HISTORY
The Philippine National Police (PNP) originated from the Philippine Constabulary
or the PC, which was inaugurated on August 8 , 1 9 0 1 , establishing it as an insular
police force under the American regime. On August 8 , 1 9 7 5 , Presidential Decree
no. 765 was issued, establishing the Philippine Constabulary Integrated National
Police or the PC/INP as the country’s national police force. These fragmented
and diverse local police units were integrated into a national police force with the
Philippine Constabulary as its nucleus. After the People’ s Revolution in 1 9 8 6 , a
new Constitution was promulgated providing for a police force, which is “
national in scope and civilian in character. ” Consequently, Republic Act No. 6 9 7 5
entitled, “An Act Establishing the Philippine National Police under a
Reorganized Department of the Interior and Local government (DILG),” was
signed into law on December 13, 1990, which took effect on January 1, 1991.
Subsequently, the PNP was operational on January 29, 1991, whose members
were formerly the PC and the INP and the absorption of the selected
members from the major service units of the Armed Forces of the Philippines
such as the Philippine Air Force Security Command, the Philippine Coast
Guard, Philippine Navy, and the Philippine Army. Thus, to further
strengthen the PNP into a highly efficient and competent police force, Republic
Act No. 8551 entitled “ PNP Reform and the Reorganization Act of 1998” was
enacted on February 17, 1998, amending certain provisions of Republic Act
No. 6 9 7 5 .

