SITE OF THE PROJECT

1 THE SITE

1.1 The site of Six Lane Project Highway shall include land, buildings, structures &
road works as described in Annex-I of this Schedule – A.

1.2 The dates of handing over the Right of Way to the Concessionaire are specified in
Annex-VI of this Schedule-A.

1.3 An inventory of the Site including land, buildings, structures, road works, trees
and any other immovable property on, or attached to, the site shall be prepared
jointly by the Authority Representative and the Concessionaire, and such inventory
shall form part of the memorandum referred to in clause 10.3.1 of the Agreement.

1.4 Additional land required for toll plaza, Traffic Aid post, medical aid post and
vehicle rescue post or for construction of works specified in the Change of Scope
Order issued under clause 16.2.3 of this Agreement shall be acquired in
accordance with the provisions of Clause 10.3.6 of this Agreement. Upon
acquisition, such land shall form part of the Site and vest in Authority.

1.5 The status of the clearances (Forest/Environmental) obtained or awaited is given


in Annex IV.

Schedule – A

Site for Project

1. Site

Site of the proposed Project Highway is a 6-lane green field Economic Corridor,
starts from Marripudi village limits (end of Package-12) in Prakasam district in
Andhra Pradesh to Somavarappadu village limits in Prakasam district in the state of
Andhra Pradesh. The land, carriageway and structures comprising the site are
described below.

Northing and Easting UTM co-ordinates of the project corridor lies between
356358.390E, 1714578.172N and 376350.596E, 1735345.688N respectively.

An index map showing the existing features of the Project Highway is given at
Annex II of Schedule -A.

The design Chainage co-ordinates (centre line) at every 500m distance are given at
Annex III of Schedule A.

2. Land

The Site of the Project Highway is a proposed Green Field Highway, there is no
existing ROW.

DEVELOPMENT OF THE PROJECT HIGHWAY

1. Development of the Project

Development of the Project shall include construction of the Project Highway as


described in this Schedule-B and in Schedule-C.

2. Six-Laning

2.1 Six laning shall include Construction of the Six Lane Project Highway as
described in Schedule- B and Schedule – C.

2.2 Six Laning shall be completed by the Concessionaire in conformity with the
Specifications and Standards set forth in Schedule – D.

Description of the Project

Development of Six-lane Access Controlled Greenfield Highway, from Marripudi(Ch.


285.500) to Somavarappadu (Ch. 314.600) of Bengaluru – Vijayawada Economic Corridor
on HAM Mode under Bharatmala Pariyojana Phase-I in the State of Andhra Pradesh
(Package-13).

1 Construction of Project Highway

1.1 Alignment

The Project Highway shall follow the alignment shown in the plan and profile
specified in Appendix B-II of Schedule-B, unless otherwise specified by the Au-
thority. Notwithstanding anything to the contrary contained in this Agreement
or Manual, the proposed profile of the project highway as indicated in Appendix
B-II of Schedule-B shall be treated as an approximate assessment. The Conces-
sionaire shall design the alignment plans and profiles of the project highway
based on site/design requirement mentioned in Schedule D with approval from
the Independent Engineer within the available Right of Way. The same shall not
constitute a change of scope, save and except any variations arising out of a
change of scope expressly undertaken in accordance with the provision of Arti-
cle 16.

1.2 Width of Carriageway for Six Laning

a. Main Road: Six lane divided carriageway without paved shoulders shall be un-
dertaken. The paved carriageway excluding median shall be in accordance with
the typical cross sections as indicated and referred to in Appendix B I of this
Schedule B.

b. Loops/Ramps: The paved width for loops and ramps at interchanges shall be as
indicated in Appendix B-I of this Schedule B.

c. In addition to the width of paved carriageway mentioned in above clauses, ad-


ditional lanes shall be provided as acceleration/deceleration lane and taper to
the required length shall be provided at entry/exit locations as per Specifica-
tions.

d. The entire cross-sectional elements shall be accommodated in the available/


proposed ROW. If required, suitable retaining structures shall be provided to
accommodate the highway cross section within the available/proposed ROW

and the same shall not constitute a Change of Scope, save and except any vari-
ations arising out of a Change of Scope expressly undertaken in accordance with
the provisions of Article 16.

e. Except as otherwise provided in this Agreement, the width of the paved car-
riageway and cross-sectional features shall conform to above clauses.

