The need of teaching EPP in the elementary level using a combination of Mother tongue, Filipino

and English as a media of instruction.

Objectives:

At the end of this report, the reporter must have;

1. stated the importance of using a language best understood by the pupils, particularly in the EPP
subject.

2. Identify the significant concepts or terms introduced in Multilingual education.

Language and it's Importance in Education

Language is a powerful means of communication which has enabled us to be more developed in


comparison to other creatures so far found in the world. It is the principal means used by human beings
to communicate with one another. ( Beka, MB. 2016, Mother tongue as a medium of instruction:
Benefits and Challenges).

Language is a sign system fulfilling the cognitive and communicative functions in the process of human
activity. Cognition relates to the mental processes of perception, memory, judgement and reasoning.
Therefore, language plays vital role in Education as it serves as bridge which helps the students develop
their understanding on certain topics.

1. Mother — Tongue used as Medium of instruction

–What is Mother– Tongue

It means ones native language, the language learned by children and passed from one
generation to the next.It is the language that the child has used from birth and impacting times in the
child's life.

–Importance of Mother – Tongue in Education

According of Research from UNESCO shows that education in the mother-tongue is a key factor
for inclusion and quality learning and it also improves learning outcomes and academic performance.
This is crucial, especially in primary school to avoid knowledge gaps and increase the speed of learning
and comprehension.
What's the Importance of Mother– Tongue:

1.1 Legal basis of the Implementation of MTB-MLE

The State shall establish, maintain and support a complete, adequate, and integrated system of
education relevant to the needs of the people, the country and society-at-large.Under the current Sec. 4
of RA Enhanced Basic Education Act, mother language or first Language refers to language or languages
first learned by a child, which he/she identifies with, is identified as a native language user of by others,
which he/she knows best, or uses most.

1.2 Guiding principles for teaching and learning using Mother- Tongue as a Medium Of Instruction.

The Eight Guiding Principles in Teaching and Learning in MTB-MLE as spulated in K to 12Mother
Tongue Curriculum Guide:

1.Known to the unknown : Learning requires meaning. We learn when we use what we already know to
help us understand what is new. Another premise to this first principleis that second language learners
use what they know in their own language to help develop other languages. This positive transfer effect
has been found to be signicant inreading.
2.Language and academic development : Learners who were found to have well developed skills in
their first language have been shown to acquire additional languages more easily and fully and that, in
turn, has a positive impact on academic achievement.

3.Cogntive development :The use of the learners’ home language in the classroom promotes a smooth
transion between home and school. It means that learners get more involved in the learning process
and speeds up the development of basic literacy skills.

4.Discovery learning : Learning something new is easy if it is anchored to what is known.Reading in the
rst language is faster because what has been experienced through listening and speaking will simply be
seen in print.

5.Active learning : Peer interaction is the best means for learners to think-talk together creatively to
solve problems. Purposeful talk allows them to make sense of new ideas and information and what beer
means to do it than in the first language.

6.Meaning and accuracy : Successful language learning involves listening, speaking,reading and wring
activities meaningfully and accurately.

7.Language learning or language transfer : We learn a new language best when thelearning process is
non-threatening and meaningful and when we can take small stepsthat help us gain condence in our
ability to use the language meaningfully.

8.effective component: valuing the home language/culture : Valuing students with talents in their home
language more powerfully enables learning than just valuing learners of English whose home language is
irrelevant to academic success.

The Bridging process

–BRIDGING in the MTBLE cirriculum is planned such that children start education from their
mother tongue language.(L1) to other tongue langueges (L2).Build their capacity to use the L1 for
everyday communication and for learning in school.

— Bridging is the process "Transitioning form learning one language to another"

Two kinds of transitioning in the bridging program

EARLY-EXIT TRASITION. LATE -EXIT TRANSITION

Strong and well-planned MT - based MLE program helps student to build a strong Education
Foundation when they;

1.Enable and encourage student to develop oral fluency in their L1.1


2 Introduce reading and writing in the L1; help student to become fluent and confident in L1
Literacy 2.

– DESCRIBE – EXPLAIN – ASK QUESTION –


EXCHANGE IDEAS. – TO TALK ;AND

3.Build their capacity to use tha L1 for everyday commnication and for learning in school.

2. Filipino as a Medium of Instruction used in EPP teaching

– The teaching subject to grade 4 to 6 is being delivered in filipino as the medium of instructions.
Filipino as a second language used by most Filipinos of the country is then integrated as medium of
instructions of teachings Edukasyong Pantahanan at Pangkabuhayan or EPP

– is being supported by a legal statement under sec. 6 of article 14 of the 1987 Constitution that the
shall therefore takes step to initiate and sustain the use of Filipino as a medium of official
communication and as language of instruction in the educational system.

3. English as a Medium of instruction used in EPP teaching

–The mother language transition program cannots a gradual transitions from L1 to L2 and L3.Most
Filipino learners are using English language as their third language.

- teaching ang learning process happens, there is an active interaction from the students and
teachers since EPP is a combination of contents ang skills. Active teaching and learning process should
take and the medium of instructions has a big role to play in achieving the set of objectives of the
lessons. The teacher well therefore assess when medium of instructions to appropriate taking into
consideration the cognitive level of his pupil. The teacher should also bear in mind the idea of
multilingual education which as primary goal and that is to address the high function illiteracy of
Filipinos that language plays a significant factor.
