Greetings from PwC ! As discussed over the phone, please find below the details:

Our client (private conglomerate in Bangladesh( is setting up a Private Economic Zone (two phases,
phase1: ~100 acres, phase 2: ~100 acres, total 200 acres) on the left bank of river Sitalykya with an
inland Container Terminal (ICT) (a riverside inland container terminal) collocated. The ICT is expected to
be built on 50 acres. This site is located approximately 56 km northeast of Dhaka city and has good
multimodal connectivity. The feasibility study and master planning for the same was undertaken in 2013,
however since then there has been a change in the economic and development scenarios in the country
as well as at the site-specific level. The client is in the process of assessing the optimum development
model for these two projects and bringing on board internationally reputed Economic Zone Operators
and Integrated Multi-Modal Logistics Terminal Operators with whom they can partner and identifying
industrial tenants from various manufacturing sectors.

There is an existing conceptual masterplan (layout, no detailed design) and the updated conceptual
master plan will also essentially be a layout with broad level block cost estimates. The conceptual
masterplan/layout will include a land use pattern (i.e. % of road, % of greenery, % of salable and % non-
salable land, etc.) as well. The input regarding sectors to be set up (for the EZ) and commodity-wise
traffic flow (for the ICT) will come from the PwC Study Team.

We require financial quotation from your side for the following scope of work:

Review and provide input to update master plan, block cost estimation, and project development strategy
formulation for EZ. The update will cover with/ without Multi-Modal Logistics Hub.

1. Review & provide input to update existing master plan of EZ and mapping the land parcel
as per the previous module, requirements, and planned offerings to identify infrastructural
requirements and address the existing pain points, leveraging identified USPs of EZ, inclusion of
green and smart technologies, and other sustainability initiatives

2. Based on sector selection (which will be done by PwC), identification of specialized


infrastructure requirements if any and provide input to update existing master plan

3. Estimation of block cost of all proposed facilities as per prevailing schedule of rates/
market rates (where rates are not available)

4. Assessment of possible development options (domestic/international partners) including


high-level review of existing frameworks to test the permissibility of these options

5. Provide input for the development of an implementation phasing & scheduling for
incorporating short term and long-term objectives of the project including optimization of cost
factors and resource usage

The conceptual masterplan, preliminary infrastructure design, and cost estimates will be undertaken for
the following components:

1.    (Private) Economic Zone (which includes a multimodal logistics park)

2.    Riverside Inland Container Terminal

Overall, this is a 5-months long engagement, out of which your part of technical assessment (as
explained above) could span 2 to 2.5 months. We need to share the overall commercial quotation to the
client by tomorrow; request you to share your estimated financial quotation for the work.

Please share the details as soon as possible as we are against a bit of a time crunch; do let me know for
any clarifications.
