FOC is already connected to onshore ring, which connects Gas plants in PSEEZ
2 together. BELAL platform will be inserted to SPIFON II offshore ring via
connection to SPD12A and 12B platforms.
1.1.1 RESPONSIBILITY AND OBLIGATION OF CONTRACTOR
 In the conduct of WORK under this CONTRACT, CONTRACTOR shall
be responsible for:
 Geotechnical and Geophysical survey for flare support platform tripod
jacket,
 Pre-installation & Post Installation surveys,
 Performance of Wellhead platform, relief platform and bridge
connection,
 Engineering, supply, construction/installation, pre-commissioning,
commissioning and test of all Telecommunication and Safety/Control
systems and equipment which shall be installed in onshore at POGC
Monitoring Center (PMC), Security Building/Room and Gas Plant which
receive BELAL platform production. As the very high importance of
Control/Safety systems, CONTRACTOR shall get clear confirmation of
COMPANY on related manufacturers/brands. CONTRACTOR shall use
separate console for Control System and Telecommunication System.
CONTRACTOR shall consider Integrity FAT for ESD/DCS/F&G systems
at manufacturer shop.

1.2 CONTRACT SCOPE OF WORK SUMMARY


The summary of the Scope of WORK to be performed by CONTRACTOR for the
realization of the FACILITIES is given in 1.2.1 below. The FACILITIES consist of:
 One wellhead platform with 15 slots in well-bay area including:
 1 wellhead control panel and HPU,
 1 free water knock out drum +1 coalescer +1 oily water treatment
package,
 1 test separator,
 1 fuel gas skid,
 Chemical injection packages,
 Safety relief system (KO drum, etc.),
 Closed and Open Drains,
 1 crane with associated diesel driven hydraulic power pack,
 Diesel Generators,
 Instrument and utility air compression system,
 Temporary accommodation shelter for eight (8) people,
 Technical room,

 etc.
 One relief platform, being connected to the wellhead platform by bridge,
 One Tripod for relief support platform including piling,
 One 100m bridge section,
 Engineering, supply, construction/installation, pre-commissioning,
commissioning and test of all required telecommunication and safety/control
systems and equipment which shall be installed in onshore at POGC Monitoring
Center (PMC), Security Building/Room and Gas Plant (which receive BELAL
platform production) for remote control and monitoring of BELAL platform from
onshore.
Note: The above description shall be considered as a guide for CONTRACTOR,
and is not intended to restrict the Scope of WORK and/or responsibilities of
CONTRACTOR.
The WORK includes, but is not limited to, the overall execution, management,
planning, monitoring, scheduling, coordination, endorsement of TECHNICAL
PACKAGE & Issue of Design Basis Report, detailed engineering, construction
engineering, procurement engineering, installation engineering, pre-
commissioning and commissioning engineering, procurement and supply,
fabrication, insulation, painting, construction, pre-commissioning, load-out, sea-
fastening, transportation, offshore installation, piling, commissioning, start up and
PERFORMANCE TEST of the FACILITIES. FACILITIES are subject to positive
PERFORMANCE TEST and shall achieve the requirements of PERFORMANCE
GUARANTEEs. Hand-over of the FACILITIES shall be on PROVISIONAL
ACCEPTANCE by COMPANY.
1.2.1 Summary
CONTRACTOR Scope of WORK shall include:
 Endorsement of the TECHNICAL PACKAGE (as per APPENDIX H) and
issuing the relevant declaration as per APPENDIX C of CONTRACT
prior to CONTRACT Award (In APPENDIX H, some amendments in
comparison to SPD17B documents have been included.
CONTRACTOR shall review those amendments carefully and prepare
his Proposal accordingly, and shall consider related effects in
CONTRACT PRICE).
 Engineering (TECHNICAL PACKAGE Review & Endorsement Report &
Issue of Design Basis Report, detail design engineering, procurement,
construction, load out, transportation and installation),
 Procurement of all CONTRACTOR ITEMS including spare parts,
expediting, inspection, testing, transportation, handling, storage,

Jacket, structural, mechanical, piping, electrical, instrumentation, safety,
HVAC, architectural, painting works, including pre-commissioning,
 Interfacing with TPA and MWS,
 Interfacing with COMPANY’s other contractors (refer to ANNEX D15:

 Provision of Third Party Authority Services including Marine Warranty

telecommunication works, connecting topsides to jackets through 24”
and 4.5” risers, lifting of 2 caissons into permanent location
 Yard pre-commissioning/commissioning and offshore pre-
commissioning, commissioning, start-up, PERFORMANCE TEST
operations for FACILITIES,
 Transportation, Installation, Termination and participation and
cooperation in Pre-Commissioning, Commissioning & TEST of required
OTN Cabinet in BELAL platform for integration into SPIFON II network,
Note: Design, supply and performing necessary programming and
configuration of above mentioned OTN cabinet and SPIFON II network
for integration are not in CONTRACTOR scope of work.
 EPC of required fiber optic cables from OTN cabinet to joint closure on
platform and fabrication of required support for joint closure installation,
 Project Management, Project Controls, Quality Management, HSE
Management (refer to ANNEX D01, D03, D06 and D07)
 Preparation of FINAL DOCUMENTATION, including As-Built and As-
Installed documents,

 Formal and provisionally handover to COMPANY,

as further detailed in the ANNEXES.
Note 1:
Connection to risers:
 The existing 24” riser top end is flanged and provided with a blind flange.
CONTRACTOR shall remove the blind flange, cut off 24” pipe flange and connect
his topside 24” piping by butt welding to the 24” riser. Obviously all related
activities in this regard is under CONTRACTOR’s responsibility.
 The existing 4.5” riser top end is flanged and provided with a blind flange.
CONTRACTOR shall remove the blind flange, cut off 4.5” pipe flange and
connect his topside 4.5” piping by butt welding to the 4.5” riser. Obviously, all
related activities in this regard is under CONTRACTOR’s responsibility.
 Any shortage of existing material like as pipes, bends, flanges, fittings etc. shall
be procured by CONTRACTOR. The above tie-in shall not be completed by
CONTRACTOR prior to obtaining COMPANY APPROVAL and completion of
Sealine pre-commissioning activities.
Note 2:
The Service Seawater Caisson and the Disposal Tube are temporary installed in
a lower position in the Well Head Jacket. CONTRACTOR shall lift this equipment
to true elevation on permanent position and secure the same in their permanent
position.
Note 3:
The installed WH Jacket is provided with a temporary navigation warning light
system. CONTRACTOR shall remove this temporary system prior to installation
of the Topsides and handover the same to COMPANY in KISH Island.
Any required modifications for damaged items at top of Jacket including but not
limited to Gratings, Handrails, Structural items, Conductor Guides, Caisson
Flanges and etc. shall be in CONTRACTOR’s Scope of Work. Any shortage of
existing material shall be procured by CONTRACTOR. The above defects shall
be fixed and completed by CONTRACTOR after obtaining COMPANY
APPROVAL.
Note 4:
With respect to COMPANY provided items (if any), CONTRACTOR shall arrange
for and bear full cost of transport, handling, loading and unloading of the items
from locations notified by COMPANY and transport them to WORKSITE / SITE.

Upon receiving the items, CONTRACTOR shall check them immediately, with
respect to both quantity and quality, and notify COMPANY in writing of any
shortage or defect within five (5) days.
CONTRACTOR shall take good care of the items delivered to him by COMPANY.
CONTRACTOR shall place them under cover or construct adequate storehouses
and generally take all other measures that may be necessary to avoid losses,
damage or deterioration, theft or fire. After delivery of the items, CONTRACTOR
shall be fully responsible for losses, damage or deterioration (except for ordinary
wear and tear).
Note 5:
CONTRACTOR shall be responsible for procurement of Construction, Installation,
Pre-Commissioning and Commissioning spare parts as part of CONTRACT
Scope of WORK at his own cost.
CONTRACTOR shall be responsible for procurement of FACILITIES Two Years
Operational Spare Parts as per his nominated vendor recommendation subject to
COMPANY APPROVAL.
For more details on Spare parts philosophy, CONTRACTOR shall refer to Annex
D16.
Note 6:
The WORK on SITE performed in the vicinity of COMPANY’s facilities under
drilling or production operation must follow strict procedures for the performance
of the WORK.
CONTRACTOR must be aware that COMPANY's other contractors will perform
works on SITE, at the same period. CONTRACTOR shall integrate this constraint
for his WORK organization on SITE.
Should any conflicting activities be anticipated to take place at the same time and
location, COMPANY reserves the right to decide the operational priorities and the
order in which the respective parts of the WORK shall be carried out.
Sequence of Topside & Ancillaries Installation and Hook-up activities on BELAL
location is planned to be taken place according to the targeted plan.
CONTRACTOR is responsible and accountable to consider Simultaneous
Operations (SIMOPS) based on the following possible SIMOPS scenarios:
 SIMOPS1 – Drilling
 SIMOPS2 – Sealine EPCI activities
 SIMOPS3 – Submarine FOC EPCI activities
CONTRACTOR is responsible for full cooperation with COMPANY as the
SIMOPS Lead during the stages of WORK.
CONTRACTOR shall be responsible and accountable to develop the SIMOPS
procedure for WORKs being performed during PROJECT installation, hook-up,
pre-commissioning, commissioning, start-up and production of the BELAL
Platform.

