1. Enforce all laws and ordinances relative to protection of live and properties;
2. Maintain peace and order and take all necessary steps to ensure public
safety;
3. Investigate and prevent crimes, effect the arrest of criminal offenders, bring
offenders to justice and assist in their prosecution;
4. Exercise the general powers to make arrest, search and seizure in
accordance with the constitution and pertinent laws;
5. Detain an arrested person for a period not beyond what is prescribed by law,
12-18-36 Hours, informing the person so detained of all his rights under the
Constitution. (Miranda Doctrine)
6. Issue license for the possession of firearms and explosives in accordance
with the law;
7. Supervision and control the training and operation of security agencies and
issue license to operate security agencies and to security guards and private
detectives, for the purpose of their profession.

1. To immediately undertake an all-out campaign to stop and eradicate jueteng
and other illegal gambling activities NAPOLCOM Memorandum order No.

3. To undertake an intensified and continuous campaign against kidnapping –

5. To conduct a relentless and all out campaign against Co-members of PNP
who are engaged in illegal activities especially those involve in KOTONG or

Organization of Officers and the Different Offices of the PNP
1. The Officer in Command – THE PNP CHIEF
With the Rank of Police General or Director General
The PNP CHIEF is appointed by the President from among the senior officers
down to the rank of Police Brigadier General (Chief Supt.), subject to
confirmation by the Commission of Appointments to serve a term of office not
be exceed four (4) years.
However, in times of war or other national emergency declared by the
Congress, the President may extend such term of office.
He shall be in charge with the command and direction of the PNP.
POLICE GENERAL- appointed by the President from among the senior officers
down to the rank of Police Brigadier General, upon recommendation or endorsement
of the NAPOLCOM en Banc and subject to the confirmation of the Commission on
Appointments
EN BANC means in the presence of all members of the Commission. Hence,
Endorsement of the NAPOLCOM en banc means that is was endorse by the
chairman , the (1) ex officio member, and the (4) regular members of the
commission.

PHILIPPINE PUBLIC SAFETY COLLEGE (PPSC)
is the premier educational institution for the training, human resource development
and continuing education of all personnel of the PNP, BFP AND BJMP (thru its six
Constitutive Units). Sec.66 RA 6975.

