1.1 PURPOSE
This document is a Method Statement that is to define & maintain a procedure for WELFARE
FACILITIES for LPG, CONDENSATES AND CAUSTIC RUNDOWN LINES in HANDOVER AREA
3 (EPC-3), inside Ras Laffan Industrial city, State of Qatar. The method statement has been
prepared in line with the quality requirements and all relevant safety practices to make the
workplace safer.
1.2 SCOPE
This Method Statement outlines General activity for site welfare facilities installation &
maintenance works.
1.Prayer room, Smoking Shelter, Guard House, Rest Shelter & Toilet as prefabricated cabins.
2.Storage by container.
3.Drinking water station, with potable water tank & Booster pump.
4.Generator (30 kVA).
5.Electrical works, including cable laying, connection & termination and installation of Distribution
board.

Project Manager
Responsible for accomplishing the stated project objectives which include
creating clear and attainable project objectives, building the project requirements, and managing.
Site Engineer
Supervise closely, the activities designated to them and ensure that all instructions and safety
procedures are followed and strictly adhered to.
Site Supervisor
Responsible for the planning of day-to-day activities of the workers to ensure that all activities at
the site shall be done in safe manner and in accordance with project specification approved
drawings. To ensure that only authorized workers with proper training and competency of the task
are allowed to performed specific civil activities. To coordinate other discipline supervisor for the
works with required approval from other discipline prior to proceed the execution of civil activity.
Welfare Coordinator
Coordinate to establish effective communication between management and workers in order to
resolve swiftly any differences between employer and employee or within the employees to
develop the relationship. To work for betterment of the employees.
SHES Officer
Shall be responsible in coordinating and controlling all safety related activities during the work
activities. Shall ensure that, site works are being carried out with valid permit & permit conditions
are adhered. Shall participate in safety toolbox talks to be conducted by site supervisor & highlight
possible hazards associated with job. Shall be vigilant, stop unsafe acts, reports violations &
maintain all safety records. Shall ensure that PPEs are in full force & warning signs, barriers are in
place. Implementation, execution & monitoring heat stress program and recording Hygrometer
readings. Conducting daily formal inspection & monitoring of work activities as per SHES plan.
SHES Coordinator
Collate, monitor and review and risk register in accordance with the project SHES policies and
procedures. Identify and evaluate significant health and safety risks and control improvement
programme by implementation of the Risk assessment process. Conduct accident investigations
for all accidents/incidents and significant near miss. Assurance reports and scorecard
submissions as determined by the SHES manager include of safety monthly reporting. Ensure
SHES notice boards are populated and maintained with relevant SHES information and
correspondence.

Rigger
Minimum secondary level educated and a Third party certified, and an approved rigger shall
inspect and preparing loads that need to be move. Setting, aligning and leveling heavy equipment
machinery. Selecting the appropriate rigging gear. Preparing rigging equipment including beams,
pulleys, clamps and bolts. Inspecting rigging before final use.
Lifting Supervisor
Minimum secondary level educated, or Engineering diploma or Degree and a third party certified
and approved supervisor crane lifting planning and crane lifting process for lifts process
equipment. in the lift job safety analysis. Assist the crane operators with preparing the area where
the lift will occur. in pre lifting meeting. Review and sign the lifting permit authorization that all
preparations and safeguards are in place prior to making the lift.
Scaffolding Supervisor
Responsible to carry out all the assigned work delegated from the Site Engineer. Ensure the
proper job scope and method of work delivered to the assigned skilled workers and Labours.
During the construction activities, SUB-CONTRACTOR Project Manager and every member of
the SUB-CONTRACTOR Site Management Team will take care of the safety of workers and all
work activities. SUB-CONTRACTOR Safety Procedures and CONTRACTOR / COMPANY safety
Regulations will be followed throughout the construction activities.
Lifting register will be maintained at the site showing details of lifting appliances and gears
available at site and their validity of current inspection status.
Special care shall be taken when working under telephone and power transition lines and near all
existing installations.
SUBCONTRACTOR shall develop traffic management plan within the construction areas it shall
be submitted to CONTRACTOR/COMPANY for approval
COMPANY/CONTRACTOR approved diesel tanker for refueling the equipment. Ensure valid and
approved danger goods declaration form RLIC is available for diesel supply to site.
Welfare facilities must be available and provided at site such as but not limited to; toilet, drinking
station and rest shelter.
Safety warning signs should be available.
Emergency evacuation route, emergency numbers, SHES & quality policy should be display.
At the completion of the project, SUB-CONTRACTOR will remove all construction equipment's,
temporary facilities and land shall be handed over to CONTRACTOR.
The lot area should have a better or equal condition than the earlier site condition before
temporary facilities have been installed.
Adequate ‘’safety signboards’’ shall be provided at entry/exit points.
Housekeeping and Hygiene inside and outside of the LPG, CONDENSATES, and CAUSTIC
RUNDOWN LINES areas shall be maintained.

