In the seventeenth and eighteenth centuries, merchants from the towns in Europe began
moving to the countryside, supplying money to peasants and artisans, persuading them
to produce for an international market. With the expansion of world trade and the
acquisition of colonies in different parts of the world, the demand for goods began
growing. But merchants could not expand production within towns. This was because
here urban crafts and trade guilds were powerful. These were associations of producers
that trained craftspeople, maintained control over production, regulated competition and
prices, and restricted the entry of new people into the trade. Rulers granted different
guilds the monopoly right to produce and trade in specific products.

Irrigation has also changed cropping pattern of many regions with farmers shifting to
water intensive and commercial crops. This has great ecological consequences like
salinisation of the soil. At the same time, It has transformed the social landscape i.e.
increasing the social gap between the richer landowners and the landless poor. As we can
see, the dams did create conflicts between people wanting different uses and benefits
from the same water resources. In Gujarat, the Sabarmati-basin farmers were agitated
and almost caused a riot over the higher priority given to water supply in urban areas,
particularly during droughts. Inter-state water disputes are also becoming common with
regard to sharing the costs and benefits of the multi-purpose project.

Sri Lanka emerged as an independent country in 1948. The leader of the Sinhala
community sought to secure dominance over government by virtue of their majority. As
a result, the democratically elected government adopted a series of Majoritarian
measures to establish Sinhala supremacy. In 1956, an Act was passed to recognise
Sinhala as the only official language, thus disregarding Tamil. The government
followed preferential policies that favoured Sinhala applicants for university positions
and government jobs. A new constitution stipulated that the state shall protect and
foster Buddhism. All these government measures, coming one after the other ,
gradually increased the feeling of alienation among the Sri Lankan Tamils. They felt
that none of the major political parties led by the Buddhist Sinhala leaders was sensitive
to their language and culture. They felt that the constitution and government policies
denied them equal political rights, discriminated against them in getting jobs and other
opportunities and ignored their interests. As a result, the relations between the Sinhala
and Tamil communities strained over time.
36.1. What is the reason to adopt Majoritarianism in Sri Lanka? 1
36.2. Which measures of government in Sri Lanka are responsible to increase
alienation among the Sri Lankan Tamils ? 1
36.3. Why did the relation between the Sinhalese and the Tamils become strained over
time? 2
