Rationale
Community policing focuses on police building ties and working closely with members of
the communities. However, there are many reasons why the police have difficult interactions
with the communities they are supposed to “serve and protect.” Many of these stem from the
fact that overall, police departments have contrasting perspectives, poor communications, and
concerns about the nature of social control in a free society (Ahlin, 2012).
In the global setting, police around the world deal with the community on several levels:
individually, as a group/organization, and as political actors. When it appears that law
enforcement represents the interests of the communities in which they police, there is general
harmony. When police are out of sync with these sentiments, there is discontent and dissention.
Also, different community groups view the police differently and have varying notions of the
priorities and objectives of law enforcement and criminal justice. Also, difficulty at one level of
the interaction can have repercussions at another (Radalet & Carter, 2014).
In the Philippines, one of the main aims of the Philippine National Police is for the
relationship of the police to the community to be harmonious. The community relies upon the
police to “protect and serve”, and the police in return rely upon the community’s support and
cooperation in order to be effective. When there is good police–community relations, police
have a better understanding of the public’s concerns. By extension, police also become more
proactive, thereby of simply reacting to calls for service. Good police–community relations
prevent the possibility that the public thinks that police are simply a mechanism for intelligence
collection (Ardales, 2011).
In Davao City, the basic idea behind community policing is that, the community must be
involved with police to solve problems. As simple as this may sound, police must accept the fact
that the community has to be involved in the process from the beginning. In the city, Davao City
Police Office goal is to promote police community partnerships. Problem solving is a new way of
policing to address not only the causes of crime and the fear of crime but all quality life issues
in the community (Laru-an & Beup, 2015)
One of the most important factors in learning retention is the concepts that are taught to
the students. Without retention there cannot be a successful transfer of knowledge from one
subject area to another.Learning is a significant factor for success to be obtained. Without
learning, the possibility of failing could be imminent. Having noted this, effective way of teaching
could contribute in assisting the process of acquiring new knowledge. Students do have
problems in retaining information; however, with the aid of reinforcement coming from the
dispensers and facilitators of learning, the objective of positive learning experience can be
fostered and provided.
According to Friedman (2014) There are numerous strategies that can be used to improve a
student's memory retention. Giving oneself plenty of time to study is one important method of
improving memory retention. Students who cram at the last minute are less likely to retain what
they are attempting to learn because they are overloading their short-term memory and not
actually learning the information. Another way to improve memory in a particular subject is over
learning.
In the global scenario, Richardson (1994) stated that learning theory and research has
consistently concluded that providing students with opportunities to do or perform an
educational input would yield to higher learning gains or retention.
In national scene, Philippine Institute for Development Studies (2010),two components
are essential ingredients for teacher preparation: knowledge of the subject matter, and the
ability to effectively disseminate knowledge. Data results from this scale enable instructors to
make changes regarding their preparedness, course structure, course objectives, and relevant
assignments, to clarify the course’s purpose and connect the materials and assignments to
enhance student-learning outcomes.
In local scene, in Davao City, Philippines, according to Escalante (2013), the relationship
between student self-reported ratings on their perception of learning and performance based
upon course organization and importance of material. Students who rated themselves as
exceptional found the course to be organized, perceived the material to be relevant, and
performed better on exams and coursework than students who rated their progress as being
moderate or less This study substantiates the importance of structuring courses to foster positive
learning outcomes.
This study will try to show learning retention of student can be affected by teaching
deliveries in criminal justice education, there are many reason a college student withdraws from
class and even drops out of school when they are struggling academically, financially, or have
person crisis. This study will be conducted to provide other resources that can help the students
and become successful and reach their goal of earning a college degree.

Rationale
In Global, Learners sometimes develop feelings of anxiety about particular stimuli through
the process of conditioning. They are also likely to experience anxiety, especially debilitating
anxiety, when they face a threat, a situation they believe they have little or no chance of
succeeding. (Combs, Ricahards, 1976; Csikszentmihalyi & Nakamura, 1989; Deci & Ryan, 1992).
In U.S.A, Anxiety is the major predictors of academic performance. Student with anxiety
disorder display a passive attitude in their studies such as lack of interest in learning, poor
performance in exams, and on assignments. International Conference on Mathematics Education
Research 2010 (ICMER 2010).
In the Philippine concept, as cited in a research conducted by Cabahug and Ladot (2005),
the University of the Philippines’ greatest failure is in mathematics. It is also said that repetition
in mathematics is common among UP students that almost one out of three repeat a
mathematics course. Cabahug and Ladot (2005) also said that the faculty of the UP Cebu Natural
Science and Mathematics Division or NSMD have felt the declining performance of students in
basic mathematics. It is also stated that the attitude towards mathematics and achievement in
mathematics have always been a great concern.
In Mindanao, Mathematics Anxiety can be as dread fear in math equation and math
problems. According to Alexander(2010) Mathematics can be define as feelings of tensions and
anxiety that interfere the with the manipulation of numbers and solving of mathematical
problems in wide variety of ordinary and academic situations.
