Accomplishments

I. INTRODUCTION

The Comprehensive Development Plan (CDP) of the Municipality of


Tublay for Calendar Year (CY) 2026-2031 is a strategic framework
aimed at guiding the holistic and sustainable development of the
municipality. This proposal is anchored on the Local Government Code
of the Philippines (RA 7160), the Rationalized Planning System (RPS),
and the Illustrative Guide for Comprehensive Development Planning
provided by the Department of the Interior and Local Government
(DILG).

Crafting the CDP is a crucial process for any local government unit
(LGU) as it sets the direction for the municipality's socio-economic
development. It provides a coherent strategy that integrates various
sectoral plans and programs, ensuring that resources are efficiently
utilized to achieve the municipality’s development goals. The current
CDP of Tublay, covering 2021-2026, has provided the direction for the
municipality’s growth and development. However, as the end of the
current plan approaches, it is essential to prepare a new CDP for 2026-
2031 to continue building on this foundation.

The new CDP will ensure vertical and horizontal alignment with existing
and future plans, as well as implementing instruments, to maintain
consistency and coherence in the municipality's development efforts.
By overlapping the new plan with the tail end of the current one,
Tublay can seamlessly transition into the next phase of its
development, minimizing disruptions and capitalizing on ongoing
initiatives.

The importance of crafting the CDP cannot be overstated. It enables


the LGU to:

 Address Current and Emerging Challenges: By assessing the


current situation and anticipating future trends, the CDP can

develop strategies to address challenges such as climate
change, economic fluctuations, and demographic shifts.

 Optimize Resource Allocation Through a well-structured plan,


Tublay can ensure that financial, human, and natural resources
are allocated efficiently and effectively to priority projects and
programs.

 Promote Inclusive Development: The CDP process involves


extensive stakeholder consultation, ensuring that the voices of
all sectors, including marginalized and vulnerable groups, are
heard and considered in the planning process.

 Align with National and Regional Goals: The CDP ensures that
local development efforts are aligned with national and regional
development plans, contributing to broader socio-economic
objectives and accessing national support and funding.

 Enhance Governance and Transparency: By outlining clear


objectives, strategies, and performance indicators, the CDP
promotes accountability and transparency in local governance,
fostering trust and engagement among residents.

The CDP for CY 2026-2031 will be a crucial tool for Tublay to realize its
development goals, ensuring that the municipality can address its
current challenges and leverage opportunities for growth and
development.

II. LEGAL BASIS

A. The preparation of the CDP is mandated by several provisions of


the Local Government Code of the Philippines (RA 7160), which
underscores the importance of local autonomy, community
participation, and sustainable development.

1. Local Autonomy and Planning (Section 2a): The Local


Government Code affirms that local government units (LGUs)
shall enjoy genuine and meaningful local autonomy to enable
them to attain their fullest development as self-reliant
communities and make them more effective partners in the
attainment of national goals.

2. Role of Local Government Units (Section 16): LGUs are tasked to


ensure and support the preservation and enrichment of culture,
promote health and safety, enhance the right of the people to a
balanced ecology, encourage and support the development of
appropriate and self-reliant scientific and technological
capabilities, improve public morals, enhance economic prosperity
and social justice, promote full employment among their
residents, maintain peace and order, and preserve the comfort
and convenience of their inhabitants.

3. Comprehensive Development Plan (Section 106-109):


 Section 106 mandates that each LGU shall have a
comprehensive multi-sectoral development plan to be initiated
by its development council and approved by its sanggunian.

 Section 107 specifies that the local development council shall


assist the corresponding sanggunian in setting the direction of
economic and social development, and coordinate development
efforts within its territorial jurisdiction.

 Section 108 requires the formulation of local development plans


and public investment programs.

 Section 109 highlights the functions of the local development


council, including the formulation of sectoral plans and strategies
to ensure that the plan is comprehensive and multi-sectoral.