2 Project Facilities

Project facilities shall be constructed in conformity with Annex-I of Schedule-C.

3 Specifications and Standards

The Project shall be constructed in conformity with the Specifications and


Standards specified in Annex-I of Schedule-D.

4 Other Features of Six-Laning

4.1 Cross Section

a. The Project Highway shall be constructed to 6 lane fully access controlled


highway configuration without paved shoulders. Typical cross sections for dif-
ferent segments of the project highway shall be as specified in Appendix B I of
this Schedule B.

b. The Loops/Ramps of Interchanges shall be constructed with the lane configura-


tion as given in Appendix B-I except toll plaza. At toll plaza location, the lane
width shall be as per lane requirement and taper.

4.2 Geometric Design and General Features

Geometric Design and general features of the Project Highway shall be in ac-
cordance with Section 2 of IRC:SP:87-2019 (Manual)

4.3 Design Speed

The design speed of the Project Highway shall be in accordance with Section 2
of the Manual.

4.4 Improvement of the Existing Road Geometrics

In the following sections, where improvement of the existing road geometrics


to the prescribed standards is not possible, the existing road geometrics shall
be improved to the extent possible within the right of way and proper road

4.6 Alignment Plan and Longitudinal Section

An alignment plan and vertical profile (Plan & Profile) of Project Highway in-
cluding ramps & loops at Interchanges is given at Appendix BII in soft copy for
reference only. Finished road level indicated in the alignment plan shall be
treated as an approximate assessment. The concessionaire shall design the road
profile of the project highway based on site/ design requirement specified in
schedule D.
Desirable minimum sight distance (ISD) shall be adopted throughout the project
highway for a design speed in accordance with Section 2 of Manual.

4.7 Bypass and Realignment

The details of bypasses and realignments to be provided are given at Appendix


B-III.

4.8 Service Road/Slip Road

Service/Slip Roads shall be provided in lengths indicated in Appendix –B IV.

4.9 Type of Shoulder and Footpath

(a) Paved/ earthen shoulders shall be provided as per the Typical Cross Section
mentioned in Appendix B I of Schedule B.

(b) For main carriageway earthen shoulders of 4.0 m width shall be provided on
either side of the carriageway. Earthen shoulders shall meet the following
strength parameters.
i. Unconfined compressive strength (UCS) equivalent to the strength
defined for the bound sub-base layer as per IRC: 37.
ii. CBR of laboratory mix at 97% MDD and 7 days cure+7 days soak: Min-
imum CBR 60.
For Service Road/Connecting Road/Cross Roads/Ramp, earthen shoulders
shall be covered with 150mm thick compacted granular material. Design
and specifications shall conform to the requirements specified in the
manual.

(c) In built-up sections, footpaths with or without longitudinal covered drain


shall be provided in the following stretches.

4.10 Proposed Right of Way (ROW)

The details of the Proposed ROW are given in Appendix B V

4.11 At Grade Intersection

At grade intersections shall be provided as per locations specified in Appen-


dix-BVI for major and minor intersections.

4.12 Road Embankment and Cut Section

(i) The height of the embankment shall be measured with respect to the Fin-
ished Road Levels. No section of the highway shall be overtopped. The fin-
ished pavement profile of main carriageway shall be designed so that the
bottom of the sub grade is minimum 1.0m above the Highest Flood Level
(HFL)/ High water table /NGL/Pond level. The Construction of embank-
ment/cutting shall conform to the Specifications and Standards given in
Manual and the specified cross-sectional details.

(ii) Raising of existing road – Not applicable.

