Earlier investigations
March 25: Documents revealed possible links of Bamban Mayor to Tarlac-based POGO –
Gatchalian. The said POGO operation was raided on March 13.

Documents:
• Sangguniang Bayan Resolution, September 2020. Approval of private citizen Guo’s
application for a license to operate Hongsheng Gaming Technology, Inc.
• A list of vehicles found inside the premises of Zun Yuan Tech. One of the vehicles, a
Ford Expedition EL with a plate number of CAT 6574, is registered under Guo’s
name.
• A tatement of account issued to Guo by Tarlac II Electric Cooperative, Inc.
(TARELCO II) was found inside Zuan Yuan premises.

April 5: The Department of the Interior and Local Government (DILG) created a task force to
look into Guo’s alleged link to illegal activities of the POGO in her town.

April 8: Guo denied her involvement in the POGO operations and alleged illegal activities of
Zun Yuan Technology Incorporated in Bamban, which included human trafficking and
illegal detention.

May 7: Guo's case came into the limelight during a hearing before the Senate panel on
women, headed by Senator Risa Hontiveros.

April 8: Hontiveros started questioning Guo's real identity. The senator even went as far as
asking if she was a Chinese citizen as she expressed doubt about her Filipino identity
which was not backed by official records.

May 16: President Ferdinand ‘Bongbong’ Marcos Jr. said he knew most of the politicians in
Tarlac and none of them knew the mayor of Bamban. He said the controversial mayor
should really be investigated by concerned agencies.

May 20: Guo provided personal details about herself to refute accusations that include her
alleged involvement with illegal POGO activities and that she might be a spy. She explained
that she is a love child of her father and his maid.
May 21, Tue:

• Hontiveros raised questions regarding Guo's alleged previous business partnerships with
foreigners who have criminal records. She cited Baofu Land Development Inc.'s 2019
Securities and Exchange Commission (SEC) documents. Zun Yuan Technology
Incorporated, a POGO that was raided in March, operated inside the Baofu compound
behind the Bamban municipal hall.
• Hontiveros noted that in the SEC documents, Baofu's incorporators included Guo, Rachel
Joan Malonzo Carreon, a Filipino; Zhiyang Huang, a Cypriot; Zhang Ruijin, a Chinese; and
Baoying Lin, a Dominican.
• The lawmaker mentioned news reports on Zhang Ruijin's conviction last month for being
linked to the "largest money laundering case in Singapore." Citing a report by Channel
News Asia, Hontiveros said the Chinese allegedly has "$41 million in assets overseas,
including shareholdings in a Philippine real estate development company."

May 22, Wed: Public hearing of the Committee on Women, Children, Family Relations and
Gender Equality

• Guo was last seen publicly in a senate hearing. Where her nationality was
questioned even more.
• Guo said she was initially not aware of the criminal records of her foreign business
partners as disclosed by Hontiveros, claiming she only learned about it through
social media.
• Hontiveros: Guo's supposed parents do not have birth records in the PSA.
• An official of the PSA: there was a "high possibility" that Angelito Guo and Amelia
Leal—the names that appeared in Guo's late-registration birth certificate—did not
exist.
• Sen. Raffy Tulfo asked Bamban Mayor Alice Guo to undergo a lie detector test. In
response, Guo said she is willing to submit to a lie detector test to prove that she is
telling the truth.
• Guo, asked Philippine Statistics Authority, to thoroughly investigate the alleged
fraudulent acquisition of birth certificates. Sen. Win Gatchalian requests PSA to be
strict in the issuance of birth certificates. “Because it is prone to abuse.”
• Sen. Loren Legarda urges the PSA to crack down a possible syndicate inside the
agency that gives birth certificate to foreign nationals in order to obtain an authentic
Philippine passport.
May 24: The DILG files graft charged against Guo over her reported involvement with
POGO.

June 3: Ombudsman suspended Alice Guo together with her other two other local
government officials from service.

June 5, Wed:

• Kapihan sa Senado. Hontiveros urged President Ferdinand “Bongbong” Marcos Jr.


to consider the POGOs as a national security threat and impose its total ban in the
country.
• Guo refuted allegations that her real mother is Chinese national Wen Yi Lin.
• Hontiveros: possible cases to be filed against Guo and questions about her identity
have become more "solid" after the executive session in the Senate with various
government agencies.