B. Rationalized Planning System (Executive Order 72, Series of


1993): The RPS integrates various planning processes and
frameworks to ensure coherence, consistency, and coordination
in local development planning, making it more responsive to the
needs of local communities.

C. Illustrative Guide for Comprehensive Development Planning


(DILG): This guide provides detailed steps and methodologies for
creating a CDP that is participatory, evidence-based, and aligned
with national and local priorities. It emphasizes the importance of
an inclusive and transparent planning process that involves all
stakeholders.

III. COMPREHENSIVE DEVELOPMENT PLAN (COMPONENT


ACTIVITIES)

A. CDP Preparation Step 1: Organize and Mobilize the Planning


Team

 Form a CDP Core Planning Team consisting of


representatives from key municipal offices, including
planning and development, health, education, social
welfare, and agriculture.

 Establish sectoral committees (e.g., economic, social,


environmental, institutional) to provide specialized inputs
and ensure comprehensive coverage.

B. CDP Preparation Step 2: Revisit Existing Plans and Review LGU


Vision

 Review and, if necessary, update the municipality’s vision


and mission statements to reflect current aspirations and
challenges.

 Align with national development goals, regional


development plans, and the Sustainable Development
Goals (SDGs).

C. CDP Preparation Step 3: Prepare Ecological Profile and Structured


List of PPAs
 Conduct an initial data review, including demographic
profiles, socio-economic data, environmental assessments,
and infrastructure inventories.

 Utilize participatory approaches such as community


consultations, focus group discussions, and surveys to
gather inputs from residents, including indigenous peoples,
youth, women, and other marginalized groups.

 Integration of relevant indicators and data sets to ensure


evidence-based planning.

 Outline of the LDIP and its importance in the CDP


framework.

D. Chapter VII: CDP Preparation Step 4: Prepare the Local


Development Investment Program

 Develop sectoral strategies based on the identified goals


and objectives.

 Prioritize programs, projects, and activities (PPAs) that


address key development issues and leverage local
strengths and opportunities.

E. Chapter VIII: CDP Preparation Step 5: Prepare Needed


Implementation Instruments

 Draft the CDP document, including the situational analysis,


development goals, sectoral strategies, and prioritized
PPAs.

 Ensure that the plan is realistic, implementable, and


financially viable by including a resource mobilization
strategy.

F. Chapter IX: CDP Review Process

 Present the draft CDP to the Municipal Development


Council for review, adoption, and endorsement.

 Present the MDC endorsed CDP to the Sangguniang Bayan


for review and approval.

 Conduct public hearings and consultations to ensure


transparency and obtain community buy-in.

G. Chapter X: Synchronized Local Planning and Budgeting Calendar


(SLPBC Revised 2016)

 Development of an implementation plan with clear


timelines, responsible agencies, and monitoring and
evaluation (M&E) mechanisms.

 Establish a CDP Monitoring Committee to oversee progress


and ensure accountability.

IV. KEY COMPONENTS OF THE CDP


1. Governance and Active Citizenship

Enhance local governance structures and processes to ensure


transparency, accountability, and participatory decision-making.

Strengthen mechanisms for community engagement and citizen


participation in local governance.

2. Economic Development

Promote sustainable economic activities, focusing on agriculture, eco-


tourism, and small and medium enterprises (SMEs).

Improve infrastructure and services to support economic growth,


including transport, energy, and communication.

3. Social Development**

Improve access to quality education, healthcare, and social services,


with a focus on vulnerable populations.

Promote social inclusion and equity by addressing the needs of


indigenous peoples, women, children, and other marginalized groups.

4. **Environmental Management**

Protect and manage natural resources and biodiversity through


conservation and sustainable practices.

Enhance disaster risk reduction and climate change adaptation


measures to build community resilience.

5. Infrastructure Development**

Upgrade and maintain essential infrastructure such as roads, water


supply, sanitation, and public facilities.

Integrate resilient and sustainable infrastructure practices to ensure


long-term utility and environmental harmony.