4.13 Pavement Design

i. Pavement design shall be carried out in accordance with Section-5 of man-


ual, IRC 37 & IRC 58.

ii. Flexible pavement shall be provided for entire length of the project high-
way except at toll plazas. Rigid Pavement shall be provided at Toll Plaza
and approaches.

iii. Flexible pavement is to be designed for a design period of 20 years. Rigid


pavement shall be designed for a design period of 30 years. Stage construc-
tion shall not be permitted.

iv. Notwithstanding anything to the contrary contained in this agreement or


the IRC:SP:87-2019, the Concessionaire shall carryout the design of the
pavement in accordance with Section 5 of the Manual subject to design re-
quirement as detailed below.

Design of Rigid pavement at Toll Plaza shall be carried out in accordance


with Section 5 of the Manual. However, minimum crust having composition
of 300 mm PQC, 150mm DLC and 150 mm GSB with a separation membrane
of polythene sheet having a minimum thickness of 125 micron between DLC
and PQC shall be provided.

Note: De-bonding interlayer of polythene sheet having a minimum thick-


ness of 125 micron shall be provided as separation layer between DLC and
PQC.

4.14 Roadside Drainage

In addition to the provisions given in TCS, adequate Drainage system includ-


ing surface and subsurface drains and median drainage system shall be pro-
vided as per Schedule D. At Cross roads/Connecting roads/other locations
necessary drainage arrangements shall be provided as per site condition
and the same shall not constitute a Change of Scope.

Cement concrete lined chutes shall be provided as per clause 6.4.3 of IRC
SP 87. However, in valley curve sections, chutes shall be provided at closed
interval not greater than 5m.

4.15 Utility Structure

The details of the Utility Structure are given in Appendix BVII.

4.16 Grade Separated Intersections

Flyover, Elevated Structure, Grade Separated Structures, Interchanges, Ve-


hicular underpass, Light Vehicular Underpass and Overpasses shall be pro-
vided at location given at Appendix-BVIII.

Pedestrian/cattle underpass and foot-over bridges shall be provided at lo-


cation given at Appendix-BIX.

4.17 Design of Structures

4.17.1 General

i. All bridges, Culverts and other structures shall be designed and con-
structed in accordance with Section 7 of the Manual and shall conform to
the cross-sectional features and details specified in respective Appen-
dices of this Schedule B.

ii. Expansion joints shall be minimized by deck continuity/ continuous su-


perstructure over multiple spans. Deck length between two expansion
joints shall not be less than 120m except where structure length falls
short of it. Expansion joints shall be Finger joint type in compliance with
IRC:SP:69-2011, Table 5.4.1 criteria for adoption of different types of
expansion joints.

iii. Project Highway is proposed to be constructed to six lane configuration


with provision for outer-side widening to eight-lane configuration in fu-
ture. As such, superstructure of all bridges, culverts and structures is to

be designed for edge movement of the vehicle considering stitching of


new superstructure in future due to widening for additional lanes.

iv. Special vehicle loading is to be considered in Design of structures.

v. Wherever liquefaction is observed, Ground improvement shall be done to


compact the soil to increase its penetration resistance and satisfy clause
8.4.4 (v) of IRC114.

vi. Proposed levels at structure locations as shown in plan & profile speci-
fied in Appendix B-II of schedule B are only for guidance and any changes
in levels shall not constitute change of scope.

vii. The structures falling within acceleration / deceleration lane /taper


shall be constructed to the required width. These changes shall not be
treated as change of scope.

viii. An effective drainage system for bridge decks shall be provided as speci-
fied in the Manual.

ix. Floor protection works shall be as specified in the relevant IRC Codes and
Specifications

4.18 Major bridges

Major bridges as listed in Appendix BX shall be provided, widened, recon-


structed or extended.

4.19 Minor bridges

Minor bridges as listed in Appendix BXI shall be provided, widened, recon-


structed or extended.

4.20 Culverts

Culverts shall be provided, widened, reconstructed or extended as listed in


Appendix-BXII.

4.21 ROB/RUB

Details of ROB/RUBs to be provided are given at Appendix BXIII with fol-


lowing points shall be taken care of:

a) The proposed span arrangements of the ROBs are tentative and subject
to change as per availability of railway boundaries/requirement of the
railways.

b) ROB shall be designed, constructed and maintained as per the require-


ments of Railway authorities. The construction plans shall be prepared
in consultation with the concerned railway authority.

c) The ROBs shall be constructed and maintained by the concessionaire


under supervision of the Railways.

d) All expenditure related to construction, maintenance and supervision


of ROB shall be borne by the Concessionaire.