The purpose of this procedure/method statement is to provide information for the following
activities:
All vehicles & equipment to be used in the work should be initially checked and approved by the
authorized personnel.
All Operators & drivers involved in operating equipment shall be licensed proof of qualifications
must be kept for review & would be competent for the tasks that they will be carrying out.
Manufacturer’s specifications or owner’s manual for the equipment shall be on site and reviewed
for safety precautions or requirements. Incorporate the safety comments as identified.
SHES manager, site superintendent will mobilize the Equipment as per approved TMP (Traffic
Management plan). Ensure travel routes & access to the jobsite is in good condition and free
from obstruction.
Once the trailer/Truck reached at site location, the equipment/materials shall be offloaded from
the vehicle using crane/boom truck.

Approximate width of excavation shall be 0.3-0.6 m and depth as per approved drawings
respectively.
Underground scanning shall be performed before excavation.
Active and passive scanning shall be completed across the whole excavation before excavation
commences and thereafter every 30cm of depth.
The initial scanning report to be endorsed/ signed by 3parties, SUBCONTRACTOR,
CONTRACTOR and COMPANY and other report to be endorsed/ signed as required and
recorded.
The scanning report shall be verified by the site supervisor and kept in the permit file for
inspection at site.
Excavation shall carry out by manually or mechanically.
Excavated material shall be stacked and barricaded properly 1.5m away from the excavation
edge.
Back filling to be conducted after Pipe installation and will be using by plate compactor for
compacted soil.
Unloading of the suitable material for Leveling thought dumping of necessary tipper truck as per
site condition.
Leveling of the ground surface by using backhoe, and 1-ton roller & plate compactor.
Extra materials if any will be loaded on tipper truck and send to dumping area.
2.2.3 UNLOADING OF GENERATOR, CONTAINER, WATER STATION AND
PREFABRICATED (TOILET CABIN, REST SHELTER, SMOKING SHELTER,
PRAYER ROOM AND GUARD HOUSE)
Toilet cabin with steel pedestal and container directly placed on the leveled ground surface.
Unloading by using either mobile crane or boom truck for the container, generator, water station,
prefab toilet blocks ,rest shelter, smoking shelter, prayer room and steel holding tank below the
porta cabin. The toilet cubicles shall be sufficient to accommodate total number of workers on site
as per ratio as per RLIC/QE LNG requirements.
Unloading of toilet block/building shall be carried out by using Boom truck/crane.
Obtain the PTW from Authorized person and each load must have Lifting plan Prepared by Lifting
Supervisor.
Prior to lifting operation, Lifting Supervisor shall thoroughly brief all work personal involved with
the lift as to their duties and responsibilities.
The lifting operation shall be complied with the Lifting & Rigging Procedure NFXP3-TRSA-SH-
PRC-00021.

Standard steel container (20 feet) shall be installed for storage of construction materials and
tools.
Installation of approved Temporary Prefab toilet blocks, rest shelter, smoking shelter, prayer
room and steel holding tank below the Porta cabin shall be carried out. The Toilet cubicles shall
be sufficient to accommodate total number of workers on site as per ratio 1:15/ as per RLIC/QE
LNG requirements. Regular inspections will be carried out to maintain proper hygiene and
sanitation.
The top of prefabricated buildings will be accessed on truck by use of 3m aluminium ladder and
fall arrestor, secured to the full body safety harness worn by the worker to hook up lifting
accessories to load lifting points and same process will be followed for unhook load.
Rest shelters are required within 3 minutes’ walk from work area.
Propose Dimensions of Typical Resting Shelters is (Length = 4.00 m x Width = 2.50 m x Height =
2.5 m). Rest shelter size to be reviewed as contingent on the work force number and ratio of
worker in the work are at given times taking rest in Heat stress season.
Propose Dimensions of Typical toilet is (Length = 2.00 m x Width = 3.00m x Height = 2.5 m).
Propose Dimensions of Typical prayer room is (Length = 2.5 m x Width = 4.00m x Height = 2.5
m) properly Floor materials or sheets placed.
Propose Dimensions of Typical Smoking Shelters (Length = 2.00 m x Width = 2.00m x Height =
2.5 m).
Install and fix properly the wall green-net surrounding keeping an opening for the entry and exit
location.

