Reflection Paper #1: Review the critical perspective of administration and supervision of
school in the country today.
Given the fact that there are inevitable changes of demand when it comes to
achieving quality education, the administration and supervision of schools today focus on
the improvement not only of the facilities and the learning environment of the learners but
make an emphasis more on the improvement of the overall factors affecting the learning
process such as the improvement of the content and strategies to be given to the learners
which will help them nurture their future and be globally competitive. There are
interventions shared by the administrators and supervisors to their teachers and learners to
continue the learning process in the most convenient way even in the midst of global crisis—
the COVID19 pandemic. With these interventions made by the dynamic administration in
education, education as of now is not anymore impossible to all because of the democracy
leadership development. Such interventions focus on the improvement of the teaching and
learning process through the fair direction and guidance of the administrators. At present,
administration and supervision are considered as a proficient technical facility primarily
concerned with studying, improving, and evaluating teaching-learning situations and factors
which affect them.
Critical administrators and supervisors understand that educational problems are
societal problems which can never be solved within the schools. They are already aware that
decision making is not only for them but through shared responsibilities of schools and other
stakeholders who strive for an educational system that will influence society rather than the
idea that the administrator will dominate and control the educational institution.
Furthermore, they engage in open dialogue because the members of the society are viewed
as equals who share the vision and values of the community.

1. How do administrators and supervisors catch up with the trends of how the learners
learn today?
It is through extensive research and bench marking with other successful countries
which are more advance and strategic when it comes to curriculum development that
best suits the learners today.
2. How do administrators and supervisors measure the success of their intervention
when it comes to ensuring the improvement of instructions among teachers and
learners?
The success of their intervention measures when there is no need to implement the
said intervention because the problem has been solved.

of the Philippine schools.

2. Why is there a need to monitor teachers’ performance even with those teachers with
lengthier years of service?
Reflection #3: Reflect on the key concepts and theories of school administration and
supervision on how it will respond to the challenges of the new curriculum.
As regards to the key concepts and theories of school administration and supervision
on how it will respond to the challenges of the new curriculum (MATATAG curriculum), this
involves consideration of various approaches and strategies. One crucial concept is
instructional leadership, which focus on the role of school administrators in guiding and
supporting teachers to effectively implement the curriculum.
The administrators need to provide clear goals, directions, resources, and
professional development opportunities to make sure that the teachers are fully equipped to
deliver quality education aligned with the new curriculum’s objectives.
The most relevant theory that comes into play is the transformational leadership,
which emphasize the importance of inspiring and motivating stakeholders towards a
common vision of educational improvement. A collaborative culture where teachers, parents,
and community members are actively engaged in the curriculum implementation process
must foster by the school administrators. In addition, effective communication, ongoing
monitoring and evaluation is also significant to identify and address implementation barriers
promptly. By upholding commitment, transformational leadership can facilitate trouble-free
transitions to new educational structure.
Supervisory practices such as conducting technical assistance, mentoring and
instructional coaching are vital for supporting teachers in adapting to the demands of the
new curriculum. Instructional leaders can provide direct feedback, professional learning
communities, learning action cells and peer collaboration to enhance teachers’ pedagogical
skills content based knowledge.
In order to address the challenges of the new curriculum, this requires
comprehensive and varied approach to school administrations and supervision. By
integrating key concepts and theories such as transformational leadership, instructional
leadership, organizational management, and instructional supervisions can efficiently guide
schools through curriculum transitions and foster positive outcome for learners and
stakeholders.

and supervision that is relevant to respond to the challenges of the new curriculum?
To address the new curriculum's issues, school administration and supervision must
take a broad and diverse approach. Integrating essential concepts and theories such
as transformational leadership, instructional leadership, organizational management,
and instructional supervision can help schools navigate curricular transitions and
achieve beneficial outcomes for students and stakeholders.
2. Why is there a need to look back and aligned key concepts and theories of
administration and supervision of schools to the new curriculum?

Key concepts and theories will serve as framework to the new curriculum to ensure
there will be a clear goal and direction which will lead to the improvement of
instructions and learning outcomes.
Reflection Paper #4: Reflection of the Realities in the Implementation of the MATATAG
Curriculum
The MATATAG Curriculum, which stands for "Malasakit, Access, and Transitions:
Towards Agenda 21 for Basic Education," aims to address these challenges by focusing on
values formation, accessible education, and smooth transitions between educational levels.
This new approach places a strong emphasis on holistic development, supporting the social,
emotional, and cognitive growth of learners.
As of the moment, there are consecutive seminars attended by school heads, head
teachers and selected teachers to about the commencement to the phased implementation
of MATATAG curriculum. With a short crammed time due to reversal of the school calendar
to the usual one, this fast tract seminars will surely affect the implementation of the new
curriculum. It is with conviction that the implementation of the new curriculum is crucial that
needs ample time for the administrators, especially the teachers to digest and adapt with its
changes.
Additionally, this pressed preparation will have a domino effect with the teaching and
learning process which is very important to attain the significant changes that the curriculum
aims to achieve, though taking too much time will not also guarantee the success of the
new endeavor.
The transition towards a curriculum that addresses current deficiencies, aligns with
global standards, and better prepare students for future challenges is critical. Nonetheless,
the pace and method of this transition remain contentious, with educators, policymakers,
and stakeholders grappling to determine the most effective approach for meaningful
educational reform.

1. What is/are the goal/s of the new MATATAG curriculum?
The K-12 curriculum prioritizes knowledge and skills, while the MATATAG curriculum
places greater emphasis on values and engagement.

Legal Basis: DO 88, S.2010 “REVISED MANUAL OF REGULATIONS FOR PRIVATE SCHOOLS
IN BASIC EDUCATION”
Section 20. Ownership of private schools
•Educational institutions, other than those established by religious groups and mission
boards, shall be owned solely by citizens of the Philippines or corporations or associations at
least sixty per centum of the capital of which is owned by such citizens. The Congress may
however require increased Filipino equity participation in all educational institutions.
•The establishment of a private school shall be subject to prior approval of the Department
thru its Regional Director having jurisdiction over the place where the school or branch shall
be established.
Section 22. Establishment of Private Schools shall be accordance with Law and
this Manual.
•The establishment of private schools shall be pursuant to law and this Manual.
•Provided that the minimum paid-up capital for stock educational institutions for those
engaged in elementary education shall not be less than One Million Pesos ( P1,000,000.00);
not less than Two Million Five Hundred Thousand Pesos( P2,500,000.00) for those offering
both elementary and secondary courses except existing educational institutions organized as
stock corporations prior to the passage of RA 7798 which may retain their original
capitalization.
• A school that is established or organized as a stock corporation shall be ineligible for any
form of government subsidy, incentive or assistance, except those given to individual
students and teachers in the form of scholarship, students loans or other forms of subsidy
as already mandated under existing laws. Government assistance to non-stock schools for
educational programs shall be used exclusively for that purpose.

•The Securities and Exchange Commission shall not accept or approve the Articles of
Incorporation and By-Laws of any educational institution except upon favorable
recommendation of the Department.
•No educational institutions shall be established exclusively for aliens and no group of aliens
shall comprise more than one third of the enrollment in any school. However, said
prohibitions shall not apply to schools established for foreign diplomatic personnel and their
dependents and unless otherwise provided by law, for other foreign temporary residents.
•Recognition presumes an existing school and refers to the authorization granted by the
Department for the school to conduct educational programs or operations. Establishment
precedes recognition.
Government authority which may be issued for the operation of private schools in basic
education shall be of two kinds: A.) Permit and B.) Recognition
A Permit for each year level or course shall be effective for a period of one school year. The
permit issued to a school is valid only for a specific educational program and, while issued
on a school year basis shall remain valid until formally revoked by the Department. On the
other hand, Government Recognition for each year level or course shall be for an indefinite
period provided that the requirements of law, rules and standards will be satisfied.
“The grant of recognition for schools shall be based on its satisfactory operation
during the school year, without any deficiencies in instruction, administration and/or
management and on full compliance with the prescribed requirements of the
course.” (DO 88-2010, Sec. 32)

On or before February 1st, preceding the opening of the school year, schools
operating courses under a temporary permit shall file an application for recognition
of those courses on the first and second level of instructions. It should be filed with
the regional office. Subject to the authority of the Regional Director, the Division
Office may also accept such application.
a. It transforms the Permit to permanent authority for the school to operate the
course.
b. It entitles the school to give the students who have completed the course a
certificate, title, diploma, or degree; and
The closure of any program or course offered by a school may either be;
a. Voluntary, when the school for valid cause and on its own initiative chooses to
terminate or close any of its programs or courses offered.
Government recognition not operated for more than one (1) school year is deemed
automatically cancelled.
A school with a cancelled recognition caused by its failure to operate for more than one (1)
school year may reopen under permit status provided, however, that the department rules
and prescribed standards have complied with by the school concerned.
• As a rule, a school which changed ownership is considered a new school and the course
recognition issued to the former owner shall be deemed cancelled. In such case, the new
owner has to apply for and secure from the Department a new permit or recognition.
•Operation of schools and educational programs without authorization, and /or operation
thereof in violation of the terms of recognition, are declared punishable violations subject to

the penalties provided in Batas Blg. 232. (An act providing for the establishment and
maintenance of an integrated system of education.)