4.22 Retaining Structures

Retaining wall/Reinforced Earth wall/Toe wall shall be constructed at the


locations indicated at Appendix BXIV and in accordance with Schedule D.

4.23 Slope protection

The side slope shall be protected by using suitable slope protection


measures wherever required in accordance with Schedule D. The slope pro-
tection upto 3m height shall be carried out with turfing and slope protec-
tion above 3m height shall be carried out with geo-cell as per IRC SP 59-
2019. The locations shall be finalised in consultation with AE/IE and NHAI.

Pond/Water body/Tank mitigatory measures such as excavation (to en-


hance storage capacity of ponds), guide bunds, grouted stone pitching (with
filter media shall be provided as a slope protection measure at the
Pond/Water body/Tank locations as per IRC 89 and as per the manual). Re-
taining walls shall be provided wherever applicable at Pond/Water
body/Tank locations. The provisions shall be provided in consultation with
NHAI & Independent Engineer.

4.24 Utilities

i. A minimum 2m wide strip of land at the extreme edge of ROW shall be kept
for accommodating utilities. Culverts proposed in Schedule B shall be used
for crossing of utilities, wherever required. Utility ducts in form of 600mm
dia NP-4 Hume Pipe shall be provided across the Project Highway at every
0.5 km interval throughout the stretch and along with inspection chamber
for crossing of underground utilities in Built-up areas as per manual re-

quirements as specified in clause 2.16. Location for such utility crossing


shall be finalized in consultation with IE/NHAI.

4.25 Rainwater Harvesting

As per Ministry of Environment and Forests Notification, New Delhi dated


14.01.1997 (as amended on 13.01.1998, 05.01.1999 & 6.11.2000), the con-
struction of Rainwater, harvesting structure is mandatory in and around
Water Crisis area, notified by the Central Ground Water Board. The provi-
sion of rainwater harvesting be executed as per requirement of IRC SP: 42-
2014 and IRC SP: 50-2013.

4.26 Type and Width of Median

Flush type median shall be provided and the minimum width of median,
subject to availability of Right of way, for various locations shall be as in
Appendix BXV and in accordance with the specifications of Economic corri-
dors and cost optimization for Highway construction under Bharatmala
Pariyojana, MoRT&H.

4.27 Location of Footpath and drains

Drain cum footpath shall be provided in urban stretches as Appendix – BXV.


The dimensions of the footpath and drain shall be approved by Independent
Engineer / NHAI.

4.28 Provision for extra widening at sharp curves

Extra widening to the carriageway shall be provided at sharp curve loca-


tions as per Manual requirements. The details of extra widening locations
are as given in Appendix BXVI.

4.29 Protection Work

Protection works as per site and design requirements shall be constructed


as given in this Schedule. Laying of Geocell shall be provided for a mini-
mum of 4,82,179 sqm.

4.30 Change of Scope

The length of structures and bridges specified herein above shall be treated
as an approximate assessment. The proposed span arrangement of struc-
tures may be changed based on innovative design of structure, latest con-
struction techniques and aesthetics of structures. Actual lengths of struc-

tures and bridges as required on the basis of detailed investigations shall be


determined by the Contractor in accordance with the Specifications and
Standards. Any variations in the lengths specified in this Schedule-B shall
not constitute a Change of Scope, save and except any variations in the
length arising out of a Change of Scope expressly undertaken in accordance
with the provisions of Article16.

