by DE,OFC Projects Trichy-20 in Single stage Bidding and Two stage Opening using two Electronic Envelopes
[Techno-Commercial (Qualifying Bid) & Financial Bid ] for and on behalf of BSNL from the experienced
contractors(minimum of 5 Kilometers of laying of Optical Fibre Cable by open trenching and/or HDD in
BSNL/PSU/ Govt.Dept./other TSPs/Sub contract for NFS/NCN during the course of Ten years immediately
preceding the date of this NIT) for the following works:

Note: Additional pipes have to be laid by the successful vendor/bidder in addition to the provision
given in tender wherever required at a prefixed rate of Rs.5/- per meter.

IMPORTANT NOTE:
DD to be drawn in favour of “Accounts officer (C&C), STR, BSNL, Chennai” payable at Chennai.

Note: 1. The section length/Quantity of Supply may vary ±25% of the tendered quantity.
2. Any other allied works will be done as per prefixed rate if applicable.
3. Cable blowing, DIT, Sub ducting, Planting, painting, sign writing and concreting of Route Indicator,
Leading of OFC, RCC Ring erection, sand filling and any other allied works will be done as per prefixed
rate if applicable.
4. Cost of bid document and EMD has to be drawn separately for each section
5.If HDD fails in any stretch, pipe laying should be completed by Open trenching method at the same
approved rate for Open trenching of that Section.
6. If the tender is for only HDD work (not composite tender), the contractor should own at least one HDD machine
in his/her name /in the name of the Firm or should have HDD machine on lease
7.Separate Tender Document to be uploaded for each section.

The concluded contractor has to execute the trenching and pipe laying work at the extreme edge of ROW
of SH/NH/NHAI/other road authorities road i.e within 28-30m offset from CL of the road and NOC has to be
obtained from SH/NH/NHAI/other road authorities and can be submitted to BSNL for release of Bank
guarantee which was paid by BSNL to SH/ NH/ NHAI/other road authorities towards ROW permission. Bills will
be processed for payment only after submission of NOC.

1. The intending bidder must have valid class-III digital signature to submit the bid.

2. The bid documents consisting of plans, specifications, the schedule of quantities of various types of items to
be executed and the set of terms and conditions of the contract to be complied with and other necessary
documents can be seen and downloaded from website https://etenders.gov.in/eprocure/appat free of cost
for registered contractors only. The tender document is also available on www.tender.bsnl.co.in(for view
only).

3. After submission of the bid, the bidder can re-submit revised bid any number of times but before last date
and time of submission of tender as notified. While submitting the revised bid, bidder can revise the rate of one
or more item(s) any number of times (he need not re-enter rate of all the items) but, before last time and date
of submission of tender as notified. Once the bidder submitted the revised bid, the last revised bid will be valid
and considered for bid opening. All other bid(s) will be void and not considered for bid opening.

4.The Earnest money deposit (EMD) in the form of demand draft or Bank Guarantee from any nationalized /
scheduled bank of the Reserve Bank of India, drawn in favour of “Accounts officer (C&C), STR, BSNL,
Chennai” payable at Chennai, shall be scanned & uploaded to the e-tendering website within the period of
tender submission. The validity of the EMD in the form of DD shall be 90 days from the date of NIT. The EMD

can also be submitted in the form of Bank Guarantee (BG) subject to the condition given below.
Original BG should be submitted by the Bidder which is issued on or after the date of NIT and it should be
valid for a period of one year initially. If the bidder submits the BG for EMD only along with tender schedule, L-
1 bidder has to submit the BG for balance SD amount at the time of agreement. Both BGs should have a
validity of at least for one year from the date of NIT.

4.1. If the bidder submits the fake / forged following,

a)Bank Instruments with the bid to meet terms & condition of tender in respect of tender fee and/ or EMD
b) Certificate for claiming exemption in respect of tender fee and/ or EMD;
the following action will be taken:

i) Rejection of tender bid of respective Vendor.

ii) Banning of business for 3 years which implies barring further dealing with the vendor for procurement of
Goods & Services including participation in future tenders invited by BSNL for 3 years from date of issue
of banning order.
iii) Termination/ Short Closure of PO/WO, if issued. This implies non-acceptance of further supplies / work &
services except to make the already received material work/ complete work in hand

5. Cost of Bid Document amounting to Rs.590/-(in the form of Demand Draft) drawn in favour of “Accounts
officer (C&C), STR, BSNL, Chennai” payable at Chennai, shall be scanned & uploaded to the e-tendering
website within the period of tender submission.

6.The EMD DD/BG & Form fee DD of which the scanned copies are uploaded must be sent in original to the
below given address strictly through Registered post/Speed post or by Courier such that the BG/DDs reach
this office before the due date and time and any DD/BG received after due date and time will summarily be
rejected. If any bidder is registered under NSIC or MSME, a valid current registration certificate issued
by NSIC/MSME is to be sent in place of DD/BG. No DD/BG will be accepted in person or after the expiry
of due date and time under any circumstances.