CONTRACTOR shall plan tripod jacket installation works in such a manner to


minimize the time spent in close vicinity of the drilling rig and allow a maximum of
flexibility to move installation marine spread to another location at minimum
standby occurrence. Also, CONTRACTOR SHALL follow drilling rig instructions
for safety aspects.
CONTRACTOR shall participate in SIMOPS meetings those are held every day
morning in stage of the WORK under COMPANY’s instructions and leadership.
Note 7:
Any down time due to bad weather conditions affecting TRANSPORTATION
SPREAD and MARINE SPREAD for performance of the WORK including but not
limited to transportation, installation, hook-up, pre-commissioning, commissioning
and start-up is part of this CONTRACT PRICE.
Note 8:
Onshore/Offshore Telecommunication systems design, procurement, installation
and commissioning shall be fulfilled by a single Telecom Integrator under
responsibility and supervision of the CONTRACTOR.
Telecommunication Scope of Works in onshore:

 CONTRACTOR is responsible for all WORKs and activities including engineering,


procurement, inspection, testing, checking, and installation and commissioning of all
required equipment and materials of safety/control and telecommunication systems
which shall be installed in onshore (PMC2/PMC1), Security Building/Room and Gas
Plant) for remote control/monitoring of BELAL platform. The above scope shall
achieve integration of onshore and offshore Safety/Control Systems (ESD/F&G/DCS)
and Telecommunication Systems. CONTRACTOR shall use industrial laptop from
well-known brand, wherever is required.
 CONTRACTOR is responsible for design, supply and installation of required industrial
Operator Control Console (OCC) and required Power Distribution Panel (PDP) at
PMC, Security Building/Room and CCR of Gas Plant. Shape, color and material of
OCC shall be completely same as other available OCCs at above-mentioned
locations.
 CONTRACTOR shall fulfil all required works (such as providing cable route, cabling,
termination and etc.) for connecting Telecommunication and Safety/Control Systems
and equipment to the SPIFON I and SPIFON II cabinets in onshore (PMC and Gas
plant).
 CONTRACTOR is responsible for engineering, procurement, installation,
configuration, programming and commissioning of all required hardware and software
for interface with PSTN, MPLS, Internet equipment/devices, other PABXs and other
LAN/WAN systems.
Note: Configuration of OTN/ SDH cabinets of SPIFON I and SPIFON II are in
OWNER responsibility.
 Engineering, Procurement, Installation and termination of all required power cables
between PDPs and Telecommunication cabinets and equipment are in
CONTRACTOR scope of work.

 CONTRACTOR is responsible for engineering, supply, installation, construction of all


require cable raceways such as cable trays, ladders, conduits, trenches and duct
banks and pull pits.
 All Required construction WORKs to fulfil and complete scope of work shall be done
by CONTRACTOR.

1.2.2 Battery Limits


The Battery limits in respect of the Scope of WORK shall be defined by
COMPANY before Detail design stage.
CONTRACTOR shall be aware of Interface Battery Limits (refer to document
BLG-0-000-GE-ID-001 and document "SP12-YY-TE-MI-999-001-B0
Telecommunication System Interface Register Onshore and Offshore Facilities).
1.3 ADDITIONAL DEFINITIONS
All references within the ANNEXES to “YARD” mean the WORKSITE(S) upon
which CONTRACTOR shall perform prefabrication, erection, pre-commissioning,
and commissioning activities, prior to transportation of the FACILITIES
components to the SITE.
1.4 PARTICULAR REQUIREMENTS
1.4.1 Diving Operations
All CONSTRUCTION EQUIPMENT and procedures relating to any diving
operations shall comply fully with the requirements of all relevant legislation and
Codes of Practice issued by the Association of Offshore Diving Contractors, the
Health and Safety Executive (HSE), IMCA and all requirements of applicable
local legislation. In the event of any conflict between requirements, the more
stringent shall apply.
CONTRACTOR shall ensure that all divers mobilized for such operations are
qualified, and are APPROVED.
1.4.2 SITE Heavy Lifts
CONTRACTOR shall submit individual lifting procedures for each proposed
heavy lift (Over 50 Tons). Each procedure shall be inclusive of a detailed rigging
analysis and crane parameters.
CONTRACTOR shall submit for each proposed heavy lift all required and valid
certification for the proposed cranes and lifting tackle/ slings.
CONTRACTOR shall operate a control system for the certification of all rigging
equipment including sling, strops, shackles, master links and the like, and where
all items are color coded to show they are 'currently certified'. COMPANY will
undertake random checks during the WORK to verify compliance.
CONTRACTOR's lifting procedures shall be submitted to COMPANY for review
prior to commencement of heavy lifts.
CONTRACTOR shall issue advance notification of each heavy lift operation to
allow attendance by COMPANY REPRESENTATIVE.

