1. Title: Methodology for Elevated Service Reservoirs.


2. Scope: This procedure covers the detailed work methodology for Elevated Service Reservoirs
Survey, Excavation, Reinforcement, Shuttering, Concreting, Hydro test in various capacity.
3. Purpose: To understand the project activities and prepare an execution plan/scheme / strategy.
To guide for further planning of manpower, major equipment, specialized agencies and identify
critical activities, requirements of method statements, Inspection Test plan.
4. Applicability / Area of Application: This Procedure covers the work method for all civil work at
ESR.
5. References:

7. Equipment Required:

Backhoe Loader, Tractor trolley, Stripping attachment with tractor, Roller, Water Tanker,
Excavator, Crane, Trailers, Wooden sleeper and weighing scale, Bar bending machine,
Shuttering material, Needle vibrator, Chute, Concrete pump (If necessary), lighting
arrangements, ((Cement, Coarse aggregate, Fine aggregate, Water, Admixture) If site
mix), Measuring Tape, slump cone, cube mold, Level instrument, Thermometer,
measuring box, etc.

8. Raw Material:
i. Cement: O.P.C. – 43 grade/PPC/PSC – 53 grades of reputed manufactures confirming to
relevant IS specification (Annex – I, Schedule – D).
ii. Each consignment shall be stocked separately for use in sequence first in first out.

Precautionary measures will be taken to prevent deterioration from moisture and
weather conditions.
iii. Fine & Coarse Aggregates: Shall be from natural sources conforming to IS: 383 & IS 2386

iv.
Water: Potable water available locally. PH Value shall not be less than 6 as IS:456.
v.
Admixture: Accelerating, retarding, water reducing, super plasticizing and air entraining
admixture shall conform to IS: 9103:2008 Admixture may be used in concrete as per
manufactures instructions as per the approved design mix.
vi. Reinforcement Steel: Reinforcement to confirm Fe500 and IS specification IS:1786
(SAIL/RINL/TATA/Jindal Steel/Shyam Steel) or any other brand which are approved by
RWSS in later stage.
vii. Shall be stored separately at convenient location near the site, with proper
demarcations for easy identification of size with 150mm clearance from ground on
suitable support. Precautionary measures will be taken to prevent deterioration from
moisture.
viii. Bricks: Burnt Clay Chamber Bricks confirms to IS: 1077 standard First class brick. (Annex –
I, Schedule – D)
9. Procedures:

Preliminary activities for the required civil works

 Location Survey will be conducted as per the Drawing.


 Concrete shall be carryout as specified in Contract specification and drawing with approval
mix design for M25 & M30 grade of concrete, Laboratory Tests as per requirement of IS:
456- 2000 standards. Construction shall be taken up with approved work program in
following sequence.

9.1. Survey Work:


i. Clean the area, and clear the bushes / tree cutting etc.,
ii. Obtain Approved drawings from client, Ensure Calibrated Theodolites, levelling
instruments are only used, prepare site survey drawings, locating the positions of grid
Stations, benchmarks etc.,
iii. Transfer the benchmark nearer to the building
iv. Construct brick pillar above NGL given in the drawings, and finish neatly on its top
v. Designate value to benchmarks, close traverse
vi. Guard the grid reference Pillars till the building reaches above GL.
vii. Transfer the grid reference on to the building periphery columns.

9.2. Excavation:
i. Layout shall be marked as per the GFC drawings and approval of Engineer
ii. Before starting the excavation, ensure that no Electrical Cables/Waterline are coming
within the boundary of excavation
iii. Excavate to the true line alignment and levels conforming to the drawing.

iv. Ensure that proper slope and benching has been provided in the sides of excavated pit
to avoid sliding of earth.
v. Premeasurement / level to be taken for every stage / change in classification of soil in
jointly with client / consultant.