7. The DD for Bid Cost, DD/BG for EMD or NSIC/MSME registration certificate(If applicable)and original
Power of attorney (If applicable) must be sealed in an envelope clearly mentioning NIT number, Section
number and Name and address of the sender and to be sent to this office before last date & time of
submission of bid through Registered post/ Speed post/ Courier only. The documents submitted shall be
opened at 16.00Hrs on 17.03.2022. The Financial or Price bid shall be opened later and date and time will be
intimated only to the bidders who are found eligible. Any discrepancies will lead to the disqualification of the
participating tender.

8. The EMD of the all unsuccessful bidders shall be released on issue of award letter to the successful
tenderer. This shall be done within a week of award letter.

9.The tender is invited through e-tendering process through the e-tender portal
(https://etenders.gov.in/eprocure/app).Kindly refer Section-VI of Tender document for further instructions
on e-tendering. Prospective bidders should get their registration done well in time on the e-tender portal and
obtain the Class-3 Digital Signature Certificate (DSC) from the authorized CA, which is essential for
participating in the tendering process.

10. Tender will not be accepted/received on the e-tendering portal after due date and time. The officer in
charge BSNL reserves the right to reject any or all tenders without assigning any reason whatsoever.

11. As the tender is invited through e-tendering process, physical copy of the tender document would not be
available for sale. The bidder needs to download the tender document using the link as mentioned above.

12. All the documents in Qualifying Bid –Part-A and Financial bid-Part B are to be uploaded in the respective
electronic envelops/parts on e-tender portal including proof of deposit of cost towards DD towards cost of
tender and DD/BG towards EMD.

13.Last date and time of submission of tender document:

i) Date & Time of submission of Tender bids online on or before 16/03/2022 upto16:00hrs).
ii) Envelope containing physical documents should be submitted on or before 16/03/2022 upto 16:00 hrs
through Registered Post/Speed post/ courier. This office is not responsible for any postal/courier delay or
non receipt of the physical documents. It is the responsibility of the bidder to verify the receipt of the
physical document with the concerned authorities.
iii) Date and time of opening of Tender: 17/03/2022 at 16:00 hrs.

14. The units registered under single point registration scheme of NSIC /MSE units for OF Cable laying
works are exempted from depositing the price of tender document and from payment of earnest money
deposit (EMD). Such bidder shall have to upload the document in proof of registration of valid NSIC/MSE
for carrying out OFC work along with bid document.

15.Thesuccessful bidder including NSIC/MSE bidder shall submit initially an equivalent to 5 % of the tender
approved value/Estimated cost whichever is higher in the form of Performance Bank Guarantee (PBG). The
bidder will also have to submit material security (BG) as per letter of intent.

16.If a vendor registered with body specified by Ministry of Micro, small and medium enterprise claiming
concessional benefits (such as exemption from Tender Fee and EMD) is awarded work by BSNL and
subsequently fails to obey any of the contractual obligation, he may be debarred from any further work
/contract by BSNL for one year from the date of issue of such order and MSME authority issuing the
certificate shall also be informed for taking suitable action.

17. All the documents as specified in the tender document shall be scanned and uploaded through online
PDF Signer in e-Tendering website within the time period of bid submission.

18. Online bid documents submitted by intending bidders shall be opened only of those bidders, who have
deposited Earnest Money Deposit, cost of bid document and other documents scanned & uploaded and
physically submitted to the tender opening authority are found in order.

Note: Only uploaded documents shall be considered for deciding the eligibility of the bidder.

19. The bid submitted shall become invalid and e-Tender processing fee & cost of bid document shall
not be refunded if:
a) The bidders are found ineligible.
b) The bidders do not upload all the documents as stipulated in the bid document.
c) If any discrepancy is noticed between the documents as uploaded at the time of submission of
bid and hard copies as submitted physically to the tender opening authority.
d) Bids in which any of the prescribed conditions is not fulfilled or any condition including that of
Conditional rebate is put forth by the bidders.
e) The bidder does not submit cost of EMD in the form of DD/BG& cost of bid document in the form of
DD along with the hard copies of requisite documents.

Amendments if any to the tender documents will be notified in the above web site then and there.

The rates are to be quoted in the prescribed financial bid and submitted online only. The quoted rate
should be inclusive of all taxes and exclusive of GST.

The Deputy General Manager, Transmission Projects, Coimbatore-06, reserves the right to reject any
or all tenders without assigning any reason whatsoever and he is not bound to accept the lowest tender. He
has also the right to divide the tender to two or more tenderer at his discretion.

Any tender not according to the terms and conditions and specifications mentioned in e-tender
documents will be rejected at the option of the authority competent to accept the tender.
