Subject: PERMISSION FOR HOLDING OF JALSA ON 21ST SEPTEMBER, 2024 AT
JALLO PARK GROUND, LAHORE FROM 02:00 P.M. TO 05:00 P.M.
Reference your request on the subject cited above.
02. This permission at Jallo Park Ground, Lahore is being issued after
submission of Affidavit/Undertaking by the organizer to the effect that in case of
any untoward incident they shall take full responsibility of the Jalsa and shall be
held responsible; District Administration and District Police proposes to issue N.O.C
for holding of Jalsa at Jallo Park Ground, Lahore subject to the following
conditions:-

1) Permission from the Administration of Parks & Horticulture


Authority shall be sought separately and all dues be paid.
PHA will recover dues.
2) Organizers will be responsible for ensuring stage security,
security of ladies and gents enclosures, emergency exits,
measures for avoiding/controlling stampede and adequate
parking through the hiring of private security and volunteers.
3) Chief Minister, KP should tender publically apology for his vitriol
during Islamabad Jalsa on 08th September 2024.
4) ⁠Jathas from out of city shall not come and disturb daily routine
life within Lahore.
5) No anti-state/anti institution sloganeering and statement be
used during the Jalsa.
6) ⁠All those under trial for hate speech in Islamabad Jalsa shall
not be allowed to participate/appear on stage.
7) ⁠No proclaimed offender will participate/appear in Jalsa. If so
facilitating their arrest will be responsibility of Administration of
Jalsa, failing which Admin will be trailed for abetment.
8) ⁠No Afghan flag to be hoisted and no Afghan paid manpower
to be brought to Jalsa.
9) Organizers will nominate focal persons who will coordinate
with concerned Superintendent of Police and SP Traffic Police
to ensure traffic and security arrangements at all points.
10) Organizers will work in coordination with SP Cantt and SP
Security, Lahore to ensure all relevant security measures are in
place.
11) Administrative and security requirements for the gathering will
be outlined by Special Branch in a security audit and
communicated to the Police in a timely manner so that the
same are ensured and any deficiencies/lacunae are
corrected.
12) Traffic Police will issue an implement a detailed traffic plan
and advisory for the event.
13) Superintendent of Police (Security), Lahore to convene a
meeting with the organizers for necessary arrangements and
take undertaking from them about their responsibilities.
14) The organizers shall install/erect barbed wire and Kannat
(tent sheet) on the outer railing/wall at Jallo Park Ground,
Lahore in coordination with District Police.
15) Organizer shall be responsible for any damage to the public
property and pay PHA within one month of provision of
damage assessment.
16) The use of deck/sound system shall be regulated under the
provisions of Punjab Sound Systems (Regulation) Ordinance,
2015.
17) Sound system during the Jalsa be used within the ground at
low volume.
18) Containers shall be placed by the organizers as and where
required by the District Police.
19) As no permanent stage exists at Jallo Park Ground, Lahore,
hence the stage shall be erected by placing containers in
coordination with district police.
20) Iron pipes shall be erected around the stage.
21) Organizer shall take the responsibility that no irrelevant person
enters the VIP area or through the VIP gate or the stage or
comes near the stage.
22) The Volunteers/Razakars provided by the organizer shall be
responsible to control the participants of the Jalsa entry points,
ensure the formation of queues, and make sure that
participants remain peaceful and disciplined at the entrance
while being searched and a serene atmosphere is maintained.
23) The organizer shall arrange generator to maintain
uninterrupted power supply/electricity.
24) The organizers shall ensure that minor children are not brought
to the Jalsa.
25) No one shall be forced to close their business.
26) No procession / rally shall be taken out on the roads/ streets.
27) No one shall be allowed to enter the venue with batons.
28) There shall be no utterance which is likely to injure the feeling
of any religious group / party / sect.
29) Display of fire arms shall be strictly prohibited and fireworks
shall not be used.
30) No mobile van or any other vehicle shall be used for the
announcement of the Jalsa.
31) No reception desks by the organizers shall be established
outside the Jallo Park Ground, Lahore, hence if needed only
the District Police will allow the establishment of reception
desks at designated spots.
32) There shall be no wall chalking in any part of the city regarding
the Jalsa.
33) Streamers / Banners shall only be hanged after approval from
the PHA. No banner/streamer if allowed by PHA shall contain
any objectionable contents.
34) Peaceful atmosphere shall be maintained at all times.
35) Objectionable/ offensive slogans shall be prohibited.
36) No one shall be forced to attend the Jalsa within the city or
from any other District.
37) For safety of the general public, maintenance of law and
order and normalcy at the venue, District Police shall
check/search any vehicle/person coming to attend the Jalsa.
No hindrance shall be created by the organizers in this regard.
38) No effigy / flag of any political, religious party or any person
belonging to any country shall be burnt.
39) Parking area for the vehicles coming for the Jalsa be
designated by the Traffic Police.
40) The administration/management of Jalsa shall fully cooperate
with District Police for ensuring foolproof security. No laxity
shall be allowed in this regard.
41) Security near and around the pandaal shall be the
responsibility of the organizers.
42) The organizers shall ensure that workers/participants coming
from out of District abide by the conditions under which the
permission is being granted.
43) The organizers shall make sure that all the conditions are
fulfilled/observed till the Jalsa to an end and the
workers/participants are dispersed peacefully and reach their
destinations.
44) In case of any untoward incident, the organizers shall be held
responsible.
03. In view of overall security situation and threat alerts received from
different quarters, the organizers are once again cautioned and strongly advised
to undertake all requisite precautionary measures in and around the venue for
safety of participants and general public since this public gathering are being
convened at their call.