vi. Keep excavated soils away at least 1m distance from excavated edge.
vii. Excavation area should be barricade and no materials should be stacked at edge of the
excavation pit.
viii. Temporary draining arrangements shall be made to drain out the surface water / water
table if encountered.
ix. If the soil at the excavated depth is slushy, ensure for proper cleaning and compaction
as required.
x. Provide shoring and strutting wherever required to avoid sliding of earth.
xi. Ensure a firm bed has been finally formed at the required level.
xii. Before laying PCC the actual level of sub grade formed has to be taken jointly with
Client/Consultant.
9.3. Blasting Works:
i. Carryout excavation of rock by blasting if permitted by the Engineer depending upon the
location and circumstances.
ii. Obtains the blasting permission from district administration for carryout the blasting
operations.
iii. All operations involving the handling, storage, and use of explosives, should be
conducted with all precautions by trained and reliable men under experienced
supervisors.
iv. Basting permit to be obtained from safety Engineer/In charge.
v. Undertake blasting only after all persons in the vicinity have had ample notice and have
reached positions out of danger.
vi. Blasting operations shall be carried out by licensed workmen only.
vii. Controlled blasting shall be carried out wherever necessary using rubber mat cover to
prevent flying of debris etc. shall be taken to prevent any damage of nearby structures.
9.4. Plain Cement Concrete:
i. Ingredients for PCC, Coarse & Fine Aggregates, Cement and Water will be inspected and
tested prior to incorporation into the works.
ii. Check the center of the excavated pit; check the dimensions and orientation of PCC.
iii. Clean the pit by removing all the loose materials.
iv. All Handling equipment will be maintained regularly at the site to ensure fitness for use.
v. Prepare the formwork for PCC to correct dimensions and levels.
vi. Ingredients for PCC are mixed mechanically in the Mixer Machine according to the mix
mentioned in the specifications & drawing.
vii. Placing of the concrete will be done manually. Chutes will be provided to avoid
segregation. The poured PCC will be compacted manually with steel rammers.
viii. Surface of PCC will be finished properly with the help of masons. Level of finished
surface will be checked as per the relevant drawing.
ix. All loose materials will be collected and carted away.

For bottom covers of beams, slabs etc. separators or cover blocks of precast cement mortar
of suitable size with wire embedded as directed will be used and tied to the reinforcement
bars between layers of reinforcement. Separators consisting of pieces of suitable diameters
shall also be used. In such case the required cover to the bars will be ensured as per I. S. 456
– 2000. Cover blocks should be of cement product having water cement ratio not more than
0.40. Such blocks can be made using press (Normally used for block making) or using high
dose (about 2 %) of super plasticizer.

9.6. Reinforcement:
i. Prepare the BBS based on the reinforcement drawings.
ii. Ensure that reinforcement rod of required size is only put in use. The reinforcement bars
shall be cut and bent as per the BBS prepared.
iii. Proper cutting & bending machine shall be used for cutting, bending of bars.
iv. Place the reinforcement bars as per the drawing, Take care that the lapping is always
staggered & no adjacent bars have laps at same location in either direction & the
lapping length shall be as per the drawing.
v. Verify the spacing & number of vertical reinforcement bars before tying the
reinforcements. The reinforcement bars shall be tied with binding wire and all ends of
wire shall be kept within the cage & no wire ends should protrude in the cover zone.
vi. Ensure sufficient numbers of cover blocks at approximately one meter distance is fixed.
vii. If any insert plates are to be fixed, the same shall be cut to the required dimension.
viii. Weld the required no of lugs in the insert plate.
ix. Ensure proper arresting of the plates while welding the plate with the lugs so that the
face is not distorted.
x. Tie / Weld the lugs of the insert plate along with the main and shear rods. Check the
face of the insert plates after tying / welding the lugs, any rectification shall be done by
adjusting the lugs in the required locations.

9.7. Shuttering:
i. As per the requirement of the structure, select the shuttering sheets/ plates.
ii. The shutters shall be properly cleaned and releasing agent / oil shall be applied before
being put in use; this will enable a good finish of the concrete. If the shuttering sheets
are found to be having any minor damages, rectify the same before they are placed.
iii. Ensure that the shuttering plates are properly supported, to avoid bulging of concrete.
iv. Check for the verticality of formwork & and rectify the same by adjusting the supports
provided.
v. The shuttering shall be leak proof, if any gap is found the same may be filled with
Cement mortar below the formwork.

i. As per the requirement of the structure, MS ledger pipes / Cuplock scaffolding


arrangements shall be chosen. No bamboo or wooden ballies are allowed to be used for
scaffolding arrangement.
ii. Site engineer/s need to prepare Form work scheme well in advance working out the
requirement of scaffolding members and get it approved from PM.
iii. Scaffolding pipes which are in “Good and acceptable” conditions shall only be used for
works. Materials which are rusted heavily and found to be brittle and tend to be broken
by applying load, shall be discarded for works.
iv. Proper supporting is to be provided and firm base is to be formed for scaffolding
arrangement in order to avoid the collapse of the set while on work.
v. Required length of proper supports are to be provided. No welding of additional
members to make up the shorter in length is allowed.
vi. Proper temporary walkway access / walkway jollies around the structure wherever
needed, are to be provided.
vii. Railing arrangement for concrete trolley is to be provided with sturdy supports and their
stability is to be checked and accepted by Safety engineer before concreting is started.
viii. Workmen working at height shall wear safety belt and tied properly as per the safety
requirement.
ix. Workmen working below the ESR shall wear PPEs in order to avoid injuries due to fall of
materials from height.
x. No climbing by workmen into scaffolding during rain is allowed to avoid the slippage due
to wetness.

