1.0. PURPOSE
This method of statement is to establish the basic operational control requirements on safe work
practices to minimise or eliminate health, safety and environmental impacts associated with the
Removal and lifting of CM8421 compressor.

2.0. SCOPE
This method of statement describes the job sequence/procedure to perform the work related on
the Removal and lifting of CM8421 compressor.

All operation carried out must comply with Singapore legalization (MOM) regulations and
workplace safety and health act (WSHA)

3.0. LIST OF TOOLS, EQUIPMENT AND MATERIALS FOR USE

The following tools and equipment shall be used for the works:
• Basic measurement and hand tools
• Barricade materials.
• Trolley
• Chain block / Rigging gears (when necessary)
• Lifting lugs
• Mobile Crane (60 Tons)
• 5 Ton 6M Belt (2 Pcs)
• Trailer

The PPE requirements


• FRC uniform
• Safety Helmet
• Safety Goggles
• Safety Shoes
• Leather Gloves (for mechanical works)
• Ear Plugs
• Dust Mask-N95 (when necessary)
• Face Shield (when necessary)
• 4-in-1 gas monitor

4.0. RESPONSIBILITIES

4.1 Site Manager


• Establish overall Project Execution Plan and establish all controls and procedures
for the project.
• Coordinates and expedite all aspects of the Project Team responsibilities to meet the
contractual obligation.
• Monitor and act on quality and HSE objectives and targets.
• Promote a healthy and safe environment to achieve an accident-free record besides
meeting all mandatory and legal requirements as required by law

4.2 Construction Superintendent / Project Engineer

• Prepare MSRA for specific task to be perform


• Implement RA briefing to all work force involved in the task
• Ensure all work carried out as per approved MS&RA.
• Ensure that all the control measure are in place as per RA.
• Ensure that work carried out as per Permit to Work (PTW) at specified work area.
• Plan and mobilize the construction equipment’s and tools.
• Prepare the manpower mobilization plan and assign all the working personnel.
• Report and investigate all no-injury and injury incidents and secure the incident
scene.
• Ensure that latest drawings are use at site and works are carried out according to the
specifications.
• Always ensure good housekeeping.

4.3 Workplace Safety & Health Coordinator


• Assist to identify and rectify any unsafe conditions or unsafe work practice.
• Recommends reasonably practicable measures to be implemented to remedy the
unsafe condition /act.
• Ensure that the method statement and risk assessment and are approved and made
available before commencement of site work.
• Ensure that staff and workers have attended the project SIC before starting to work.
• Ensure that the risk assessment control measures are implemented for your
activities.
• Ensure that all works are carried out in accordance to approved method statement
and risk assessment.
• Brief and remind the project management team of the fatigue management,
• Below example for the following communication channels.
• Daily toolbox meeting.
• Daily pre-start meeting with construction.
• Weekly construction /HSE Committee Meeting
• Monthly HSE committee meeting
• Remind all the workers to have enough rests and consume a plenty of water
especially during hot weather.
• Record all related fatigue management e.g. topic discussed during the daily toolbox
meeting and safety committee meeting.
• Should explain the definition of fatigue, when during the daily toolbox meeting and
safety committee meeting

4.4 Site Supervisor


• Conduct toolbox meeting.
• Ensure all relevant document and procedure are approved.
• Get PTW from the owners while working in their premises.
• Brief workers on Risk Assessment, Method of statement prior to work
commencement.
• Supervisor ensure work is carried out according to approved work method statement
and HSE requirements.
• Conduct Risk Assessment with safety coordinator and workers to ensure every- one
understand the work process, HSE requirements and also highlight important notes
on HSE potential hazards during the toolbox meeting.

• Rectify any unsafe act / Condition and educate the workers to improve safe working
methods immediately and record safety observation report.
• Ensure daily housekeeping of work areas.

Lifting Supervisor
• To supervise all lifting activities & ensure all lifting requirements are met.
• Ensure safe lifting procedure are carried out.
• Ensure all above are in the register as provided by safety coordinator.
• Ensure rigger and appointed signalman are adequately stationed at the right place
and shall also participate in the Risk Assessment of the work with the safety
coordinator and the site supervisor prior to commence of the work including all
lifting operations.
• Ensure all unauthorized personnel are out of bounds from working area.
• Establish communication between his crews; their involvement, roles and
responsibility in the lifting activity to be performed.
• Ensure lifting work area are with rigid barricade.
• Conduct Pre-Task briefing
• Command the entire lifting operation.
• Ensure that he/she will be the point of contact for the entire operation.
• Ensure Line of Sight are clear amongst all the working personnel including lifting
supervisor, rigger & signalman.

4.5 Rigger/ Signalman


• Perform checks on lifting gears, appliances and conditions.
• Warn lifting supervisor of any change in condition during the lifting operation and
stop immediately to rectify before continuing with operation.
• Erect rigid barricade around area of lifting activities, including posting of sign
boards to warn personnel of lifting operation.
• Ensure no personnel are below suspended loads at all times.
• Stop all lifting operations if above are not met.
• Ensure all unauthorized personnel are out of bounds from working area.

4.6 Fitter & General Workers


• Wear and use all required PPE issued by company while at work.
• Must understand individual scope of work, job and equipment handling knowledge
and risk assessment.
• Must comply with all safety rules and regulations and report any unsafe act and
conditions.
• Must attend safety and job handling training session when required.
• All injuries, incident, accident or near miss occurrence must be report immediately.
• Regular housekeeping always.

5.0. PREPARATION

• Pre-Task Toolbox meeting to be conducted at workplace, walk through with the team
for better understanding of the risks involved.

• To submit all relevant document for approval before commence site work.
• Apply for ‘Cold Work’ Permit.
• Apply ‘Lifting Work’ Permit.
• Apply for ‘Working at height’ permit.
• Set-up crane for lifting
• Communicate to all affected employee prior work commencement about the Risk
Assessment.
• Conduct a pre-operational check to identify any faults in the equipment or its
accessories.
• Remove any item causing obstruction prior to work commencement.
• The work area shall be barricaded, and signage displayed to warn other people.

6.0. Work Procedure:

• To provide supervision, skill workers, consumables, equipment and


tools to carry out the above-mentioned work.
• Site preparation works.
• Crane set up fully and ready for lifting.
• Trailer parked in front of crane and secured for the compressor motor
to be loaded
• Confirm CM-8421 is fully shut down / not in operation.
• Fully unbolt the motor.
• Secure motor with web sling and hook up to crane.
• Slowly lift up to motor to check balance and load, and slowly lift up
the motor at 4 meter height and swing the load and to the trailer
• Unload the motor to the trailer and secure it.

7.0. Safety Measures

General

• Pre-Task Toolbox meeting to be conducted at workplace, walk through with the team
for better understanding of the risks involved.
• Pre-Task Toolbox meeting to be conducted daily and brief to workers specifically
on fire blanket (when necessary) to contain spark.
• Communicate to all affected employee prior work commencement about the Risk
Assessment.
• Remove any item causing obstruction prior to work commencement.
• The work area shall be barricaded and display warning signage displayed to warn
other people.
• All related personnel shall attend Safety Induction Course.
• No eating and drinking inside the plant premises.
• All personnel involved in the job are adequately competent in discharging their roles
and responsibilities.
• Inspection should be conducted on the crane & lifting gears before the lifting
operation.

• Documents & certificate of crane & lifting gears should be reviewed & approved at
least a day before the lifting operation.
• Working personnel shall comply with the requirements of this method statement,
Client HSE manual and Singapore local authorities.