June 6: Guo’s Statement of Assets, Liabilities, and Net Worth (SALN) contained
mismatching details on her declared properties. It showed that Guo declared assets worth
around P429 million in her June 30, 2022 SALN. An amended copy of the document issued
July 1, 2022, however, indicated her net worth plunged to only P286 million. From nine
properties, Guo removed three real estate properties including a company under her
name. Also cut from the list of her personal properties were club shares and a deposit for
land acquisition worth P138 million.
June 18:

• The camp of Guo is seeking a fair investigation into the issues and controversies
thrown against her.
• Gatchalian presented records from the Board of Investments of the Guo family's
application for a Special Investors Resident Visa.

June 19:

• Guo has denied her involvement to a certain Guo Hua Ping, a Chinese passport
holder. Atty. Stephen David, lawyer of Guo, said that many people are named “Guo
Hua Ping” and urged Gatchalian to bring his documents to a proper forum and
present his evidence.
• The electricity bills of the raided POGO hub in Bamban were found named under
Guo, according to the Philippine Anti-Organized Crime Commission (PAOCC).

June 20: Senator Loren Legarda echoed the call for the National People's Coalition (NPC)
to kick Guo from the party amid allegations being hurled against her.
June 21: Authorities filed a complaint against Guo and others for alleged human trafficking
in connection to the raided POGO hub in her municipality. Guo was also referred to as
“a.k.a. Guo Hua Ping” in the complaint.

June 25: The Office of the Ombudsman has junked Guo's bid to lift the six-month
preventive suspension slapped against her over her alleged links to a raided POGO in her
jurisdiction.

June 26, Wed:

• Guo, announced her absence, which was confirmed by her lawyer Stephen David,
saying that the embattled mayor "is not feeling okay."
• Hontiveros said the NBI document showed that the two Alice Leal Guos have the
same birthday, July 12, 1986, and that their names have the same spelling.
• Hontiveros ordered subpoena against Guo after she failed to attend a Senate
hearing on alleged human trafficking, cyber fraud operation and scamming
activities.

June 27: The Office of Solicitor General (OSG) said it is looking to immediately file a quo
warranto case against Guo after the NBI confirmed that she has the same fingerprints as
the Chinese passport holder Guo Hua Ping.

July 3: Gatchalian urged Guo Hua Ping a.k.a. Alice Guo to unmask the activities and key
players of POGO.

July 2: Senate president Francis “Chiz” Escudero, willing to sign arrest warrant against
Guo.

July 8: Guo's camp said the suspended mayor is not keen on attending the continuation of
the Senate investigation after being "traumatized" during the hearings, according to David.
This is despite the issuance of a subpoena against her and the warnings from Hontiveros
and Gatchalian that she might be cited in contempt and arrested if she does not appear in
the Senate hearings.
July 10, Wed: Fourth Senate hearing on illegal POGOs

• The Senate committee ordered the issuance of an arrest order against Guo after she
skipped the resumption of the investigation on the raided POGO hub in her town.
• Sen. Nancy Binay slamed Guo for using mental health as an excuse for her absence
for the Senate hearing.
• Senate President Pro Tempore Jinggoy Ejercito Estrada moved for the issuance of a
warrant of arrest against Guo.
• Gatchalian asked the Committee on Women, Children, Family Relations and
Gender Equality to cite in contempt Mayor Alice Guo aka Guo Hua Ping, together
with other personalities who failed to attend the committee hearing despite having
served subpoenas. Apart from the Guo family, Dennis Cunanan and Nancy Gamo were
also cited in contempt.
• Gatchalian also belied Guo's claim that she was homeschooled in their farm in
Tarlac as he disclosed the latter's school records from Grace Christian High School
from 2000 to 2003.
• A fingerprint expert from the National Bureau of Investigation (NBI) explains how he
had identified suspended Bamban Mayor Alice Guo and Chinese national Guo Hua
Ping to be the same person due to their identical fingerprints.

July 12: Guo thanked the people of her town for their continued support, stressing that she
has no regrets that she entered politics even if it has been a painful experience. "Ako po ay
isang FILIPINO. At MAY MALAKING puso for BAMBAN at mahal na mahal ko ang Pilipinas."

July 13: Hontiveros issued a contempt citation and order to arrest against Chinese national
Guo Hua Ping.

July 16, Tue: Senate readies detention room for Guo family
July 18: Gatchalian raised the possibility that Guo might use her Chinese passport to
escape the Philippines.

July 19: Guo questioned Hontiveros and Gatchalian on why they seemed fixated on her,
indicating she was ready to face the allegations against her "in a fair trial at a proper
forum." She also asked the senators to focus on other issues instead.

July 22: Guo did not appear before the Department of Justice’s hearing on the human
trafficking complaint filed against her, but she was represented by her legal counsel
instead.

