A.

NEW REGISTRATION (Drone must be present for inspection)

1. Take the 2 necessary forms (Application for Registration for Use of RPAS and
Concept of Operations [CONOPS]).
2. Let the clients fill the forms.
3. All operators are required to submit a certificate of completion of the RPAS safety
course online.
4. The purpose of the RPAS can be;
i. Recreational: (usually for individuals for their entertainment and/or leisure).
[ii.] Private: (usually for companies for only internal affairs) will require official
letter from the company with letter head stating the type of drone and what
the drone will be used for. The certificate of commencement of business and
certificate of incorporation is also required.
[iii.] Commercial: (for any activity that generates income or if the drone will be used
for hire) will require official letter from the company on the company letter
head stating the type of drone and what the drone will be used for. The
certificate of commencement of business and certificate of incorporation is also
will be required. also.

5. If Application Form is completed satisfactorily (including the serial number of the


drone which is usually found in the drone’s battery compartment), make a colored
photocopy of valid National Identification Card (Ghana Card, Passport, Driver’s
License or Voter’s ID) onto the back of the “Application for Registration for Use of
RPAS” form.

6. The client then unboxes drone and the drone is inspected for the serial number. The
serial number is then recorded on the application form. Most drones such as DJI drones
have their serial numbers in the battery compartment
NB. You are Not to handle the drone or help in its unboxing, when verifying the serial
number of the drone the client is solely responsible in doing this task.
7. With the completed details, you can complete the drone registration process as detailed in
the registration guidelines of this document.
8. The fee for registration is dependent on the maximum takeoff weight of the drone,
refer to the scheme of charges for respective charges. If every part of the CONOPS
is ticked “NO”, go ahead to issue chit for payment to be made at the Cash Office.
The Chit will contain the name of the applicant and “Registration of RPAS”. Refer
to the scheme of charges to find the applicable charges.
9.[7.] If any client ticks “YES” for any part, consult Portia or George since this means
that they require for special authorization.
10.[8.] Generate both invoice and approval letters as they go to make payment. There
are templates on the office PC that you can edit to fit new clients. Be sure that the
references are correct.
11.[9.] Once client brings payment (yellow) receipt, add it to the invoice and approval
letter to be submitted to the Secretariat to be signed.

12.[10.] All drones to be registered are given registration numbers generated in an
alphabetical order (9GR-AAA) and a registration number is printed and pasted on
the drone and using the sticker machine You are to note that the letters ‘I’ and ‘O’
are not used when issuing the registration numbers.
13.[11.] The Drone management system is then used to register the drone. Search for the
owner or company to see if they have already been added to the system before adding
them as new owners. When the owner is already in the system, the drone is added to this
owner using ‘Special Registration’. In cases where the owner has not been entered into
the system, the owner is added as a new owner before the drone is registered to this
owner under ‘Special registration’.

NOTE
a. Use the picture of one signing the registration for private operations instead of
company logo. This will be the accountable individual in the company.
b. The online safety certificate should bear the name of the accountable individual
for private registrations.
14. The Certificate is generated using the Drone Management System portal on the PC.
The certificate is approved online and sent to the operator via their respective
emails.

15. Get them signed and make copies of signed documents (Approval, Invoice). The
certificate will need to be signed and stamped by an inspector ASI number was used
in the letters being issued.

16. Get an envelope, pen down the name of the person or company on it and give the
applicant the invoice letter then put the Approval Letters, the Drone Sticker and the
RPAS Advisory Pamphlet.

17. Hand the documents over to the client. That completes the process.

18. Keep the yellow receipt and the copy of the invoice letter in the RPAS Receipts
Folder.

19. Keep the Application Form and the copies of the signed letters in the Private Drone
File (commercial drone registration documents are in a different file)

20. Keep the Copy of the Certificate in the Drone Certificates File.
Finally, write down the details of this registration in the RPAS Revenue Tracking
Book.

NOTE
a. For large drones that is drones that weigh more than 7kg, an experimental certificate
of airworthiness is also issued to the operator. The certificate number is issued from

the file catalogue and the sample experimental certificate of airworthiness can be
found in the RPAS main folder on the desktop. Also, there’s a file for filing all copies
of the experimental C of A. The underlisted are the requirements for completing the
registration of a large drone;
i. Insurance cover for the drone
ii. Maintenance program or schedule of the drone
iii. Pilot licence
iv. Payment of Experimental Certificate of Airworthiness($300.00) and
registration fees ($30.00) (a total of $330.00)
b. B: Refer to Ghana Civil Aviation Directives Part 28.4 for clarity on CONOPS and
Special Authorization on Drone Usage.

There will also be data entry into the Drone Management System. Let George or Portia show
you how that is done.
[B.] CERTIFICATE RENEWAL OF APPROVAL TO USE DRONE
1. The drone does not need to be present this time since the serial number already
exists in our system. Also verify that the RPAS Safety training course certificate is still
valid when doing a renewal.
[2.] Just like it i’s done for a fresh new application, take out a new Application for
Registration for Use of RPAS Form for the client to fill. Make photocopy of the
National ID of the person behind the Form.
[3.]
2. Issue out a chit for the payment to be made at the Cash Office at HQ. . Chit will
contain the name of the applicant and “Renewal of RPAS approval”. Refer to the
scheme of charges to find the applicable charges.
[4.] As the payment is made, work on a new renewal Approval Letter and invoice letter
(taking into consideration the letter references).
3.[5.] Once the client brings back the (yellow) receipt, add it to the approval letter and
invoice for it to be signed at the Secretariat.
NOTE
a. During renewal of a private operation, verify that the accountable individual is
still the same
b. The online safety certificate should bear the name of the accountable
individual for private registrations. If the accountable individual has changed
at time of renewal, the new individual should present a certificate bearing
his/her name.

