications, Method statement, ITPs and QCPs

• Ensure that working areas are properly covered with work


permits.

• Provide all necessary tools, equipment, and material required at


site.
• Ensure that safety awareness at site is continuously maintained
through daily activity briefing and toolbox talks.

• Make sure that site personnel are adequately trained to do the


job.

• Stop all unsafe work activities.

Permit to Works (PTW) Person

• Implement the requirements of the work where permit to work is


required.

• Undertake restricted work (and general work) safely and in


accordance with the PTW.

• Make sure equipment and area is safe before, during and on


completion of the task.

• Seek immediate advice if circumstances or conditions change


while undertaking work.

4. ACCESS AND EGRESS

Project Team will ensure that safe access and egress are provided at the work
locations.

5. PLANT & EQUIPMENT

The plant, Tools and equipment that will be used mainly consist of the following and
all power tools to be PAT tested. Test equipment should have valid calibration
certificate.

6. PERSONNEL TRAINING CERTIFICATION

• Site Engineer/Supervisor/Technicians who will perform the work should have


enough experience to do the work. As new systems are developed by the
manufacturers, we carry out revised training from the supplier.
• Toolbox talks will provide general training and awareness for each activity and
undergo further training by the QA/QC & Electrical Departments.

7. HAZARDOUS MATERIAL / SUBSTANCE

The works will be performed in accordance with the Contractor’s Safety plan, taking into
due consideration the safety and welfare of the individual performing the works and other trades
working within the area of the works. Should any additional safety or environmental measures be
deemed necessary by the Engineer or his representatives, they will be implemented as a matter
of expediency.

8. WASTE MANAGEMENT

- Waste disposal compliance will be as per procedure.

- Housekeeping will be performed every day and after the work.

- Hazardous material / substance will be disposed as per approved procedure.

- Dispose cut pieces should be collected and disposed separately.


9. SPECIAL CONTROL MEASURES

Task specific PPEs should be worn by all Electricians involved in the task.
Emergency procedures will be clearly briefed to all involved parties.
