TECHNICAL SPECIFICATIONS

REQUESTING UNIT:
GENERAL SERVICES, FIXED ASSETS AND WAREHOUSES

PURPOSE OF THE CONTRACT:


"MAINTENANCE AND REPAIR OF EEC-GNV VEHICLES,
MANAGEMENT 2023”

These Technical Specifications were prepared based on comparisons of goods and/or


services of a similar nature, which may be provided by companies or legal entities in
the domestic market.
1. BACKGROUND
Article No. 153 of the Basic Standards of the Goods and Services Administration
System, approved by Supreme Decree No. 0181, establishes:
"YO. Maintenance is the specialized conservation function performed on assets so
that they remain in usable condition.
II. The Chief Executive of the Administrative Unit must establish maintenance
policies and procedures to promote the effective performance of the assets in
service, avoiding their uncontrolled deterioration, breakdowns or other
undesirable results that put the conservation of the asset at risk.”
On the other hand, the Internal Regulations for Administration and Use of
Vehicles (2018) states the following: “Article 31.- RESPONSIBILITY FOR THE
MAINTENANCE OF VEHICLES. The General Directorate of Administrative Affairs,
through the person responsible for Fixed Assets, is the area in charge of
managing, verifying and monitoring the preventive and corrective maintenance of
each of the vehicles (…)”
In this regard, the Executing Entity for Conversion to Natural Gas Vehicles
(EEC-GNV) has 8 cars and 2 motorcycles nationwide to support the execution of
the entity's activities, of which 6 are in the department of La Peace. In this
sense, preventive and corrective maintenance service is required for the correct
functioning of the vehicles and safety of users.
Consequently, the EEC-GNV has scheduled the contracting of "VEHICLE
MAINTENANCE AND REPAIR, MANAGEMENT 2023" for the department of La
Paz.
2. AIM
Have the preventive and corrective maintenance service for the 2023
management vehicles, to guarantee the proper functioning of the Entity's vehicle
fleet in the department of La Paz.
3. SCOPE
The service will be discontinuous and includes labor and spare parts for the
execution of preventive and corrective maintenance work that must be carried
out on the vehicle fleet owned, detailed in these technical specifications.

4. CHARACTERISTICS
The types of necessary and required maintenance are the following:
 PREVENTIVE MAINTENANCE. It includes the inspection of the vehicle every
3,000 km traveled, includes labor in: changing oils, greasing of journals,
bearings, crossheads, checking fluids, adjusting brakes and general inspection
of vehicles.
 CORRECTIVE MAINTENANCE. It includes the repair of any system and/or
replacement of parts that are damaged in the vehicle, for its proper
functioning.
 ADDITIONAL WORKS. They include turning, rewinding, milling, grinding of
engine cylinders, brake discs and drums, crankshaft, cylinder head brushing,
bodywork and painting work, and others that are subject to being quoted and
their execution will be carried out with prior authorization. through the Work
Order signed by the Service Prosecutor.
4.1. NUMBER OF VEHICLES
The EEC-GNV currently has the following vehicle fleet nationwide:

Below are the vehicles to which the maintenance service must be performed in
the department of La Paz, however, this service may eventually be provided to
any vehicle owned or assigned to it, with prior authorization from the Service
Prosecutor through Work Order:

All maintenance and repair work carried out on the vehicle fleet must be
guaranteed by the contracted Supplier, since the Entity may return the vehicle
immediately when the same fault occurs again up to 3,000 kilometers traveled
or the work has been poorly performed, without generating additional cost.
At any time, the Service Prosecutor, Reception Manager, person responsible for
the vehicle or any official may enter the workshops of the contracted Supplier to
observe, verify and control the performance of the service.