Concrete Jersey barriers shall be placed around the welfare facilities in order to protect the
welfare facilities from live traffic.
The concrete jersey barriers shall be loaded, shifted, and unloaded using boom truck/crane.
All Lifting activity shall be adhered to Lifting and Rigging Procedure NFXP3-TRSA-SH-PRC-

Lifting activity shall be done as per the approved lifting plan.

After the installation of welfare facilities, the Hard / Soft barrication shall be installed around the
welfare facilities in locations which are not affected by live traffic hazards.
The Generator will be installed with drip trays/leak containment and or protective bund. Oil trap
for collecting any fuel spills will be provided, which will be taken out by hand pump.
The Generator will be inspected to detect any leakages or oil contamination and ensure the
protective bund is intact.
During the maintenance, activity the level of oil and coolant fluids must be inspected and required
must be replenished.
To inspect the fuse and emergency cut-off switch.
Connect the generator neutral to the earth rod along with the body Install earth rods at a
minimum depth of 1.20m

Install earth rods for generator and connect the generator body to the same rod. Generator shall
be inspected and operated by the competent person for the day-to-day use.
No any Maintenance works will be allowed on site except oil and coolant level replenished and
fuse and cut off switch inspection.

Minor maintenance & regular maintenance shall be carried out within site as per RLIC
guidelines, whereas for major maintenance it shall repaired outside the RLIC.
Maintenance record for the generator shall be available upon request.
Install the pump according to manufacturer's directions. Be sure all pipe joints in the suction pipe
are airtight and watertight.
Adjust the pump mounting height to meet the plumbing connections as needed. Support the pipe
so the body of the pump isn't pulled down by the piping or fittings.
Install a one-way check valve in the feed line that goes to the pump. This will keep water in the
plumbing system instead of going back down into the well.
Toilet Water tank will be installed on the top of the prefabricate toilet units, and a suitable means of
extended plumbing system will be provided until ground level to ensure the water is filled from the
ground level and eliminate the need of working at height for this activity.
Considering the site requirements in the future for additional tank or welfare facilities installations,
once the DG supply is available, the Booster pump and water Tank can be fixed on the ground
surface The water from the buffer tanks will then be pumped to the toilets for site consumption
with a booster pump, pressure vessel and pressure switches to be checked periodically

and free of silt, sand or other materials before you use it.
B) Maintenance:
The water tank with buffer water tank will be provided. These buffer tanks are clearly marked as
"Potable Water". The water from the buffer tanks will then be pumped to the toilets for site
consumption with a booster pump, pressure vessel and pressure.

To fill water tanks (Potable) for site use purposes by RLIC Approved Contractor.
Water Tankers will fill the water refilling for toilet regularly with all necessary requirements as per
SHES standards.
The drinking water supply on project site will be distributed in water coolers. Approved / certified
water handlers shall carry out water distribution. A dedicated Pickup must be assigned for this
task only.
To dispose all sewage from toilets, etc. on regular basis by sewage tanker with all necessary
requirements as per SHES standards.
As per NFXP3-TRSA-SH-PRC-00002, septic tanks shall be taken by an appropriate waste
company and transported to an MME approved waste disposal site on a regular basis to reduce
the septicity of the sewage.
Separate skip bins as per approved layout shall be provided for solid waste/construction
segregated wastes (like waste plywood, wooden pieces and concrete debris etc) and other
household wastes or Domestic waste will be stored in skips (green Colour) and then carried in by
skips loader (3-5 ton container).
The diesel for the generator shall be brought using Jerry cans using pickup truck.
Ensure Jerry can is well secured with latching strap to avoid movement or fall.
Equipment or Generator engine must be turned off during refueling.
Do not use mobile phone or any form of ignition source during fueling.

