TITLE: ADVOCACY TO PROVIDE QUALITY CARE TO ALL
CHILDREN AS A FUNDAMENTAL ACTIVITY FOR EARLY
CHILDHOOD CARE IN THE COMMUNITY
A. How can we ensure equitable access to high-quality early
childhood care education for all children in the community?
To achieve equitable access to high-quality early childhood care education, the following strategies
can be considered:
 Community-Based Centers: Establish community-based child development centers that cater to
children in underserved areas. These centers can provide early learning programs and services.
 Teacher Training: Invest in training and professional development for early childhood educators.
Well-trained teachers can create nurturing and stimulating environments for children.
 Parental Engagement: Involve parents and caregivers in their children’s education. Parental
support and involvement play a crucial role in a child’s development.
 Financial Support: Provide financial assistance or conditional cash grants to families, especially
those from economically disadvantaged backgrounds, to ensure access to early childhood
education.
 Advocacy and Awareness: Raise awareness about the importance of early childhood education
and advocate for policies that promote equitable access.

B. What measures can be implemented to improve the overall


quality of ECC programs and services available to the children?
Improving the quality of Early Childhood Care (ECC) programs and services is crucial for the well-being
and development of children. Here are some measures that can be implemented in the Philippines:

 Expanded Benefits and Services:Continuously review and update policies related to the
Employees’ Compensation Program (ECP). This includes increasing benefits and expanding the
coverage of the ECP1.
 Enhance rehabilitation programs for Persons with Work-Related Disabilities (PWRDs). These
programs should focus on integrating PWRDs into the economic mainstream through services
like psycho-social counseling, medical assistance, vocational training, and job placement
facilitation.
 Prevention Programs in the Workplace:
Promote health and safety awareness among workers and employers.
 Encourage the adoption of preventive measures to reduce work-related accidents and
occupational diseases.
 Educate employers and workers about the value of workplace safety practices.
 Information Dissemination:Develop and distribute reader-friendly information materials about
the ECP. These materials can include flyers, posters, audio-visual presentations, and other related
content.
 Publish regular updates on employees’ compensation policies, case decisions, and occupational
safety and health (OSH) research findings.

this in the Philippines:
1. Collaborate with Non-Profit Organizations:
o Organizations like Every Community for Christ Philippines (ECC
Ph) play a significant role in supporting ECC initiatives. Collaborating
with such organizations can help advocate for resources and funding.
2. Raise Awareness:
o Educate the public, policymakers, and stakeholders about the
importance of ECC. Highlight the long-term benefits of investing in
early childhood education, including improved cognitive, social, and
emotional development.
o Use social media, community events, and workshops to raise
awareness about ECC initiatives and their impact.