July 23, Tue: SP Escudero dismissed the letter of apology Guo submitted. Senate.
Escudero, in a press briefing, said Guo did not indicate in her letter whether or not she
would attend the next hearing being conducted by the Committee on Women, Children,
Family Relations and Gender Equality.

July 29, Mon:

• The Senate released Guo’s accountant, Nancy Gamo, on the motion of Sen.
Robinhood Padilla.
• Estrada ventd out his frustration as to why Guo has not yet been arrested two weeks
after the Senate ordered her arrest.
• The OSG filed a quo warranto petition against Guo.

August 5:

• The Commission on Elections (Comelec) approved the filing of a formal complaint


against Guo for alleged “material representation” in her 2022 candidacy.
• The Department of Justice (DOJ) also confirmed that a human trafficking complaint
against Guo and several others had already been submitted for resolution.

August 13:

• The Office of the Ombudsman issued a 25-page decision ordering Guo’s dismissal,
forfeiture of her retirement benefits, and perpetual dismissal from public office for
grave misconduct.
• The Comelec served a subpoena against Guo but is unable to find her.

August 14:

• The Comelec appointed acting officials following the dismissal of Guo and 12
others from their positions in Bamban, Tarlac. Municipal Councilor Erano Timbang
shall temporarily serve as Bamban mayor.
• The Guo camp expressed their intent to file a motion of reconsideration against the
dismissal order from the Office of the Ombudsman.
• The Bureau of Internal Revenue filed tax evasion complaint against Guo after she
allegedly failed to settle P500,000 in taxes.

August 16: Guo's camp requests the DOJ to dismiss the qualified human trafficking
complaints filed against her and 12 others.

Guo’s escape
August 19: Plenary session

• Hontiveros expressed alarm after receiving information that Alice Leal Guo already
left the country and proceeded to Kuala Lumpur, Malaysia.
• Jinggoy Estrada called for the Bureau of Immigration (BI) to be held accountable for
allowing ousted Bamban, Tarlac Mayor Alice Guo to escape the country.

August 20, Tue:

• Hontiveros called on the Department of Foreign Affairs (DFA) to cancel Alice Guo's
Philippine passport, following revelations that the former Bamban Mayor has left
the country.
• Ejercito urged the DFA to revoke the passport issued to Guo and request the
International Criminal Police Organization (INTERPOL) to put her on its red notice
list.
• The BI confirmed that Guo is now in Indonesia, and is launching an investigation on
who is responsible for her illegal departure.

August 21, Wed:

• Gatchalian vowed that the Senate will pursue the filing of a criminal case against
Guo Hua Ping, also known as Alice Guo, for perjury and for her continued defiance
of a Senate subpoena, despite reports that she has already fled the country.
• Escudero: The Office of the Senate Legal Counsel is currently reviewing who will file
an affidavit of perjury against Guo.

August 22, Thu:

• Cassandra Li Ong and Guo's sister Sheila Guo are intercepted in Indonesia. They
were brought back to the Philippines on the same day.
• Gatchalian on apprehension of Shiela Guo and Cassandra Li Ong: When Sheila Guo
and Cassandra Ong arrive in the Philippines, they will be compelled to face a
Senate investigation.

August 27, Tue:

• Hontiveros questioned Immigration Commission Norman Tansingco regarding the


timeline and actions taken by the BI concerning Guo’s flight from the Philippines.
• Ronald Dela Rosa berated Shiela Guo, sister of former Bamban, Tarlac Mayor Alice
Guo, for her sketchy narration on how she and her siblings, including Alice Guo, fled
the Philippines.
• Estrada asked Zhang Mier, alias Shiela Leal Guo, about the circumstances
surrounding their escape from the Philippines to evade authorities.
• Sen. Joel Villanueva aired his concern over the uncoordinated efforts of the law
enforcement agencies in apprehending former Bamban, Tarlac Mayor Alice Guo and
siblings, Shiela and Wesley.

August 28, Wed:

• Gatchalian urged the Anti-Money Laundering Council (AMLC) to expedite the filing
of anti-money laundering charges against dismissed Bamban Mayor Alice Guo and
her cohorts.
• Hontiveros questioned officials of the Department of Justice (DOJ) if they are
pursuing investigations of public officials and law enforcement agents who
facilitated the escape of dismissed Bamban, Tarlac Mayor Alice Guo and her
siblings, Shiela and Wesley.
• The National Prosecution Service (NPS) sayed it has recommended the filing of
charges against Shiela Guo and Ong.