9.9. Concreting:
i. After the completion of excavation, with engineer’s clearance the leveling course of
Plain Cement Concrete done as specified in the approved drawing. RCC of approved
grade shall be laid for structures as per the approved Mix design (as per IS: 456)
sequentially in stages for Base slab, side wall and roof slab & all other structures.
ii. Prior to commencement of the concreting works, the materials required shall be tested
for quality, reviewed, and got approved by the Engineer.
iii. Enough shall be stacked at site prior to commencement of the activity.
iv. Shuttering and reinforcement shall be checked prior to concreting and approval shall be
obtained from client/consultant. Shuttering shall be cleaned properly with the help of
air blower/water jet, if required before starting of concreting.
v. Arrange necessary Staging with platforms for concrete pouring.
vi. Make ready for required concrete labors, Masons, Vibrators (Elec./Petrol), concrete
pump and pump gang and others tools & trackless for finish the concrete.

vii. QA/QC Engineer should check the approved aggregates/sand/plasticizer etc. shall be
stacked and continuity shall be maintained in the storage bins. Cement shall be
procured from approved manufacturer as per the approved design mix.

viii. If concreting by RMC plant QA/QC Engineer should check each batching of concrete
from RMC plant as per approved design mix and dispatch the transits mixer as per the
site requirement to avoid the delay in placing of concrete & continuity.
ix. Placement of concrete shall be done manually or with the help of machinery like
buckets or Ajax flori, etc.
x. The concreting shall be done in layers vibrated properly with needle vibrator and
maintain the uniform level of each layer of concrete. Segregation of concrete must be
avoided.
xi. Concreting shall be carried out continuously up to construction joints.
xii. After first lift, if any second lifts are required, in the bottom lift shear key shall be
provided in the subsequent lifts. If it is the Final lift no need of Key on the top of surface.
xiii. After first lift before the second lift starts, the first lift joint surface shall be properly
cleaned & Cement slurry shall be applied for bonding.
xiv. For each sample of concrete six 150mm size cubes shall be prepared and cured. Three
shall be crushed at 7days and other three at 28days. Record shall be made for each test
Concrete cubes shall be taken, checked, and tested. Record shall be maintained as per
procedure.
xv. Exposed surface of concrete shall be kept continuously in a damp or wet condition by
ponding, hessian cloth or by continuously watering and kept constantly wet for at least
seven days from the date of placing of concrete.
xvi. All blemishes and defect if any shall be rectified immediately after the removal of
formwork.
xvii. Horizontal / Vertical joints of every lift of RCC wall to be finished by chipping and
remove the excess concrete, cut off the exposed rebar’s used for formwork and do
finishing as required.
xviii. Precast steps which are cast at the dedicated area within the ESR premise shall be
progressively fixed on the staircase columns as per the drawing. Lifting and fixing of
steps shall be done by means of Rope and Pulley arrangement. The rope of suitable size
and length shall be used after proper inspection by P&M Engineer / P&M Supervisor /
Site Engineer.

9.10.Curing:
i. For concrete curing done by spraying / pouring water on concrete surface, which shall
be covered by hessian cloths or equivalent absorbent material and the same shall be
done for a period of seven days as per IS 456:2000.

9.11.Back Filling:
i. Back filling shall be done in layers all around the structure with selected back fill materials.

ii. Back-fill Material: All back-fill material with excavated soil should be free from cinders,
ashes, slag, refuse, rubbish, vegetable, or organic material, lumpy or frozen material,
boulders, rocks or stone or other material which in the opinion of any authority, is
unsuitable or deleterious.

9.12.Painting:
ii. Internal surfaces of the container shall be painted with waterproof cement paint and
outer surfaces shall be painted with single coat of white washing followed by colour
painting.
iii. Prior to commencement of the painting, proper finishing shall be carried out on the
surfaces.
iv. The work shall be commenced after getting the clearance from the Engineer.
v. The curing for the painted surface each coat shall be done for a minimum period of 2 days.
vi. Each coat shall be allowed to dry for a minimum of one day before application of
subsequent coat.
vii. The curing for the painted wall surface shall be done as per the approved manufacture
recommendations. The scheme details, Title and Emblem shall be painted by using
approved paint as per the engineer’s approval.