CONTRACTOR shall also submit procedures for the control of all hydro-testing
activities and in case CONTRACTOR decides to discharge the contained water
onshore. CONTRACTOR shall demonstrate how such tests do not sterilize large
areas preventing other trades from conducting their activities.
1.4.3 YARD Pre-Commissioning / Commissioning
CONTRACTOR shall maximize the YARD Pre-Commissioning and
Commissioning activities.

1.5 WORK BREAKDOWN STRUCTURE


The WORK for Wellhead Platforms are broken down into the following discrete
Work Packages (WPs):

Work Package No.4: Fabrication
Work Package No.5: Mobilization and Demobilization

For classification purposes, each WP is divided into Work Units (WU).
Certain Work Units are in turn sub-divided into Sub-Work Units as shown in the
relevant Sections of Part 2 of this APPENDIX D.
The division of the WORK into Work Packages, Work Units and Sub-Work Units
is given only for the following purposes:
 Monitoring the performance of the WORK, in particular for progress
follow-up and WORK TIME SCHEDULE monitoring.
 Cost allocation and cost reporting to suit COMPANY requirements
related to PROJECT cost control matters
 A reference for calculation, as the case may be, of VARIATION ORDER
value(s).
The division of the WORK into Work Packages, Work Units and Sub-Work Units
as well as the related descriptions of WORK given in this APPENDIX D is to be
considered as the minimum content of CONTRACTOR's scope of WORK under
the CONTRACT. Such divisions of the WORK are not intended to limit nor restrict
CONTRACTOR's Scope of WORK in any way, nor direct or instruct
CONTRACTOR as to the detailed manner in which the WORK shall be
conducted.

1.6 PARTIES INVOLVED


The following Parties shall be involved in the implementation of the PROJECT:

Being the authority appointed by CONTRACTOR, and APPROVED by
COMPANY, to carry out inspection and certification tasks as specified.
 Marine Warranty Surveyor:
Being the agency appointed by CONTRACTOR, and APPROVED by
COMPANY, to carry out tasks as specified in connection with marine-
related operations.
 Governmental Certifying Authorities as the case may be:
Being agencies appointed by COMPANY to certify the facilities.
1.6.2 Parties involved at the interface with the WORK
COMPANY’s contractors and subcontractors will be involved at the interface with
the WORK.
1.7 Facilities involved
The following facilities are involved in this part of the PROJECT and in the Scope
of WORK of CONTRACTOR:
 Topsides for Well Head Platform
 Topsides for Flare Support Platform FSP
 1 x 100m bridge section
 Tripod support structures for FSP including piling
 OTN Cabinets & related Joint Boxes & fiber optic cables on topside and
jacket.
 All required telecommunication remote control units, work stations and
display units which shall be installed in POGC Monitoring Center, Security
Building and onshore gas plant which receive BELAL production.
 Transmission of safety, control and telecommunication signals of BELAL
platform to PSEEZ 2 onshore through SPIFON II network and from PSEEZ
2 to PSEEZ 1 via available fiber optic cable to gas plant which receive
BELAL production.

