IV. RATIONALE
In response to the HAMON: Bawat Bata Bumabasa (3Bs Initiative) issued

through DepEd Memorandum No. 173, s. 2019 that stresses the need to
address learning gaps by strengthening the reading proficiency of every
learner which is a requisite skill in all content areas and in compliance with
DepEd Order No. 14, s. 2018, and to ensuring improved learners' reading
performance as one of the priorities in the Learning Recovery Plan, Taltal
National High School opens the doors for physical learning, the
administration of the school together with the faculty crafted a learning
recovery program as part of our post-pandemic efforts. Taltal National High
School ensures the interventions are effective so that everyone can catch
up and solve the learning gaps. Moreover, Taltal National High School plans
to intensify its reading interventions, conduct regular home visits and
follow-ups, implement physical and virtual study groups/buddy systems,
establish literacy at home and in the community, tap the services of parent
or guardian, teacher-volunteers, stakeholders and develop appropriate
assessment tasks and resources.

V. OBJECTIVES: The project proposal aims to achieve the following:
a. enhance learner’s reading skills and comprehension level to address learning

gaps.
b. to promote love for reading among learners and full awareness and understand-
ing on the role of reading and literacy in cultivating critical thinking among our
learners;
c. develop partnership with parents and stakeholders in implementing the Reading
program;
d. conduct Reading activities under School Learning Recovery Plan.