9.13.Provisions for Inlet & Outlet Pipes and other works:


i. M.S. ladder, Handrails, Manhole covers, etc shall be provided as per
specification/Drawing.
ii. Inlet and outlet pipes with fittings such as Flow meter and control valves are fixed as per
the requirement.
iii. Water level indicators and Lighting arresters with necessary earthing are fixed in
advance before commissioning.

10. Safety:

EHS Safe work method shall be strictly followed while execution of work. Necessary safety pep
talk shall be conducted prior to start of activity to create awareness to the workmen.

To protect persons from injury and to avoid damage to property, adequate barricades,
construction signs, and guards, as required, shall be placed, and maintained during the progress
of the construction work.

10.1 General Safety Control Measures:


10.1.1 General Measures :( Safety Standards shall be followed for all works)
i. All workmen will deploy through screening system and safety induction.
ii. Relevant PPE’s must be provided, and they should wear it properly
iii. Effective supervision is to be ensured till completion of job.
iv. Proper material handling system must be implemented.
v. Food shelter and drinking water shall be provided near by the working area.
vi. Before starting excavation, it is to be checked whether there is any underground utilities.

vii. If the depth of the excavation is more than 1.50Mtr proper preventive measures to be
taken like slope cutting, step cutting, if required shoring shall be done.

viii. Excavation area should be barricade and no Materials should be stacked at edge of the
excavation pit. (Safety codes for blasting & drilling – IS 4081 & for excavation IS 3764
shall be followed).
ix. Proper rigging gang shall be deployed for handling the pipes during loading and unloading.
x. The workers shall wear cotton or leather hand gloves for handling the pipes.
xi. Proper method should be adopted for material handling and to be followed.
xii. Tools are to be kept in a toolbox.
xiii. No materials shall be left scattered on the ground and ensure good housekeeping.
xiv. Safety helmets, gloves, and gumboots shall be used by labors and other personal during
work in process.
xv. Only authorized operator shall work on plant and machinery.
xvi. Records and Formats to be followed during execution of work:
 Safe Execution Card
 Pep talk & Attendance Sheet
 SOP & Checklist
 Work Permits

10.1.2 P&M and Electrical Equipment Test:

The following P&M and Electrical Equipment shall be used during execution of
ESR.

i. Excavator, Backhoe loader, Tractor with Trolley, Tippers, Mobile cranes, Electrical hoist for
concreting, Mixer Machine, Ajax fiori (if required), Rod cutting machine, Dewatering pump,
Wood cutting machine, Diesel generators (if needed) etc.
ii. Distribution boards, Light and fixtures, ELCBs, switch boards, etc
iii. All the P&M equipment shall be periodically inspected by P&M Engineer / P&M Supervisor /
Site Engineer for its fitness.
iv. Lifting capacity of the cranes shall be witnessed and certified by an external testing agency
v. Distribution boards shall be periodically inspected by P&M Engineer / P&M Supervisor /
electrician / Site Engineer for its conformance to the safety requirements.
vi. Cables and wires shall be inspected by P&M Engineer / P&M Supervisor / electrician / Site
Engineer for any damages and insulation. Wires without proper insulation shall be
discarded.
vii. Live Wires without socket must not be inserted into switch boards for works.

11. Quality Control Tests:


11.1 Concrete Sampling and Testing:
i. Concrete sample shall be taken for each grade of concrete in production of each plant / mixer.

ii. Samples of concrete shall be taken at the point of mixing or deposition as instructed by
client/consultant.
iii. The minimum frequency of sampling of concrete of each grade shall be in accordance with
the following as per IS 456:2000

11.2 Casting of Cubes:


 The cube moulds plates should be removed, properly cleaned assembled and all the
bolts should be fully tight. A thin layer of oil then shall be applied on all the faces of the
mould. It is important that cube side faces must be parallel.
 After taking concrete samples and mixing them, the cubes shall be cast as soon as
possible. The concrete sample shall be filled into the cube moulds in layers
approximately 5 cm deep. In placing each scoopful of concrete, the scoop shall be
moved around the top edge of the mould as the concrete slides from it, to ensure a
symmetrical distribution of the concrete within the mould. Each layer shall be
compacted by hand as described below.
11.3 Compaction by hand:

Each layer of the concrete filled in the mould shall be compacted by not less than 35
strokes by tamping bar. The strokes shall be penetrated the underlying layer and the
bottom layer shall be rodded through its depth. Where voids are left by the tamping bar
the sides of the mould shall be tapped to close the voids.