1.8 Extent of Responsibilities


CONTRACTOR shall carry out all engineering (TECHNICAL PACKAGE Review,
Endorsement & Issue of Design Basis Report, detail, procurement, construction,
installation), analyses, calculations, studies, procurement, fabrication, onshore
pre-commissioning/commissioning, load out, sea fastening, sea transportation to
the SITE, pre-installation surveys, installation, post-installation surveys, hook up,
SITE commissioning, start up and PERFORMANCE TEST, all in accordance with
the requirements set out in APPENDIX H including PROJECT
SPECIFICATIONS.
CONTRACTOR shall provide suitable onshore fabrication WORKSITE and be
responsible for all and any modifications to the WORKSITE to ensure suitable
and adequate load bearing capacities, and shall perform quay head
strengthening and any other civil work necessary to suit load out methods agreed
with COMPANY.
CONTRACTOR shall provide all temporary construction aids, support tools,
temporary steel, tools, equipment, craneage, CONSTRUCTION EQUIPMENT,
labour and supervision, inspection, testing and all other related services for the
successful fabrication and installation of the FACILITIES.
CONTRACTOR shall provide all CONTRACTOR ITEMS including temporary
material for the WORK. No item, either permanent component of FACILITIES or
temporary item, will be provided by COMPANY.
CONTRACTOR shall provide MARINE SPREAD including, cargo barges, tugs,
crane barge and any other vessels complete with all crew, equipment, material
(temporary and permanent), provide barge and vessel security, all barge grillage,
sea fastenings, load out equipment, link bridges, craneage, trailers, heavy
movement vehicles, pumps and any other temporary or permanent tools,
materials and equipment required for the successful load out, sea fastening,
transportation and installation of the FACILITIES.
CONTRACTOR shall provide sufficient bollards at its quayside to facilitate safe
barge(s) berthing.
CONTRACTOR shall carry out all surveys and provide “As Installed “as well as
“As Built” drawings.
CONTRACTOR shall design and provide all temporary and permanent certified
rigging equipment, slings, shackles and all other lifting materials and equipment
necessary to complete the WORK onshore and offshore.
CONTRACTOR shall be responsible for the provision of all offshore
accommodation, catering and safety of all its workforce including COMPANY and
POGC/NIOC representative (s) and other third party such as Marine Warranty
Surveyor (for extent of services to COMPANY and POGC, refer to ANNEX D02:
Services to COMPANY).
CONTRACTOR shall be responsible for provision and execution of required
training courses that is specified in ANNEX D06 and ANNEX D18.
CONTRACTOR shall prepare complete construction, load out, transportation and
installation procedures including emergency and contingency plans.

CONTRACTOR shall be responsible for cleaning up and restoration of the SITE.


CONTRACTOR shall be responsible for executing of "Top of Jacket Dimensional
Control" and verifying As-Installed drawings of Top of Jacket Dimensions that
prepared by BELAL Jacket EPCI contractor, before starting of construction stage
of the WORK.
2 WORK PACKAGES
2.1 WORK PACKAGE 1 - ENGINEERING
COMPANY has submitted to CONTRACTOR the detail engineering of SPD 17B
WH Topside, Relief Platform, Bridge, BELAL (or SPD12D) WH Jacket as
presented in DESIGN DOSSIER (APPENDIX H) with the exception of their
location, i.e. water depth, geophysical and geo-technical characteristic of the site.
CONTRACTOR shall update the above-mentioned detail engineering design
considering the site conditions of BELAL Gas Field platform location. The SPD
17B WH Topside, Relief Platform, Bridge, BELAL Jacket detail design & BELAL
basic design documents hereafter referred to as DESIGN DOSSIER together with
the COMPANY additional requirements are the COMPANY’s minimum
requirements which are included in APPENDIX H. Any changes from the
specifications included in APPENDIX H shall be only for the design improvement
and shall be proposed to COMPANY for APPROVAL.
In case of conflict in the TECHNICAL PACKAGE documents, the order of
precedence shall be:
 Design Basis,
 The PID's,
 Data Sheets,
 Project specifications,
 General specifications,
 General layouts,
 The codes, standards, rules and recommendations,
 Dedicated soft-wares,
 Specific studies and schematic diagrams.
Amendments suggested by Operation and Maintenance Management of the
OWNER have higher priority to documents of SPD17B Project, and
CONTRACTOR shall consider those requirements when preparing his Proposal
and also CONTRACT PRICE. In case of any design limitations, CONTRACTOR
shall highlight in Tender Stage, for COMPANY review and decision making.
CONTRACTOR shall endorse the TECHNICAL PACKAGE as provided by
COMPANY at bidding stage and shall take full responsibility of the TECHNICAL
PACKAGE. CONTRACTOR shall issue the "Endorsement Declaration" as per
APPENDIX C prior to CONTRACT award.
CONTRACTOR acknowledges that the DESIGN DOSSIER does not fully define
the FACILITIES in detail.
