B. ALTERNATIVE FUELS
1. Alternative Fuels Incentive Grant Program (AFIG)
Grants available to purchase alternative-fueled vehicles, develop
infrastructure and to develop and evaluate new alternative fuel
vehicles. Eligible applicants are school districts, municipalities,
counties, cities, boroughs, townships, residents, and
corporations, nonprofit entities & partnerships licensed or
registered in Pennsylvania.
Currently offering grants for up to 20% of eligible costs.
C. ENVIRONMENTAL EDUCATION
1. Environmental Education Grants
Reimbursement for schools, non-profits and other organizations
for the promotion of environmental education grants.

D. ENERGY AND TECHNOLOGY DEVELOPMENT
1. Pollution Prevention and Energy Efficiency (P2E2) Site Grant
To fund P2E2 site assessments to introduce benefits of pollution
prevention for small businesses with fewer than 100 employees
and DEP permit holders. DEP will fund 80 percent of the cost of
the site assessment, not to exceed $5,000, or $15,000 to permit
holders of any size.

1. Act 537 - Sewage Facilities Planning Assistance
Municipalities, counties and authorities reimbursed 50 percent of
costs already paid to prepare new (or updated) official sewage
plan.

Municipalities and local agencies reimbursed 50 percent to 85
percent of eligible expenses for performing sewage plan
enforcement activities.

3. Act 339 - Sewage Treatment Plant Operation Grants
Municipalities, authorities and school districts are eligible for 2
percent annual subsidy reimbursement for costs associated with
acquisition and construction of public sewage treatment
facilities.

1. Act 32 - Underground Storage Tank Heating Oil Cleanup
Program
Reimbursement for costs of corrective action to assist owners of
underground storage tanks with a capacity of 3,000 gallons or
less used for storing heating oil for consumption on the premises
where stored. The tank owner is subject to a $1,000 deductible.

2. Act 101 – Municipal Waste Planning Grants
Counties eligible for 80 percent reimbursement for preparation
of waste management plans and pollution prevention education
activities required by Act 101.

16. Remediation of Waste Tire Pile Political Subdivision Grants
Reimbursements to political subdivisions for cleanup of tire piles

17. Storage Tank Pollution Prevention Grant Program
Grants (up to $2,500 per tank) available to owners of six or
fewer underground tanks for pumping and plugging tanks that
will no longer be used.

Eligibility: The Bay Cost Share Program is currently open to
farmers owning land in specific areas of 38 counties within
Pennsylvania’s Susquehanna or Potomac River Basins.

Signed into law by Gov. Tom Ridge on December 15, 1999,
Growing Greener will slash the backlog of farmland-preservation
projects statewide; protect open space; eliminate the maintenance
backlog in state parks; clean up abandoned mines and restore
watersheds; provide funds for recreational trails and local parks;
help communities address land use; and provide new and
upgraded water and sewer systems.

7. Non-point Source Pollution Control Projects
Funding for projects that address restoration of impaired waters
or protection of high quality waters through implementation,
education, monitoring, demonstration or innovative practices to
control or reduce nonpoint sources of pollution.

The Pennsylvania Small Towns Environment Program (PENN
STEP) is a small-community assistance program from the
Pennsylvania Department of Environmental Protection and the
Department of Community and Economic Development. PENN
STEP uses self-help techniques to reduce the cost of drinking
water and wastewater projects.

13. DEP Stream Bank Fencing Program (Part of Chesapeake Bay
Program)
Purpose is to improve water quality by reducing bank erosion
and nutrient deposits by livestock (landowners apply for free
installation).

Grants to coalitions of local or regional organizations such as

authorities), and other public interest organizations for projects
which focus on educating the community about issues
surrounding the protection and improvement of community’s
public drinking water supply or the community’s watershed.

Growing Greener: Environmental
Stewardship and Watershed Protection Act
Signed into law by the Ridge/Schweiker Administration on Dec. 15, 1999, Growing
Greener will slash the backlog of farmland-preservation projects statewide; protect
open space; eliminate the maintenance backlog in state parks; clean up abandoned
mines and restore watersheds; provide funds for recreational trails and local parks; help
communities address land use; and provide new and upgraded water and sewer
systems.
DEP has established the DEP Grants Center to assist those interested in applying for
funds. A wide variety of organizations are eligible for Growing Greener grants.
Counties, local governments, authorities, conservation districts, watershed associations
and other nonprofit groups involved in watershed restoration and protection may apply.

DEP has designated five categories of watershed projects that can be funded through
Growing Greener:
All projects must include a letter of acknowledgement from the County Conservation
District. In addition, projects involving abandoned mine reclamation or acid mine
drainage abatement must include a letter of acknowledgement from either the Western
or Eastern Pennsylvania Coalitions for Abandoned Mine Reclamation. Letters of
support from project partners are also strongly encouraged.

In Issuing DEP Permits
On June 22, 2000, Gov. Tom Ridge signed into law Acts 67 and 68 to carry out a
major part of his Growing Smarter initiative. These new laws amend the
Municipalities Planning Code to provide new planning tools to local governments
and encourage sound land use planning at the local level. The Acts also require
state government agencies to consider local land use comprehensive plans and
zoning ordinances in making certain permit and funding decisions.
To fulfill its obligations under these new laws, the Department of Environmental
Protection adopted an Interim Policy on August 21, 2000. The Interim Policy
outlined the steps that DEP would take to consider local land use planning and
zoning when reviewing permit applications for facilities and infrastructure. After
an extended public comment period, DEP developed a final land use policy. The
final policy went into effect on January 29, 2001.