If the execution of additional services not considered in the previous detail is


required, the supplier must present a quote and the Service Prosecutor must
authorize their execution through a Work Order.
NOTE. -
 As it is a discontinuous general service, the reference price considers all unit
prices, therefore, for the purposes of evaluation and qualification of the
Economic proposal, unit prices will be evaluated.
 In the evaluation of the economic proposal, the total sum of the unit prices
offered will be considered for the lowest evaluated price.
 When the sum of the unit prices offered exceeds what is defined by the
entity, the proposal will be disqualified.
 The unit prices offered by the bidder will be final, will form part of the
contract and may not be increased during the term of the contract.
4.3. VEHICLE CLEANING
The awarded bidder is responsible for the cost of interior and exterior cleaning
of the vehicle after its repair.
4.4. EXPERIENCE
The proponent of the service, in order to ensure the good maintenance of the
vehicle fleet, must comply with the following minimum requirements:
1) Workshop Experience
General Experience
The proposer must prove general experience of five (5) years providing
services as a Mechanical Workshop, for which he must attach to his proposal
the Commercial Registration Certificate (FUNDEMPRESA) or Commercial
Registration Update Certificate (SEPREC), and must register the same
company name/established name, in all official documents and forms to be
issued in your proposal.
Specific Experience
The bidder must demonstrate specific experience of three (3) years in
preventive and corrective maintenance work on vehicles, with public entities
such as a Mechanical Workshop, which must be supported by
documentation with: Service orders, contracts, certificates of conformity
and/or certificates. of contract fulfillment. (Attach photocopies to the
proposal).
You must present the original documentation at the time of submitting
documents to formalize the contract.

2) Required personnel and experience
The proposer must have the following personnel:

The required experience of detailed personnel is as follows:


1) Workshop Manager: Senior Technician in Automotive Mechanics, with
experience in vehicle maintenance and repair services of at least four (4)
years. You must attach a photocopy of your Higher Technical Degree and
support of your experience (contracts and/or work certificates)
2) Mechanical Technicians: Minimum two (2) years of work experience in
vehicle maintenance and repair services. You must attach a photocopy of
the support of your experience (contracts and/or work certificates), have
a minimum category B driver's license.
3) Electrical Technician: Minimum work experience in vehicle electricity
services of two (2) years. You must attach a photocopy of the support of
your experience (contracts and/or work certificates).
4) Sheet Metal Master: Minimum work experience of two (2) years in similar
positions. You must attach a photocopy of the support of your experience
(contracts and/or work certificates).
5) Administrative Staff: Experience as administrative staff at least two (2)
years. You must attach a photocopy of your support of your experience
(contracts and/or work certificates).
The proposer must attach to his proposal, DOCUMENTED RESUME WITH
SIMPLE PHOTOCOPIES of the proposed personnel (identifying the required
positions), the originals of the supporting documentation must be presented
in case of award for the formalization of the contract.
4.5. OTHER TERMS OF SERVICE
The proposer must have the following:
1) Equipment: tools, workbenches, bench presses, compressed air equipment
and system, grease fittings, specialized diagnostic machines and equipment
such as state-of-the-art multi-brand scanner, oscilloscope, injector cleaning
benches for the type of vehicles mentioned above ( The workshop must
attach photographs to its proposal to verify what is requested .)
2) Minimum space for three (3) vehicles in a single ROOFED environment.
3) Vehicle lift, ramps or inspection pit.
4) Security cameras to protect vehicles that are undergoing maintenance.
5) Digital Kardex per EEC-GNV vehicle where all the work carried out is
recorded, a printed and digital copy must be attached to the payment
request.