4.25 Utility Shifting

Shifting of obstructing existing utilities indicated in Schedule-A to an ap-


propriate location in accordance with the standards and specifications of
concerned utility Department is part of the scope of work of the Conces-
sionaire. The Bidders may visit the site and assess the quantum of shifting
of utilities for the project before submission of their bid. Copy of utility re-
location plan is enclosed. The specifications of the concerned Utility De-
partment shall be applicable and followed.
Note I: -

(a) The type/spacing/size/specifications of poles/towers/line/cables to be used in


shifting work are as per the guidelines of concerned utility department and it is
to be agreed solely between the Concessionaire and the concerned Utility
department. No change of scope shall be admissible and no cost shall be paid for
using different type/spacing/size/specifications in shifted work in comparison to
those in the existing work or for making any overhead crossings to underground as
per requirement of concerned utility department and/or construction of project
highway. The Concessionaire shall carry out joint inspection with concerned
utility department and get the estimates from concerned utility department. The
assistance of the Authority is limited to giving forwarding letter on the proposal
of Concessionaire to concerned utility department whenever asked by the
Concessionaire. The decision/approval of concerned utility department shall be
binding on the Concessionaire.

(b) The supervision charges at the rates/charges applicable of the concerned utility
department shall be paid directly by the Authority to the concerned utility
department as and when Concessionaire furnishes demand of concerned utility
department along with a copy of estimated cost given by the latter.

(c) The dismantled material/scrap of existing Utility to be shifted/dismantled shall


belong to the Concessionaire who would be free to dispose-off the dismantled

material as deemed fit by them unless the Concessionaire is required to deposit


the dismantled material to concerned utility department as per the norms and
practice and, in that case the amount of credit for dismantled material may be
availed by the concessionaire as per the estimate agreed between them.

(d) The utilities shall be handed over after shifting work is completed to concerned
utility department to their entire satisfaction. The maintenance liability shall
rest with the concerned utility department after handing over process is
complete as far as utility shifting works are concerned.

(e) No change of scope for any variation at the site.

Note II: - It is obligation of successful bidder to keep all public utilities functional all
time without any cost to Authority beyond quoted amount. Copy of Utility shifting plans
enclosed as Annexure-I to Schedule B.

Utility Relocation Plan

The Utility Relocation Plan of the Project Highway is enclosed. The Utility Shifting
indicated in the plan shall be followed by the Concessionaire as minimum. The con-
cessionaire shall, however, shift any other utilities, if required based on site/design
requirement as per the directions of concerned Utility Department. No change of
scope for any variation at the site.

4. Proposed levels at structure locations as shown in plan & profile specified in Ap-
pendix B-II of schedule B are only for guidance and any changes in levels shall not
constitute change of scope.
5. Special vehicle loading is to be considered in Design of structures. Congestion fac-
tor to be considered as per IRC 6-2017
6. Wherever liquefaction is observed, Ground improvement shall be done to compact
the soil to increase its penetration resistance and satisfy clause 8.4.4 (v) of
IRC114.
7. Any structures falling within acceleration / deceleration lane /taper shall be con-
structed to the required width. These changes shall not be treated as change of
scope.
8. Any additional LVUP/VUP not provided for in the Schedule B but required during
the execution of work will be dealt under the provisions of Article 16.
9. Expansion joints shall be minimized by deck continuity/ continuous superstructure
over multiple spans. Deck length between two expansion joints shall not be less
than 120m except where structure length falls short of it. Expansion joints shall
be Finger joint type in compliance with IRC:SP:69-2011, Table 5.4.1 criteria for
adoption of different types of expansion joints.
10. The approach length of the cross road for overpass shall be developed as per site
requirement in consultation with IE/NHAI.

around bridge, restoration of slopes and protective works, removal and relaying of existing wearing coat, repair and re-
placement of drainage spouts, construction of new crash barriers in place of old railing, providing of new expansion
joints and bearings in place of old ones wherever required and repair and rehabilitation of damaged concrete, if any, and
providing floor protection with rigid and flexible apron and embankment slope protection if any etc. to the complete sat-
isfaction and as per directions of Independent Engineer/Authority. All the repairs and rehabilitation works shall be car-
ried out as per standards and manuals.