4. NATIONAL FORENSIC SCIENCE TRAINING INSTITUTE (NFSTI)
5. JAIL NATIONAL TRAINING INSTITUTE (JNTI)
6. FIRE SERVICE TRAINING CENTER (FSTC)
FUNCTION OF PPSC UNDER SEC. 67 OF RA 6975
1. Formulate and implement training programs for the personnel of the
department
2. Establish and maintain adequate physical training facilities
3. Develop and implement research and development to support educational
training programs
4. Conduct an assessment of the training needs of all its clientele
5. Perform such other related other functions
Headed by the Chief PNP, with the rank of Director General, appointed by the
president and who shall serve a term of office 4 years.
Height qualification in PNP : (1.62m) 5’4ft for male. and (1.57m)5.2ft for female
Weight: Not more or less than five kilograms from the standard weight
corresponding to his or her height, age and sex.
LATERAL ENTRY
It is the admission to the PNP with the initial rank of Police lieutenant or Police
Captain of qualified applicants belonging to certain professions.
Doctors of medicine members of the bar, and chaplain shall be appointed with a
rank of Police Captain in their particular technical services.
Note: The top priority consideration for lateral entry into the rank of Police Lieutenant
shall be given to the top ten placers in the licensure examination for criminologists.
However, the incumbent members who land in the top ten places shall be given first
priority – sec 3 of NAPOLCOM Memo Order 2003-010.
PROMOTION IN THE PNP
It is the act of upgrading or elevating of ranks and or advancement to a position of
Leadership.
KINDS OF PROMOTION
1. REGULAR- promotion granted to police officers meeting the mandatory
requirements for promotion.
2. SPECIAL- promoting granted to police officers who has exhibited acts of
conspicuous courage and gallantry at the risk of his\her life above and beyond
the call of duty.
3. PROMOTION BY VIRTUE OF POSITION- Any PNP personnel designated to
any key position whose rank is lower than that which is required for such
position shall, after 6months of occupy the same, be entitled to a rank
adjustment corresponding to the position.
Matters that must be considered in Special Promotion
The effectivity date of special promotion shall be the date of the heroic deed was
performed.
Only operational accomplishment shall merit special promotion.
Attrition by Relief- A PNP uniformed personnel who has been relieved for just
cause and has not been given an assignment within 2 years after such relief shall be
retired or separated.
Attrition by Demotion in Position or Rank, Any PNP personnel ,civilian or
uniformed, who is relieved and assigned to a position lower than what is established
for his or her grade in the PNP staffing pattern and who shall not be assigned to a
position commensurate to his or her grade within 18 months after such demotion in
position shall be retired or separated.
Attrition by Non-promotion- Any PNP personnel who has not been promoted for a
continuous period of 10 years shall be retired or separated.
RETIREMENT
FUNCTION
1. Pro-actively conduct inspections and audits on PNP personnel and units;
2. Investigate complaints and gather evidence in support of an open
investigation.
3. Submit a periodic report on the assessment, analysis, and evaluation of the
character and behavior of PNP personnel and units to the Chief PNP and the
Commission.
4. File appropriate criminal cases against PNP members before the court as
evidence warrants and assist in the prosecution of the case;
5. Provide assistance to the Office of the Ombudsman in cases involving the
personnel of the PNP
6. Conduct summary hearings on PNP members facing administrative charges;
7. Conduct, motu proprio , automatic investigation of the following cases;
Incidents where a police personnel discharges a firearm;
Incidents where death, serious physical injury, or any violation of human rights
occurred in the conduct of a police operations.
Incidents where evidence was compromised, tampered with, obliterated, or
lost while in the custody of police personnel;
Incidents where a suspect in a custody of the police was seriously injured;
Incidents where the established rules of engagement have been violated.
8. Finally, the IAS shall provide documents or recommendations as regards to
the promotion of the members of the PNP or the assignment of the PNP
personnel to any key position.
WOMEN’S DESK – Shall administer and attend to cases involving crimes against
chastity , sexual harassment , abuses committed against women and children and
other similar offenses;
Prioritization of Women for Recruitment
The PNP shall prioritize the recruitment and training of women who shall serve in the
women’s desk .Pursuant to this requirements, the PNP shall reserve 10% percent of
its annual recruitment, training, and education quota for women.
CREATION OF THE PEOPLE’S LAW ENFORCEMENT BOARD (PLEB)
The PLEB serves as the central receiving entity for any citizen’s complaint against
the officers and member of the PNP.
The PLEB shall take cognizance of or refer the complaint to the proper disciplinary or
adjudicatory authority within three (3) days upon the filing of complaint.
There is one (1) PLEB for every 500 city or municipal police personnel and for each
of the legislative districts in a city.
COMPOSITION OF THE PLEB
1. Any member of the sangguniang panglungsod chosen by his respective
sanggunian;
2. Any barangay captain of the city or municipality concerned chosen by the
association of barangay captains; and
3. Three (3) other members who are removable only for cause to be chosen by
the local peace and order council from among the respected members of the
community known for their probity and integrity , (1) of whom must be a
woman and another a member of the BAR, or, in the absence thereof, a
college graduate, or the principal of the central elementary schoolin the
locality.
HIGHLIGHTS OF RA 9708
That PNP members who are already in the service upon the effectivity of RA 8551
shall be given 5 years to obtain the minimum educational qualification preferably in
the law enforcement related courses, to be reckoned from the date of the effectivity
of this amendatory act. Except for the PNP members who rendered more than 15
years in the service.
RA 9263
Known as the BFP and BJMP professionalization Act of 2004.
ORGANIZATION OF OFFICERS OF THE BJMP AND BFP
Each of the BFP AND BJMP shall have the following organization:
First officer in Command –The Chief with the rank of Director
Chief of the Fire Bureau and the Chief for Jail Bureau
They shall serve a tour of duty not to exceed four years
SECOND IN COMMAND- Deputy Chief for Administrator with a rank of Chief
Superintendent.
BFP AND BJMP ARE THE SAME
THIRD OFFICER IN COMMAND – DEPUTY CHIEF OF OPERATION WITH THE
RANK OF CHIEF SUPERINTENDENT
FOURTH IN COMMAND – CHIEF DIRECTORIAL STAFF WITH A RANK OF
CHIEF SUPERINTENDENT who shall be assisted by the directorates in the
perspective national headquarters office with at least the rank of senior
superintendent.
Take note: Under ection 82, article 9, IRR of RA 9165 shall receive the
compensation and salaries as prescribed by law.
PDEA ACADEMY is responsible in the recruitment and training of all PDEA agents
personnel.
PDEA ACADEMY IS HEADED BY : Superintendent with the rank of Director. Shall
be appointed by the Director general of pdea SEC 85 ARTICLE 9 IRR OF RA 9165