August 29: The DOJ confirmed that charges have been filed against Shiela Guo.

August 30: A total of 87 counts of money laundering were filed against Alice Guo and 35
others at the DOJ about the raided POGO hubs in Bamban and Porac, Pampanga.

September 2: The Comelec said it has yet to receive the counter-affidavit of Guo against a
subpoena they filed against her.
September 3: Solicitor General Menardo Guevarra said Guo’s camp has asked the Manila
Regional Trial Court (RTC) Branch 34 to dismiss the quo warranto petition seeking her
removal from public office.

September 4, Wed: Alice Guo was arrested in Indonesia, according to the Presidential Anti-
Organized Crime Commission (PAOCC).

September 5, Thu:

• Hontiveros said that former Bamban, Tarlac Mayor Alice Guo, together with her
sister Shiela, could face a minimum of 609 years in prison if they are convicted of 87
counts of money laundering.
• Sen. Joseph Victor “JV” Ejercito grilled government enforcement agencies on Guo’s
escape.
• Villanueva expressed disappointment over the continued evasiveness of Shiela Guo
to answer questions during the hearing. Villanueva asked Shiela Guo to reveal the
persons who helped them escaped from the Philippines going to Malaysia and
Indonesia.
• Guo is expected to return to Manila Thursday evening after being formally turned
over to Philippine authorities led by Interior Secretary Benhur Abalos and PNP chief
Police General Rommel Marbil who traveled to Indonesia.

September 6, Fri: Alice Guo arrived in the Philippines early Friday morning after being
deported from Indonesia.

September 9, Mon:

• Gatchalian urged Alice Guo to disclose the names of all persons who helped her
escaped the country and the names of her accomplices in building the POGO hubs
in Bamban, Tarlac and Porac, Pampanga.
• Hontiveros cites former Bamban, Tarlac Mayor Alice Leal Guo, also known as Guo
Hua Ping, in contempt for testifying falsely and evasively before the Committee on
Women, Children, Family Relations and Gender Equality Monday, September 9,
2024.
• Estrada quizzes dismissed Bamban, Tarlac mayor Alice Guo on her ties with Sual,
Pangasinan Mayor Liseldo Calugay.
• Sen. Joseph Victor “JV” Ejercito: Who are the real bosses behind Guo?
• Estrada said the person who helped Alice Guo and her siblings, Shiela and Wesley,
slip out of the country is a holder of five passports, listing country of origins as Saint
Kitts and Nevis both located in West Indies, China, Cyprus, Dominica and
Cambodia. He said he received information that the person identified by Guo is now
in Taiwan.
• Estrada called for Alice Guo and her cohorts to be held accountable for violating
several Philippine laws, including their escape from the country.

September 10, Tue: Jinggoy questions the need for an executive session with Alice Guo

Charges vs Guo
• The Department of the Interior and Local Government (DILG) filed a graft charge
against Guo before the Office of the Ombudsman on May 24.
• The graft case was later filed before the Capas, Tarlac Regional Trial Court (RTC)
Branch 109.
• The Capas RTC issued an arrest warrant against her on September 5.
• On June 21, the Presidential Anti-Organized Crime Commission (PAOCC) and the
Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG)
filed a qualified human trafficking complaint against Guo and 13 others before
the Department of Justice.
Guo asked the DOJ to dismiss the complaint against her, saying that the
complainants failed to establish her participation in the crime of human trafficking.
The complaint was submitted for resolution in August.
• The Office of the Solicitor General (OSG) filed a petition seeking to cancel Guo’s
birth certificate before a Tarlac RTC in early July.
• On July 10, the Court of Appeals ordered the freezing of bank accounts and
personal assets of Guo and two others following a petition from the Anti-Money
Laundering Council (AMLC).
• The Senate issued an arrest order against Guo and others for repeatedly failing to
attend the upper chamber’s investigation into the raided POGO hub in her town. The
order was dated July 11.
• On July 29, the Office of the Solicitor General filed a quo warranto petition against
Guo, asking a Manila court to declare Guo’s proclamation as Bamban mayor null
and void and for her to be ousted.
• The Commission on Elections (Comelec) en banc approved the recommendation of
its law department to initiate a motu propio complaint for material
misrepresentation in her mayoral candidacy papers amid questions about her
identity and nationality.
• The Bureau of Internal Revenue filed a tax evasion complaint against Guo and
others before the DOJ on August 14.
• On August 30, a total of 87 counts of money laundering were filed against Guo and
35 others at the DOJ in relation to the raided POGO hubs in Bamban and Porac,
Pampanga.