(v) In Case of bridges proposed for widening/repair as per details above, the same shall be re-constructed if the design
shows that these are unsafe for design loads. No change of scope shall be considered in such cases.
(vi) Span length specified above is square length and for crossings in skew, the structures shall be provided in skew as per
site condition and with square span / length specified above.
(vii) Expansion joints shall be minimized by deck continuity/ continuous superstructure over multiple spans. Deck length be-
tween two expansion joints shall not be less than 120m except where structure length falls short of it. Expansion joints
shall be Finger joint type in compliance with IRC:SP:69-2011, Table 5.4.1 criteria for adoption of different types of ex-

(iv) Repairs and rehabilitation of all existing bridges shall include but not limited to general cleaning of bridge and area
around bridge, restoration of slopes and protective works, removal and relaying of existing wearing coat, repair and re-
placement of drainage spouts, construction of new crash barriers in place of old railing, providing of new expansion
joints and bearings in place of old ones wherever required and repair and rehabilitation of damaged concrete, if any,
and providing floor protection with rigid and flexible apron and embankment slope protection if any etc. to the complete
satisfaction and as per directions of Independent Engineer/Authority. All the repairs and rehabilitation works shall be
carried out as per standards and manuals.

(v) In Case of bridges proposed for widening/repair as per details above, the same shall be re-constructed if the design
shows that these are unsafe for design loads. No change of scope shall be considered in such cases.
(vi) All Streams at Interchange locations are to be provided with suitable bridges.
(vii) Any structures falling within acceleration / deacceleration lane. Taper shall be constructed to the required width. These
changes shall not be treated as change of scope.

to maintain the longitudinal continuity of drain water flow along the Project

for field channels/across cross roads as decided by the IE/NHAI.

Note for Appendix B XII:

i. BC – Box Culvert, SC – Slab Culvert, PC – Pipe Culvert, CW - Causeway

ii. The overall width of the above culverts shall be equal to Roadway width. In
other words, the above culverts shall also be provided in median gap and
also in gap between main carriageway & service/slip road, in case there is
any service/slip road. Any additional Barrel length required as per site con-
ditions shall not constitute a Change of Scope, save and except any varia-
tions arising out of a Change of Scope expressly undertaken in accordance
with the provisions of Article 16.

iii. Location and span arrangements/size of the above culverts are indicative.
Exact location of these culverts may be decided in consultation with Au-
thority/Independent Engineer. The actual vent way /span arrangements of
culverts shall be determined on the basis of detailed investigations by the
Concessionaire in accordance with the Specifications and Standards. Any
increase in vent way /span arrangements specified in this Schedule-B shall
not constitute a Change of Scope, save and except any variations in the
length arising out of a Change of Scope expressly undertaken in accordance
with the provisions of Article 16.
iv. For the culverts over connecting roads, minimum vent height specified
above shall be measured from FRL of cross road.
v. At crossroads culverts shall be provided as per site condition in accordance
with the Manual. Also, culverts required for the disposal of median
drain/longitudinal drains are to be constructed in accordance with the
manual. Construction of these culverts is deemed to be part of the project.

vi. In Case of culverts proposed for widening/repair as per details above, the
same shall be re-constructed if the design shows that these are unsafe for
design loads. No change of scope shall be considered in such cases.

vii. Utility ducts in form of 600mm dia NP-4 Hume Pipe shall be provided across
the Project Highway at every 0.5 km interval throughout the stretch and
along with inspection chamber for crossing of underground utilities in Built-
up areas as per manual requirements as specified in clause 2.16. Location
for such utility crossing shall be finalized in consultation with IE/NHAI.

(box culverts and girders) complying with Ministry circular no. RW/NH-

Close tolling system shall be provided in entire length of the project and the same
is integrated with the adjoining packages. The Toll Plazas shall be provided as per
NHAI circular No. 17.5.82 dated 24/5/2021 and Schedule D. Minimum Lane
requirement in the opening year are as follows.

Schedule D.
Medium speed WIM (Weigh in motion) with bending plate technology shall be
installed in each lane and to be configured with Advance Traffic Management
System.
Based on the minimum toll lane requirement as given above, toll booths, toll
plaza complex, weigh bridges, electrical systems and all other facilities
required/mentioned in manual shall be provided as per Schedule D with approval
from AE and NHAI. All the structures shall be RCC framed structure as per
Schedule D.
Earth retaining structure shall be provided at toll plaza locations, if required to
restrict the embankment slope within the right of way.
No. of toll lanes specified above are minimum indicative. The Contractor shall
design and provide toll lane as per NHAI circular No. 17.5.82 dated 24/5/2021
subject to minimum specified above. Any increase in no. of toll lane shall not be
treated as change of scope, save and except any variations in the length arising
out of a Change of Scope expressly undertaken in accordance with the provisions
of Article 16.

b) Roadside Furniture

Roadside furniture shall be provided in accordance with the Manual of


Specifications and Standards as referred in Schedule D.