What is a GIS?
A Geographic Information System (GIS) is a
computer system capable of assembling, storing,
manipulating, and displaying geographically
referenced information. Local governments can
use GIS to create maps for zoning and planning,
locations of utilities, identifying flood plains,
and locating street signs, utility lines and phone
booths. Each map, or layer, is interactive and
can be compared to other layers in the system to
gather information.

The Pennsylvania Department of Environmental Protection's Environmental Facility,
Application, Compliance Tracking System (EFACTS) can provide you with the
answers to these questions and other questions.
Just go to the DEP homepage and click on the EFACTS logo that looks like the one at
the top of this page, or type in the address directly. From there you will be prompted on
how to search for information. You can search by the name of the facility (site name),
the name of the owner or operator (client name) or by geography.
If you cannot find a particular record, it may be because you have provided a different
name, the facility has not been inspected or the record has not been loaded onto the
web site. Try not to be too specific on your search names for your first searches. If
your search returns too many records, you can always try to make the word search
more specific.

Get free alert messages by e-mail as soon as new permit applications are submitted to
DEP in your township, borough, city or county and then track those permits through
the permit review process. To start, register your e-mail at the EFACTS website and

What Are Environmental Advisory Councils?
In 1973, the Pennsylvania General Assembly passed Act 148 authorizing any
municipality or group of municipalities to establish, by ordinance, an environmental
advisory council (EAC) to advise the local planning commission, park and recreation
board, and elected officials on matters dealing with the protection, conservation,
management, promotion and use of natural resources located within the municipality’s,
or group of municipalities’, territorial limits.
What Do EACs Do?
Act 148 empowers environmental advisory councils to:
• Identify environmental problems and recommend plans and programs to the
appropriate agencies for the promotion and conservation of natural resources and
for the protection and improvement of the quality of the environment;
• Promote a community environmental program;
• Make recommendations for the possible use of open land areas of the
municipality;
• Keep an index of all open space, publicly and privately owned, including but not
limited to flood-prone areas, swamps, and other unique natural area, for the
purpose of obtaining information on the proper use of such areas; and
• Advise the appropriate local governmental agencies, including but not limited to
the planning commission, the recreation and park board, and the elected governing
body on the acquisition of property, both real and personal.
The EAC Network
The Pennsylvania Environmental Council created The EAC Network to encourage the
establishment of new EACs and promote the effectiveness of existing councils. The
Network’s goals are to expand EAC programs across the Commonwealth, strengthen
their role in environmental decision-making and encourage the state to actively provide
them with assistance.
The EAC Network will enable newly-formed EACs to draw from the experience of
successful councils, providing them with a wealth of information and support. It will
also provide important services, publications and contact with established councils,
which will facilitate their effective operation.

Environmental Futures Planning
In 1998, the 21st Century Environment Commission created by the
Ridge/Schweiker Administration to set environmental priorities for the next
century recommended that DEP change its process for deciding how to allocate
resources, to focus on results first, and activities second. DEP is doing this
through its Environmental Futures Planning Process (EFP2).
The process has three fundamental principles: performance, priorities and
partnerships. First, though, DEP has divided the state into 34 watershed planning
teams, so that the process could focus on local issues as much as possible.
Performance is measured by 17 "indicators" of environmental conditions--miles of
clean streams, number of people breathing healthy air, amount of waste generated,
etc. We will follow these indicators over to time to see if improvements are being
made, and if not, adjust DEP resources accordingly.
Priorities are established once we find what the conditions are in each watershed
and around the state, based on those 17 indicators. The conditions--good and bad--
and their causes tell us where the priorities are. For instance, storm water runoff
could be a major problem in one watershed area, while air pollution could be a big
one in another. In addition, the causes of storm water problems, and air pollution,
can vary from one area to the next.
Partnerships help bring all of this together. Without local involvement in
determining the environmental conditions and their causes, and in deciding
priorities, the effort will fall short. Municipalities, County Conservation Districts,
Environmental Advisory Councils, watershed organizations, local businesses--they
all will help DEP watershed planning teams work through this process as DEP
decides the top priorities around the state.
DEP initiated the EFP2 process in 2001. Detailed Action Plans are published on
the EFP2 web-pages. The planning cycle will be repeated annually, beginning in
March, 2003.

There is no specific therapy. In more severe cases, hospitalization and intensive
supportive therapy may be needed.

Protecting Yourself and Your
Family Against Insect Bites
• Identify and eliminate all sources of standing water that collects on your property.
Mosquitoes will breed in any puddle that lasts for more than four days.
• Dispose of tin cans, plastic containers, ceramic pots or similar water holding
containers that have collected on your property. Do not overlook containers that
have become overgrown by aquatic vegetation.
• Pay special attention to discarded tires that may have collected water on your
property. They can serve as a breeding ground for mosquitoes.
• Drill holes in the bottom of recycling containers that are left out of doors.
Drainage holes that are located on the container sides collect enough water for
mosquitoes to breed in.
• Have clogged roof gutters cleaned on an annual basis, particularly if the leaves
from surrounding trees have a tendency to block drains.
• Turn over plastic wading pools when not in use. A wading pool becomes a place
for mosquitoes to breed if it is not used on a regular basis.
• Turn over wheelbarrows and do not allow water to stagnate in birdbaths.
• Aerate ornamental pools or stock them with fish. Water gardens are fashionable
but become major mosquito breeding grounds if they are allowed to stagnate.
• Keep swimming pools clean and chlorinated. A swimming pool that is left
untended for a month becomes a source of mosquito breeding. Be aware that
mosquitoes may even breed in the water that collects on swimming pool covers.
