‘CATARACT SURGERY AND DIABETES-TYPE-1 PATIENTS’
(a) whether the Government is aware that huge discrepancies have been observed in
the coverage of Cataract Surgery across various States in the Country and if so,
the details thereof, State/UT –wise
(b) the number of cataract operations performed so far in Bihar, West Bengal and
Maharashtra particularly in Amravati, during the last two years, year wise and
district-wise;
(c) whether the Government has received any complaint for charging of
higher/excessive fees by the physicians for intraocular lens (IOLS) in cataract
surgery under National Blindness Control Programme;
(d) if so, the details thereof along with the necessary steps taken /proposed to be
taken in this regard;
(e) the number of Type-1 diabetes patients in the country;
(f) whether any census has been conducted by the Government in this regard and if
so, the details thereof;
(g) whether any welfare measures have been taken by the Government for the poor
children suffering from Type-1 diabetes since their childhood and if so, the details
thereof; and
(h) Whether the Government proposes to provide financial assistance for the cost of
expensive treatments like insulin therapy and if so, the details thereof and if not,
the reasons thereof?

(a) & (b) National Programme for Control of Blindness & Visual Impairment (NPCB&VI)
is implemented all over the country uniformly. Year wise target of cataract surgery is
allotted to the States and Union Territories (UTs) based on their population and
prevalence of blindness. The details of Cataract Surgeries performed across various
States/UTs in the Country for the year 2022-23 is placed at Annexure-I and details of
Cataract Surgeries performed in Bihar, West Bengal & Maharashtra for the last two years
i.e. 2021-22 & 2022-23 is placed at annexure-II
(c) & (d) Under National Programme for Control of Blindness & Visual Impairment
(NPCB&VI) all intra-ocular surgeries are done free of cost by the Government. NGOs/
hospitals are paid Rs. 2000/- per surgery as per the norms of the programme. Under the
National Programme for Control of Blindness & Visual Impairment (NPCB&VI), no
complaint regarding higher/exorbitant charges by doctors for intraocular lenses in
cataract surgeries has been reported.
(e) & (f) As per the 10th edition of International Diabetes Federation Atlas 2021, the
estimated children and adolescents with type 1 diabetes is 22,94,000 (between the age of
0 -19). There is a registry maintained by the Indian Council of Medical Research called
as the Young Diabetes Registry (YDR) entitled Registry of people with diabetes in India
which collects data on patients with type 1 diabetes from the different parts of the country.
(g) & (h): The Department of Health & Family Welfare, Government of India, provides
technical and financial support to the States/UTs under the National Programme for
Prevention and Control of Non-Communicable Diseases (NP-NCD) as part of National
Health Mission (NHM), based on the proposals received from the States/UTs. Diabetes is
an integral part of NP-NCD. The programme focusses on strengthening infrastructure,
human resource development, health promotion & awareness generation for prevention,
early diagnosis, management and referral to an appropriate level of healthcare facility for
treatment of the Non-Communicable Diseases (NCDs), including Diabetes. Under NP-
NCD, 724 District NCD Clinics, 210 Cardiac Care Centre, and 6110 Community Health
Center NCD Clinics have been set up.
Under NP-NCD, glucometer and drugs for diabetes are provided as per the proposals
received from the States. Further, under Free Drugs Service Initiative of NHM, financial
support is provided to States/UTs for provision of free essential medicines including
insulin for poor and needy people. Furthermore, quality generic medicines including
insulin are made available at affordable prices to all, under ‘Pradhan Mantri Bhartiya
Janaushadhi Pariyojana (PMBJP), in collaboration with the State Governments.
