Direction: In no less than three (3) sentences, analyze the given scenario and assess the committed
cybercrime offenses by answering the guide questions.

Scenario: A 20-year-old Information Technology (IT) graduate Paul Loui Biteng faced charges after the Manila City prosecutor’s office
found probable cause to file charges against him for allegedly hacking into the Commission on Elections (COMELEC) website. On April
25, 2016, Chief Inquest Prosecutor Atty. Jovencio Senados said there was enough evidence against Biteng for several violations of the
cybercrime prevention law. On April 20, 2016, Biteng admitted to defacing the COMELEC website last March but denied NBI’s accusation
of being part of a group of hackers leading to the leakage of a large portion of the COMELEC's database, including voters' personal
identity information. The incident is labeled “the biggest private data leak in Philippine history,” exposing the personal information of 55
million Filipino voters.

Guide Questions:

1.Which specific cybercrime offenses did Biteng violate?


The cybercrime offense that Biteng did is Hacking wherein he looked or accessed the Comelec’s website without
any proper authorization which led to the information of 55 million voters here in the country.
2.What can the agency do to strengthen cybersecurity to prevent the incident from reoccurring?
They could invest in the protection of their website by a high authentication on accessing it and of course using
encryption on their data base so that it will not be easily accessed by hackers.
3.Based on the identified cybercrime offenses, what probable penalties could he face?
He will be imprisoned on a time which is six (6) years and one (1) day to 12 years of imprisonment or a fine of at
least P200,000 because of what he did is a cybercrime and also it is included in the National Security Offenses so
there will also be a fine of at least P100,000 but not exceeding P500,000 or both is imposed.
4.In your perspective, what are the possible adverse effects of his offenses?
The effects of what he did which is he hacked into the website and exposing the information of the voters. They
can be exposed to a lot of scammers or phishing scam a lot in the internet because it revealed their political view
and some sensitive information. It can also led to them being in danger in their real life in which they will be
more susceptible to targets of shady businesses.