[6.] As the document is being signed, get into the Drone Management System, using the
RPAS registration marking and complete the renewal of the drone in the system. look for
the owner of the drone to be renewed. In the Profile of the person (or company), Click the
“Renewal” Tab.
[7.] Just work on the change of the date of expiry for the client and print the Certificate.
[8.] Make a copy of the signed approval letter and invoice as done during the registration
process of the drone. as well as the signed and stamped certificate.
[9.] Address an A5 brown envelope and put the original documents into the envelope for the
client.
[10.] The drone sticker is not issued in Renewals since the client already has it from
when the drone was freshly registered. Also, no RPAS Advisory Pamphlet is given
out this time.
4.[11.] Hand the documents to the client. That completes the Renewal Process.
5.[12.] Keep the yellow receipt and the copy of the invoice letter in the RPAS Receipts
Folder.
6.[13.] Keep the Application Form and the copies of the signed letters in the Private
Drone File. (commercial drone registration documents are in a different file)
[14.] Keep the Copy of the Certificate in the Drone Certificates File.
Finally, write down the details of the receipt of payment is registration in the RPAS
Revenue Tracking Book.

B.[C.] IMPORT CLEARANCE FROM CUSTOMS.


1. This is required when a person wishes to import a drone into the country. They will
need authorization from the Authority to fly the drone in here. As such, the drone is
kept at Customs Depot until The Authority gives the needed approval for the client
to clear the drone. Import clearance is does concurrently with the registration of the
drone. Import Clearance is not independent of the drone registration in this case.
2. First, the client is given the “APPLICATION TO IMPORT REMOTELY
PILOTED AIRCRAFT SYSTEMS (RPAS)” as well as the CONOPS form.

3. Once both forms are filled satisfactorily, the “GHANA CUSTOMS AND EXCISE
DETENTION RECEIPT” that the client brings is photocopied along with the
National ID at the back of the Application form.
4. A chit is issued for payment to be made at the Cash Office at the HQ. Chit will
contain the name of the applicant and “Registration of RPAS” and “Import
clearance”. Refer to the scheme of charges to find the applicable charges.
[5.] As payment is being made at HQthe cash office, work on the Invoice Letter as well
as the Clearance Letter. When the client comes back with the receipt, the letters are
taken together with the (yellow) receipt for signature.
5.[6.] When the Clearance Letter comes back signed, a copy of it as well as the invoice
letter are made.
6.[7.] An envelope is addressed to The Sector Commander at the Ghana Revenue
Authority (Customs Division) and the Clearance Letter is given to the client to go
for his or her drone.
7.[8.] Work on an Approval Letter for the client to be signed
[9.] When the drone is brought back, the client it is unboxunboxes drone ed and the drone
is inspected for the serial number. The serial number is then recorded on the application
form. Most drones such as DJI drones have their serial numbers in the battery

8. go into the Drone Management System for a New Owner Profile to be created.
[11.] After the profile is created, click “Special Registration” in the profile for the Drone to
be added to the system.
[12.] Afterwards, print the certificate and get it signed (and stamped) by the inspector whose
ASI number was used in the letters being issued.
[13.] Use the Sticker Machine to generate the sticker for the Drone Registration Number.
[14.] Make copies of Approval and Invoice Letters, together with the signed certificate.
[15.] Address an A5 Brown envelope and put all the original signed documents inside, with
the sticker and the RPAS Advisory Pamphlet.
[16.] Hand the documents over. That ends the process.
[17.] Keep the yellow receipt and the copy of the invoice letter in the RPAS Receipts
Folder.
[18.] Keep the Application Form and the copies of the signed letters in the Private
Drone File. (commercial drone registration documents are in a different file)
[19.] Keep the Copy of the Certificate in the Drone Certificates File.
[20.] Finally, write down the details of this registration in the RPAS Revenue Tracking
Book.

C. TEMPORAL APPROVAL
1. This approval is issued to following categories of people and it can be either recreational,
commercial or private;
a. Clients who are visiting Ghana for vacations or tours for short stays
b. Companies executing projects in Ghana for specific time frames usually less than one
year (commercial or private)
c. Clients who have already registered the drones in their counties of departure.
2. The client is given the “APPLICATION TO IMPORT REMOTELY PILOTED
AIRCRAFT SYSTEMS (RPAS)” as well as the CONOPS form.
3. The Approval fee is dependent on the type of approval being requested for. Kindly refer
to the scheme of charges for respective charges.
NOTE
a. Requirements for Company projects (Private Foreign or Commercial)
i. An application Letter on the company letterhead
ii. Insurance cover for the drone
iii. Copy of the Pilot licence if any and biodata page of the passport of the pilot
iv. Copy of the contract between the entities involved in the project
v. National Security Clearance
vi. Completed application forms from the Authority

b. Requirements for individuals (recreational)


i. Completed application forms from the Authority
ii. biodata page of the passport of the pilot

c. Foreigners bringing in drones to film their vacation or similar and private


organizations intending to film (movie, documentaries, etc.) should first present an
approval from National Film Authority before the grant of approval to operate the
drone.

Very good job. Thanks. I am thinking we do it as module 1, 2 & 3 with each requiring a
sign-off. Let’s also address what to do with large drones. There are also these new
requirements that we’ve agreed on:
