    A RESOLUTION APPROVING THE 2024 ANNUAL BARANGAY YOUTH INVESTMENT


    PLAN (ABYIP) OF BARANGAY CANDABONG, ANDA, BOHOL

    WHEREAS, Article 2 Section 12 of the 1987 Philippines Constitution states that “the State
    recognizes the vital role of the youth in nation-building and shall promote and protect their
    physical, moral, spiritual, intellectual and social; well-being. It shall inculcate in the youth,
    patriotism and nationalism and encourage their involvement in public and civic health;

    WHEREAS, implementing Rules and Regulations of the Republic Act 10742 also known as the
    Sangguniang Kabataan Reform Act of 2015 provided in Chapter II Section 8 paragraph (a) that
    “in consultation and with concurrence of the Katipunan ng Kabataan, and within three (3)
    month form the assumption of office,formulate a three (3) year rolling plan, which shall be
    known as the Comprehensive Barangay Youth Development Plan, which shall serve as basis
    in preparation of the Annual Barangay Youth Investment Plan.”;

    WHEREAS, Section 8 (b) Rules and Regulations Implementing RA No. 10742, otherwise
    known as the SANGGUNIANG KABATAAN REFORM ACT OF 2015, the SK shall approve the
    Annual Budget which is the annual slice of the ABYIP before the start of the succeeding Fiscal
    Year;

    WHEREAS, Item No 3.3.2.3 of DBM-DILG-NYC JMC No. 1-2019, dated January 23, 2019
    states that, in the preparation of the SK annual budget, priority should be given to the youth
    development and empowerment programs, projects and activities in accordance with the
    Philippine Youth Development Plan and Local Youth Plan as embodied in the approved
    CBYDP and ABYIP, that will promote the following:

    CENTER OF PARTICIPATION PRIORITY YOUTH DEVELOPMENT AND


    FOR ABYIP EMPOWERMENT PROGRAMS (SKAB)
    1. Education A. Equitable access to quality education
    2. Environment B. Environmental protection
    C. Climate change adaptation

    D. Disaster risk reduction and resiliency


    3. Economic Empowerment E. Youth employment and livelihood

    6. Health H. Sports Development
    7. Governance I. Capability Building
    8. Active Citizenship
    9. Global Mobility Overseas Activities
    10. Agriculture J. Agriculture

    WHEREAS, Item 3.3.2.3 of DILG-NYC JMC No. 1-2019, the ABYIP shall be prepared and
    approved by the SK through a resolution before the start of the SK Annual Budget;

    WHEREAS, upon deliberation of the Sangguniang Kabataan the ABYIP was found consistent
    with the provisions of the Rules and Regulations Implementing R.A. 10742 DBM-DILG-NYC
    JMC No. 1-2019 dated January 23, 2019;

    NOW THEREFORE, on motion made by SK Member Hon. Kenneth T. Agua duly seconded by
    all SK Members present, be it:

    BE IT RESOLVED, AS IT IS HEREBY RESOLVED to adopt and approve the Annual


    Barangay Youth Investment Plan for FY 2024 of the Sangguniang Kabataan of Barangay
    Candabong, Anda, Bohol and integrate in the same to the SK Budget for FY 2024;

    RESOLVED FINALLY that copies of this resolution be furnished to all agencies concerned.