interns in the office were engage to answer every question that comes up.
Thursday, October 5 , 2 0 2 3 , there was an event in our school so the females in
our platoon were pulled out from duty because they will be performing dance
exhibition on that event. That day, I was assigned in Station Investigation Unit.
There, we met PSSG Batu. She told us to scan the progress reports and send it
to their e-mail. While we were observing in the office, we saw how the officers
handled those newly arrested persons. They were treated well and escorted into
the detention unit. Before our duty ends, PSSG Batu requested us to send the
scanned documents to their e-mail. And after that, our Platoon leader William
Sanchez formed us outside to formally end our duty. On Monday, October 9,
2023, we arrived in galleria building before 0600 hours because we were having
Uniform Drill with our Practicum Coordinator, Mr. Alberto Alvarez. After the
Uniform Drill, at 0 7 0 0 hours, we arrived at Valenzuela City Police Station and at
0800 hours, we had our flag raising ceremony together with all the police officers
in VCPS and with the Chief Of Police of Valenzuela City Police Station, PCL
Salvador Salazar Destura Jr. It was our first time to have a flag ceremony with
police officers and we saw how disciplined they are when in comes to the
formation. Nobody moves in the formation, even the slightest movement can be
seen so we had to stand firmly and endure the heat of the sun and the sweat
that was flowing on our faces. At 0900 hours we headed to our assigned offices
and do our duty. I was assigned again in Traffic Investigation Unit and we did
pretty much the same thing like before. And at 1 6 0 0 hours, we formed outside
and formally end our duty for that day. On Tuesday, October 10, 2023, at 0800
hours we had our formation and by 0 9 0 0 hours, PCMSgt. Reguerra requested all
male interns to wear PFT uniform because we were having community service.
We were told to move the bicycles from the evidence room to motor pool truck
and drop it at impound area. It was fun to work with Mr. Reguerra, he is very
approachable and kind to us, our platoon had a very good time working with him.
After all the bicycles were dropped in the impound area, we went back to the
headquarters. PCMSgt. Reguerra bought us some food and drinks because the
very tiring work was done. After that, we had some work in the headquarters and
5
at 1600 hours, our platoon leader Sanchez formed us outside to formally end our
duty for that day. On Wednesday, October 11, 2023, we were asked to bring
our PFT uniform again. At 0800 hours, we had our formation outside and at 0900
hours, all male wear PFT uniform because we were going to have some physical
work to do. Mr. Ferrer requested us to move the chairs that has been piled up in
the terrace for a long time. We put it in a truck and drop it to impounding area
then we went back to the headquarters. When we arrived at the headquarters,
Mr. Ching bought us food again after the heavy work. I was happy eating and
sharing laugh with my platoon. At 1 6 0 0 hours, our platoon leader formed us
outside and formally ended our duty for that day. On Thursday, October 12,
2023, we had our formation at 0800 hours. At 0900 hours, Mr. Ching requested
us to clean the surrounding because there would be a conference. We planted
the plants outside and arranged it so that it would be presentable. After that, me
and my classmate, Pablo were called by PCpl Luaña. He told us to go with him
as he was the one who was assigned to buy food for the conference. We went
outside to buy food for at least 30 people and we delivered it to the office of
Chief of Police. After that, PSSgt Dumduma requested us to pile up the papers
from PCR and S.W.A.T locker room. At exactly 1600 hours, our platoon leader
Sanchez pulled us out and we had our formation outside before our duty ended.
On Monday, October 16, 2023 , we were requested to arrive earlier than usual
because they need our help to setup everything for the flag raising ceremony. So
we arrived in the VCPS at 0530 hours together with my classmates, we arranged
chairs and speakers, we also fix the sound system and we also clean the
surroundings. Before 0800 hours, we formed outside together with other police
officers and police trainees to have our flag raising ceremony. Police trainee
August David, the police trainee who went viral on social media for his heroic act
of service to save a woman from drowning, received many awards. We were
amazed by what he did and how he keep himself down to earth despite of all the
recognition he gets from other people. After the ceremony, we stayed outside to
have some practice for basic command and marching. After that, I was assigned
in Station Investigation Unit. After lunch, PSSgt. Ching requested all of us to go
6
to Valenzuela People's Park to help them set up the stage and everything they
need for tomorrow' s event. Before 1 6 0 0 hours, we went back outside the
headquarters to form and end our duty formally. On Tuesday, October 1 7 , 2 0 2 3 ,
I have to wake up earlier than usual because our call time in headquarters is
0400 hours because all of us are assigned for the event. At 0530 hours, we
headed to Puregold Valenzuela and started to form while holding the placards.
At 0630 hours, aspiring candidates started to come and gather in their respective
places. At 0730 hours, the parade started, we walked from Puregold Valenzuela
to Valenzuela People's Park. We gathered in the venue and started the event.
The event ended before 0 9 0 0 hours, after all the people left, we stayed in the
venue to have our food and also to clean and return everything that we brought
there yesterday like chairs, tables, etc. After that, we went back to the
headquarters and at 1600 hours, our duty has ended. On Wednesday, October
18, 2023, we were told to report at the headquarters at 1000 hours. We had a
formation outside and after the formation we headed to our assigned
offices/units. I was assigned in Station Investigation Unit. They told us to scan
the spot reports and send it to their e-mail. At 1200 hours, we had our lunch
break and after break, we headed back to our offices to finish our work. At 1600
hours we had a formation outside and we ended our duty for that day. On
Thursday, October 19, 2023, at 0800 hours we had a formation outside and at
0900 hours, our marcher deployed us to our designated offices. I was assigned
again in Station Investigation Unit. I respectfully asked PSSgt. Manabat on what
are the procedures every time a complainant arrived or a newly arrested person
arrived. He taught us the step by step process of it. It is always feels great when
I learn something new every day. He taught us about what are the questions
they are asking to newly arrested person when they are conducting an interview,
the terminologies they use when they are making police blotter etc. At about
1500 hours, Mr. Daso called me to come with him because he needed to report
to Caloocan City PNP. We went back at the Valenzuela headquarters at about
1 7 0 0 hours, our classmates already left, I just get my bag and left the
headquarters. On Monday, October 23, 2023, this is our final week here in the
7
Valenzuela Police Station. We didn’t have a flag raising ceremony for this
Monday so we reported at the headquarters before 0800 hours. At 0900 hours,
our marcher deployed us to our designated units. I was deployed in Station
Investigation Unit. PSSgt. Manabat taught us what questions are we going to
ask the newly arrested person when conducting an interview. He let us
interviewed the newly arrested persons and get their details. It was a new
experience for all of us. Our voices and tone should be commanding in order for
us to get the correct details. PSSgt. Manabat never let the day ends without us
learning something new. This is why I always want to be deployed in SIO
because everyday I learn something new. At 1 6 0 0 hours, we had a formation
outside and ended our duty for that day. On Tuesday, October 24, 2023, before
0800 hours we had a formation outside the headquarters and by 0900 hours, we
headed to our designated units. I was assigned in Station Investigation Unit. Non
- uniformed personnel requested us to scan the documents and send it to their
e-mail. I noticed that the most common crime committed is the PD 1602 or the
Anti-Illegal Gambling Law. And the second most common crime committed is the
Article 308 of the Revised Penal Code, Theft. PSSgt. Manabat also taught us
about the difference between regular filing and inquest. At 1600 hours, our duty
has ended for this day. On Wednesday, October 2 5 , 2 0 2 3 , we arrived at the
headquarters before 0800 hours to have our daily formation. After the formation
we enter the headquarters and went to our designated units. At about 1100
hours, PCpl. Luaña called me and my buddy, Pablo and requested us to come
with him because he needed assistance for he was the one who will deliver the
food for the conference that day. So we picked up food, we bought food and
drinks and everything they need for the conference and delivered it to the venue.
It was a tiring day for all of us but we also had a lot of fun and lessons from
PCpl. Luaña. He keeps on giving us tips and advise about the board exams, we
have so many lesson learned from his experience. At about 1 5 0 0 hours, we
arrived back to the headquarters and at 1600 hours, we had a formation
outside to formally end our duty for this day. On Thursday, October 26, 2023,
this is our last day of OJT here in Valenzuela City Police Station. At 0 8 0 0
hours we had a

having a seminar that would be conducted by PCpt. E bora. It was about
RA 1 1 3 1 3 . We learned so many new lesson there and we thank PCpt. E bora
for her time for us. After the seminar, we prepared for our boodle fight. At 1 2 0 0

together with our classmates. Before 1600 hours, we had a formation outside
and while we were in the formation, PSSgt. Ching thank us for the time and
cooperation of us. We also thanked PSSgt. Ching for his dedication to handle

On February 24, 2024, this day is our orientation day about the CEAP in Our

2 0 2 4 , our subject for review is Criminal Law. Ma’ am Desiree is our speaker for
this day. She is a dean from other school and one of the youngest person to
become a dean. She is so good in teaching the subject, she speaks so clearly so
we learned a lot from that day. On March 10, 2024, the subject for this day is
about Criminal Justice System with our lecturer JO1 Aban. She discussed the
lesson clearly and we absorbed the topic so well. On March 23, 2024, the
subject for this day is about Criminal Law Book 2 together with our speaker
Police Captain Hife. He is funny and very smart person. On March 24, 2024, this
is my favorite day when we met the former Top 1 Board Passer in CLE, Attorney.
Jeffrey Baj ita. He is very smart and very funny person. He speaks loud and clear.
He gave us tips on not just to pass the board but how to be on Top. We really
learned a lot about the board exam that day. I wish we will be given a chance to