11.4 Test Results of Sample


i. The test results of the sample shall be the average of the strength of three specimens.
The individual variation should not be more than +15 percent.
ii. For each sample of concrete, six (150 x 150 x 150 mm size) cubes shall be prepared and
cured. Three shall be crushed at 7days and other three at 28days. Record shall be made
for each test Concrete cubes shall be taken, checked and tested. Record shall be
maintained as per procedure.
iii. Minimum compressive strength of 15 cm. Cubes at 7 and 28 days after mixing,
conducted in accordance with IS: 516

11.5 Workability of Concrete / Slump Test:


i. After the fresh concrete is prepared Slump test is done. Slump test is the most commonly
used method of measuring workability of concrete. Its measure representative of the
placability of the concrete.
ii. The mould is then filled in four layers, each approximately l/4 of the height of the mould.
Each layer is tamped 25 times by the tamping rod taking care to distribute the strokes evenly
over the cross section.
iii. After the top layer has been rodded, the concrete is struck off Level with a trowel and
tamping rod. The mould is removed from the concrete immediately by raising it slowly and
carefully in a vertical direction.
iv. The difference in level between the height of the mould and that of the highest point of the
subsided concrete is measured. This difference in height in mm is taken as Slump of
Concrete.
v. The concrete mix proportions chosen should be such that the concrete is of adequate
workability for the placing conditions of the concrete and can properly be compacted with
the means available. Suggested ranges of workability of concrete as per IS 456:2000.

11.6 The workability shall be within the following limits on the specified value as appropriate:
i. Slump Compacting factor: + 25 mm or + 1/3 of the specified value, whichever is less.

11.7 Sieve Analysis of Fine and Coarse Aggregates: Purpose:

This method covers the sampling and determination of the particle size distribution of course
and fine aggregates.

11.8 Sampling of course and fine is done to check for:


i. Control of the product at the source of supply.
ii. Control of the operations at the site of use.
iii. Acceptance or rejection of the materials.

11.9 Procedure:

i. Weigh the dry sample accurately.
ii. Weigh each empty sieve and the pan.
iii. Nest the suitable sieves in order of decreasing size of opening from top to bottom. Place the
pan at the bottom of the set.

iv. Place the sample on the top sieve.


v. Place the lid and agitate the sieves and shake for about 5 to 10 minutes, or long enough to
distribute all the aggregate.
vi. Weigh the sieves with the material retained.
vii. Determine the weight retained in each sieve. The total weight of the material after sieving
should check closely with the original weight of the sample.
viii. Calculate the percentage coarser than and the percentage passing.

11.10Water Tightness Test for Water Retaining structures:


Hydrostatic head at Max. Water Level (MWL) shall be conducted as per the specification.

Procedure:

i. Water filling up to MWL and 7 days initial hold for absorption period.
ii. Observation of absorption period for 7 days and through physical checking of structures.
iii. Consecutive next 7 days water level's drops checking and recording in 24 hours intervals

Water flushing and Air - cleaning:

Prior to that, the inside structure shall be cleaned properly by brooming to remove all
debris, concrete spalls, slurry marks etc. Then water flushing and Air - cleaning, is to be
done to aim to get the entire volume including free - board surface area and underneath of
roof slab free from any foreign materials.

Water Filling:

Water filling shall start in gradual and at constant rate in the following stages keeping drain
- out valves outlet in closed mode but vents and man - whole covers as open.

Volume holds for initially 24 hrs. and consecutively next 7 days.

Observation of absorption period for 7 days:

After the water absorption period is over, water dropping level shall be measured. This drop in
level does not necessarily mean leakage, drops or sweating. There are other conspicuous factors
like evaporation etc. that are directly proportional today’s ambient temperature, humidity etc.
However, a drop of 40mm (Max.) in level in 7 days is accepted as a successful completion of water
testing of the structure if the structure is covered.

Through physical checking of structures:

The structure shall be constantly checked throughout the testing period. The structure shall be
free from any leakage, drops or water - jets from any pinhole, sweats etc., If there be any ,

necessary corrective measures like pressure grouting etc. are immediately to be initiated to arrest
all menaces On completion of rectification, water test for the structure shall be freshly started.

If there is no leakage, drop or sweats, the hydro test of the structure is considered acceptable.
The permissible standard usually adopted in 6mm drop in 24Hrs in case of covered reservoir and
12mm in case of open reservoirs. Necessary adjustment should be made depending on the
relative humidity and other local conditions.

The work executed will be documented in the register books as mentioned below.