6) The Administration Office must have desks and computer(s).
7) Have an immediate assistance team, a contact cell phone number for
attention 24 hours a day, 7 days a week in cases of emergencies, mechanical
assistance and/or queries.
8) A fixed contact number for attention during office hours.
4.6. RESPONSIBILITY
Any EEC-GNV vehicle that has been left in the workshop for maintenance work
will be under the custody and responsibility of the Service Provider until it is
returned to the Entity's personnel.
Likewise, the contracted Supplier will implicitly guarantee the following:
1) The good behavior of your staff.
2) Any damage to the vehicles attributable to the carelessness or negligence of
the workshop staff will be repaired immediately and at no cost to EEC-GNV.
3) The proven loss or theft of implements from the EEC-GNV vehicles must be
compensated immediately.
The bidder must present a CURRENT CIVIL LIABILITY INSURANCE POLICY for
damage to third parties that covers any eventuality that may arise with the
EEC-GNV vehicle fleet in the workshop such as damage to third parties (Simple
Photocopy, the original will be presented for the contract signing).
The insured value must be at least $US 10,000.00 with compensation coverage
for third parties for material damage caused by the Insured's operations, for
which the insured is civilly liable as a consequence of the main activity.
4.7. INSPECTION AND COMPLIANCE OF SERVICES
The monitoring and control of the contracted service will be carried out from its
beginning to its conclusion by the contracting entity through a Service
Prosecutor.
The Service Prosecutor will be the authorized personnel to carry out the
communication, notification and approval of everything that corresponds to
matters related to the service, and may be the Reception Manager or be part of
the Reception Commission at the conclusion of the service.
The designation will be officially communicated to the Supplier by express letter.
The Service Prosecutor will have the following functions:
1) Monitoring and control of the service.
2) Make requests for attention that must be attended to within a maximum of
48 hours.
3) Review of spare parts quotes.
4) Preparation of Work Orders.
5) Review of the work carried out and issuance of Service Conformity Reports
for the respective payment.
6) Others according to what is established in the contract.

4.8. RESPONSIBLE OR RECEPTION COMMITTEE
The EEC-GNV will appoint a Responsible Person or Reception Commission,
whose main functions will be what is established in paragraph II, art. 39 of
Supreme Decree No. 0181 Basic Standards of the Goods and Services
Administration System.
4.9. SUPPLY OF SPARE PARTS
The contracted Supplier will provide all the spare parts and accessories that will
be used in the maintenance and/or repair work of the vehicles.
The spare parts and/or accessories that will be used in the maintenance and/or
repair work of the vehicles must be original from the factory, genuine and new
of the same brand of the vehicle to which they are going to be incorporated, not
rebuilt or repowered, except in the case of spare parts for vehicles that are more
than fifteen years old or that, due to discontinuity in manufacturing, do not
have new or original spare parts.
The Supplier must necessarily present to the EEC-GNV a detail of the spare
parts and/or accessories required, attached to the respective quotes, for the
review and approval of the Service Prosecutor.
Likewise, the return and delivery of used or changed parts must be carried out
by the Supplier to the EEC-GNV, through a delivery certificate.
From the delivery of the vehicle, the work carried out must comply with the
guarantees of the service provided by the Supplier up to 3,000 kilometers
traveled, in the event that the replaced spare parts and/or accessories result in
manufacturing defects or poor workmanship. of work in the assembly to the
vehicle, the spare part must be replaced at no cost to the Entity.
In cases of emergencies, the bidder must have spare parts and/or accessories
for the maintenance and/or repair of vehicles immediately available.
4.10. OTHER OBLIGATIONS
The workshop must carry out the diagnosis and quote for the service required
by the vehicle within a maximum of 48 hours of receipt in the case of
preventive maintenance and 72 hours in cases of corrective maintenance.
The vehicles must be repaired within 5 business days from the authorization
by Work Order issued by the EEC-GNV, except for those works that, due to
their complexity, require a longer repair time, upon request for an extension of
the deadline.
The cost of any spare part may be re-quoted by the Entity, when the Service
Prosecutor/Reception Commission deems it necessary. In this case, if an
overprice is evident, the entity may demand that the amount be reduced to the
amount quoted by the entity.
The Supplier must provide for the availability of its personnel to carry out, at
any time, emergency work on EEC-NGV vehicles that are in service anywhere
in the department of La Paz, giving priority to the entity's requirement even at
the end of week and holidays, the Service Prosecutor and/or Reception
Manager can request this service and it must be attended to within 24 hours.