1 Traffic Signs:

Traffic Signs include roadside signs, overhead signs and kerb mounted signs etc.
shall be provided along the entire Project Highway. The detailed signage plan
indicating places, direction, distances and other features marked on the change
plan shall be prepared as per the manual requirements and the same shall be
finalised in consultation with Independent Engineer/ NHAI as per site
requirement.

2 Overhead Signs:

Thrie beam crash barriers shall be provided in entire length on outer side of
earthen shoulder of each main carriageway, on both edges of median and loops/
ramps at interchanges as per TCS referred in schedule-B but excluding stretches
covered by bridges, grade separated structures and RE wall. Concrete barriers
shall be provided on bridges/structures, RE Walls/ retaining walls as specified in
Schedule B and Schedule D. Retro-reflective (same material as of road signs and
Fluorescent yellow / white color) Stickers (150mm width) shall be provided on
alternative vertical posts of Thrie beam barrier throughout.

8 Kilometer and Hectometer stones:

Kilometer and Hectometer Stones shall be provided in accordance with Schedule


D.

9 Road Boundary wall:

As the Highway is completely access controlled facility, boundary wall is its in-
tegral part to help enforcing of the acquired access rights. Access control ex-
tends to the limits of the legal access control on the ramps i.e., along the ramps
to the beginning of the taper on the local road.
Boundary wall shall be provided in entire length on either side (including trans-
verse requirements at structure locations) as per typical drawing enclosed with
this Schedule.

c) Highway Lighting

The Concessionaire shall provide lighting as per Schedule - D at the following


locations:
(i) Toll Plazas/Toll Booths including approaches
(ii) Operation and maintenance centers
(iii) Wayside amenities, traffic aid posts, vehicle rescue posts, medical aid posts
and all other facility & service buildings
(iv) Interchanges including all ramps and approaches
(v) Flyovers/ Underpasses/Overpasses/Major Bridges/ROB including approaches
of these structures
(vi) Service Road/Entry/Exit locations – on both main carriageway and service
road
(vii) Major/Minor Junctions
(viii) Interior illuminated signs
(ix) Yellow flashing lights to alert drivers
Minimum level illumination where exterior lighting is provided shall be 40 lux. In
general, ‘code of practice for lighting of public thoroughfare IS 1944 shall be
followed. All facility buildings shall be illuminated adequately.

d) Pedestrian Facilities:

Pedestrian Facilities shall be provided in accordance with the Manual of


Specifications and Standards as referred in Schedule D.
Pedestrian Facilities include the provision of:
1. Pedestrian Guard Rail:
Pedestrian guard rails shall be provided at each bus bay, bus shelter
location, built-up sections and intersections as specified in the manual.

2. Pedestrian Crossing
Pedestrian crossings facilities shall be provided in service roads, built-up
sections and intersections as specified in the manual.

The additional pedestrian facilities in the form of guard rails, footpath, lighting
etc. shall be provided wherever required as per Manual.

e) Rest Areas (Wayside Amenities):

Development of site for wayside amenities and rest area along with approach road
shall be at the following location. The connecting ramps (all ramps shall be
constructed with same specifications of loop/ramps of interchange given in
schedule B) from to highway shall be provided. The facilities shall conform to
clause 12.6 of Manual:

h) Landscaping and Tree Plantation

I. Tree Plantation: The trees of local species shall be planted and maintained
throughout the contract period as per the latest NHAI policy circular no.
7.4.8/2022 dated 06.10.2022. If all of these trees are not planted in RoW due to
non-availability of land, in such case, the Concessionaire shall deposit the
requisite amount to the forest department for planting the balance trees as a
deposit work.