A) Toilet maintenance:
Ensure all the electrical installations are inspected prior to completion and handover.
Ensure LOTO is implemented wile inspecting electrical installations.
Ensure the lighting arrangements are inspected and adequate for the welfare facilities
Ensure all electrical equipment is such as Mist fans are inspected and color coded by competent
electrical inspector prior to use
C) Plant and Equipment minor maintenance
Equipment maintenance shall be carried out as per COMPANY Plant & Equipment Maintenance
SHES Inspection Program (Ref: NFXP3-TRSA-SH-PR-00059)
The competent persons shall carry out routine maintenance & inspections such as oil change,
greasing & cleaning of the equipment in the designated area with necessary precautionary
measures. Waste generated out of maintenance activities shall be disposed to the designated
area within the RLIC premises as per the company (QE LNG/RLIC) regulations and trained spill
response team shall be in place during these operations.
Minor maintenance shall be carried out with competent persons within the site premises.
In case of Major Breakdown, the machinery can be taken out of the COMPANY Premises, unless
physical restriction apply (Eg. Bulky & Tall Machinery, Machinery Must Travel across sensitive
areas)
During the execution of the work, approved Heat Stress Schedule Mitigation Plan
(NFXP3-TRSA-SH-PLN-00046) shall be implemented. Also follow the
CONTRACTOR heat stress mitigation plan during RED & BLACK Flag Conditions.
All work will comply with the heat stress management program which includes Heat
Stress Assessment, workplace monitoring & personal monitoring.
During hot weather, timing shall be adjusted to reduce exposure to direct sunlight.
The below method shall be implemented to on-site for Heat Stress Management.
a) Employee Rotation
Labor intensive work shall be rotated frequently as per the flag color.
Workers in additional clothing or suits must be rotated more frequently.
b) Training for heat stress
Workers shall be trained to avoid heat stress before starting work. Which includes
Knowledge of health hazard of heat stress
Recognition of factors, danger sign, and symptoms
Awareness of first-aid procedures
Worker responsibility in avoiding heat stress.
c) Fluid Replacement
Cooled water shall be readily available during warm weather or in hot work areas.
250ml of fluids shall be consumed every 10 minutes to prevent dehydration and
reduce the risk of illness.
d) Buddy System
When working during the hot season, working in pairs will be implemented, in which
person watching out each other for early warning sign of heat stress.
e) Shade and Shielding
A shaded area with a green net on all side including top will be provided at the
working site to prevent direct sunlight with seating arrangements to rest.
Cool drinking water will be provided with flasks (insulated bottles) to drink.
Misting fans shall be installed in the rest shelters.
f) Minimize Labor intensive work.
By using appropriate mechanical equipment to assist workers by reducing manual
labor and heat stress generated by the worker (such as JCB for digging instead of
manual digging, Bulk loading/unloading by crane …etc.)
g) Flagging System
A color-coded flagging system as per the Heat stress index will be implemented at all
workplace area.

10 Waste Disposal Contamination of waste - Waste should be properly segregated and disposed as per the QE LNG
streams waste management procedures – (include copy in Permit Pack)
- Ensure designated areas is assigned as waste collection points.
- Provide proper signages and labelling for the collected waste.
- To avoid spillage of contaminated liquid waste, provide bund with 110%
capacity.

accelerates to full operating speed.
- Ensure When abrasive wheels are no longer fit for purpose, these should
be placed inside a quarantine box and then disposed of.
- Under NO circumstances are abrasive wheels to be mixed, i.e., damaged /
used with new abrasive wheels.
14 Fire Fire - Store flammable substances including aerosol cans in a safe area away
from ignition sources including direct sunlight.
- When hot work (welding, grinding etc.) is taking place sparks shall be pre-
vented from leaving the immediate work are through use of fire blankets or

32. Minor Maintenance Work Incompetent Personnel - Ensure only trained and competent equipment mechanic shall carry
out the maintenance activity
Spill from equipment and ma- - Provide drip tray during maintenance work. (Oil Change)
chine - All waste will be disposed as per CONTRACTOR waste manage-
ment procedure.
- Competent person must carry out Operations & Maintenance on reg-
ular intervals.
- Ensure availability of spill kit.
- Also reference to waste disposal Section no.10
Pinch Points - Keep hands and fingers away from pinch point areas.
- Use adequate Personal Protective PPE Hand Glove specific to job
(Wear heavy duty gloves / Impact Resistance Hand Glove) while
hammering
Fire - Reference with the general section no 14 & 07
Damaged /Failure of tools - Ensure all tools are inspected and color coded prior to use
- Ensure to use right tool for the job
- Homemade tools shall not be used
Electrocution - Only approved electrician and technician shall perform maintenance.
- Electrical technician contact details shall be displayed on equipment.
- Ensure generator is switched off and, LOTO applied.
- Verify zero energy prior to maintenance work.
- Wear electrical shock resistant hand Gloves & safety shoes.
- Never stay on wet surface.
- Ensure proper earthing provide for generator.

Manual Handling - Reference with the general section no.06
Non-Compliance of PPEs - Ensure to use full PPEs (Cover All, Hard hat, Safety Shoes, Hand
Gloves, Safety Goggles)
Man, machine interface - Ensure the work area is isolated with barricades and sign boards
- Ensure the operatives to wear high visibility vests