5. SERVICE PROVISION TERM
The term for the provision of the “MAINTENANCE AND REPAIR OF EEC-GNV
VEHICLES, MANAGEMENT 2023” service will be from the next business day
after signing the contract until December 31, 2023 or until the budget is
exhausted.
6. INSTEAD OF PROVIDING THE SERVICE
The Supplier must perform the service in the cities of La Paz and/or El Alto and
in its facility(s), and must indicate the exact address and sketch of the location
where the service will be performed. In case of transfer, the new address must
be communicated in writing in advance, taking into account the current
characteristics and must be of equal or better conditions.
If necessary, the Supplier will have its personnel available to carry out (after
coordination) emergency work.
Only if necessary can you perform the service temporarily in a different place,
and you must notify the service prosecutor in advance.
7. AWARD FORM
The award will be for the total.
8. SELECTION AND AWARD METHOD
The selection and award method will be for the lowest evaluated price.
9. MODALITY OF CONTRACTING
National Support for Production and Employment – ANPE

10. WAY TO PAY


Partial payments will be made for each maintenance work completed, by bank
transfer via SIGEP following a Compliance Report issued by the Service
Prosecutor.
To request payment, the Supplier must present a payment request note, plus
the corresponding invoice, and must also attach the following documentation:
1) Simple photocopy of the Contract.
2) Simple photocopy of the SIGEP Beneficiary's record.
3) Service execution sheet (Report of work carried out according to the
established unit prices).
4) Quote(s) for purchased spare parts (When applicable).
5) Certificate of Replacement of Spare Parts (When applicable).
6) Work orders.
11. CONTRACT PERFORMANCE GUARANTEE
As it is a discontinuous provision service, seven percent (7%) of each partial
payment will be withheld, replacing the Contract Performance Guarantee, in
accordance with current applicable regulations.

12. FINES
The fines for non-compliance will be 1% (one percent), per calendar day of delay
of the total amount of the Work Order, in the following cases:
1) Failure to comply with the quote delivery deadline for preventive maintenance
(48 hours).
2) Failure to comply with the quote delivery deadline for corrective maintenance
(72 hours).
3) Poorly performed work, which will be considered when the vehicle leaving the
workshop and during the following three thousand kilometers (3000 km) of
travel, again presents the same damage that would have been repaired,
according to the Work Order, at this time. bad work, a one-day fine will be
applied when the vehicle is returned to the workshop and, from that re-entry,
all the days that the new repair and/or replacement part takes will be
considered as days of delay for the calculation of fines. , without this
generating additional costs for the entity.
4) When it is evident that work has not been performed which was included in
the Work Order and subject to the corresponding payment. For work not
performed, a one-day fine will be applied at the time the vehicle is returned to
the workshop and, from that re-entry, all the days that the work not
performed and/or spare part is delayed will be considered as days of delay for
calculation of fines, without this generating additional costs for the entity.
5) When it is verified that a replaced spare part is not original from the factory,
genuine and new of the same brand of the vehicle to which it was
incorporated, not rebuilt or repowered except for the exceptions established
in point 4.9. In this case, a one-day fine will be applied at the time of entering
the vehicle back into the workshop and from that re-entry, all the days that it
takes to correct what was observed will be considered as days of delay for the
calculation of fines, without this generating costs. additional for the entity.
6) When the Supplier refuses to make a reduction in the amount of the spare
part as a result of a re-quote established in point 4.10 OTHER
OBLIGATIONS of these Technical Specifications.
7) Work requested by the Service Prosecutor and/or Reception Manager via
telephone and not attended to within the established deadlines will be
computed as fines per day of delay.
8) The vehicle that, leaving maintenance, is not washed externally and
internally cleaned will generate fines if it returns to the workshop for this
reason.
The sum of the fines may not exceed in any case 20% of the total amount of the
Contract without prejudice to its resolution.
13. ALLOCATED BUDGET
The budget assigned for the "MAINTENANCE AND REPAIR OF EEC-GNV
VEHICLES, MANAGEMENT 2023" is up to Bs80,000.00 (Eighty Thousand
00/100 bolivianos).

14. COMPLIANCE WITH LABOR LAWS
The Supplier must strictly comply with the labor and social legislation in force
in the Plurinational State of Bolivia, in this sense it will be responsible and must
keep the Entity exonerated against any fine or penalty of any type or nature that
was imposed due to non-compliance or violation of said labor or social
legislation.