II. Median: The shrubs shall be planted and maintained throughout the contract
period as per the latest NHAI policy circular no. 7.4.8/2022 dated 06.10.2022.
Median plantation including maintenance shall be as per provision of IRC SP-21
and Manual requirements.

III. The planting of number trees/shrubs in avenue and median including their
maintenance will be guided by IRC SP 21 provisions subjected to availability of
ROW making allowance for recovery area.

IV. Tree plantation and landscaping shall be done as per IRC: SP:21: 2009 and Section
11 of the Manual on the Project Highway. Landscaping and tree plantation of the
highway shall be done on the Project Highway, but not limited to the following:

a) Median [as per Clause 11.2.4 of the Manual]

Traffic aid post shall be constructed at the toll plaza in consultation with the
Independent Engineer/ NHAI, not exceeding 25 (twenty-five) square meter of plinth
area and 2nos of patrolling vehicles to be provided at these posts to carry out the
obligations. Specification and requirements shall be strictly as per concession
agreement and schedule “D”.

Patrolling should be conducted through Mobile Patrol Team in accordance with


Section with Section 12.10 of the Manual of Specifications and Standards with
provision of latest available mobile handset with unlimited talk time replaceable
after 2 years. The patrol vehicles shall be as per Annexure-I of NHAI/policy
guidelines/strengthening the Incident Management services/2018, Policy No.12.19
dated the 20th March 2018, along with manpower and shall be maintained
throughout the contract period.

j) Medical Aid Posts

The Contractor shall, at its cost and in accordance with the type designs prescribed
for such buildings by the State Medical Department (or a substitute thereof to be
designated by the Authority), construct an aid post building and hand it over to the
Authority, no later than 30 (thirty) days prior to COD. The Medical Aid Post(s) shall
be deemed to be part of the Site and shall vest in the Authority. Medical Aid Post
shall be set up at Administrative Block with 2 nos of Ambulance with round-the-
clock services for victims of accidents on the Project Highway. Such Post and two
residential quarters shall be constructed in accordance with the type designs
prescribed by the State Medical Department and shall be maintained throughout
the contract period. Ambulance shall be provided as per Annexure-I of NHAI/policy
guidelines/strengthening the Incident Management services/2018, Policy No.12.19
dated the 20th March 2018, along with all necessary manpower (including
paramedic staff) and shall be maintained throughout the contract period.

k) Vehicle Rescue Posts

Vehicle Rescue post shall be constructed at the toll plaza in consultation with the
Independent Engineer/ NHAI and 2nos of crane services to tow away the disabled
vehicles to be provided at these locations along with necessary manpower/
driver/ operator. Specification and requirements shall be strictly as per
concession agreement and schedule “D”

l) Utility Crossings

Utility ducts in form of 600 mm dia NP-4 Hume Pipe shall be provided across the
Project Highway at every 0.50 km interval and along with inspection chamber for
crossing of underground utilities in Built-up areas as per manual requirements as
specified in clause 2.16. Location for such utility crossing shall be finalized in

1 Administrative Building at toll plaza location

An Administration building at toll plaza locations shall be provided at the desig-


nated location. The Administration Building shall have the minimum facilities as
per the latest NHAI circular.

Note:
In case of any discrepancy in numbers or location of any of the project facilities
mentioned in this Schedule C, the Authority / Independent Engineer & NHAI shall
finalize the number/location of these facilities as per site requirement. Any in-
crease in the number/location of these facilities specified in the relevant Clause
of this Schedule-C shall not constitute a change of scope, save and except any
variations in the length arising out of a change of scope expressly undertaken in
accordance with the provisions of Article 16.

Six – Laning of the Project shall conform to the Manual of Specifications and Standards
for Six – Laning of Highways through Public Private Partnership published by the IRC
(IRC: SP: 87-2019, Referred as 6-laning manual) with all amendments and additions till
date and policy for development of highways under Bharatmala Pariyojana vide policy
NHAI/Bharatmala/EC/DPR/2016/143430 dated 30.10.2019. (Referred to as “Manuals” in
