1.0 INTRODUCTION
This course is designed to enable students to gain insight into the practical
operation of organisations in the quantity surveying profession. The course also
enables the development of skills and to provide an opportunity to evaluate the
use of theoretical knowledge in the solution of practical problems. The aims of
this course are to encourage students to develop their own skills in solving
problems and to increase their awareness of the importance of teamwork in the
quantity surveying practice.

Students will be required to prepare reports towards the end of practical training
session. The report shall be original work of the students and able to indicate the
overall understanding of the industry working environment.

1.1 Objectives
The objectives of the Practical Training are to enable students to:
 Appreciate the current quantity surveying practices.
 Familiarize with office procedures through systematic working environment.
 Improve confidence through a systematic working approach and
communication with office staff.
 Interact with the various parties involved in the construction industry.
 Prepare a systematic technical report.
 Improve thinking skills in carrying out duties.

1.2 Methods of instruction


A brief lecture will be given to students on the tasks to be done prior to the
practical training. The coordinator shall brief the students on the following:
 Appendix A - Guidelines on the Preparation of Practical Training Report
 Appendix B - Regulations and Conditions of Practical Training.

1.3 Syllabus
Generally, the syllabus covers topics relevant to the quantity surveying practices.
The following contents are selected which will become a task to the student.

Syllabus contents:
 General office procedures and administration
 Measurement procedures and systems
 Contract practices and procedures
 Technical support procedures and administration
 Project management practices and procedures
 Construction economics procedures and administration

1.3.1 Duration of practical training


Practical training is structured for a period of 17 weeks (equivalent to
an academic semester).

2.0 PRACTICAL TRAINING ORGANISATION STRUCTURE


The practical training organisation structure is shown in Figure 1. The
organisation is managed by two coordinators; Placement Coordinator and
Assessment Coordinator.

2.1 Coordinators
Coordinators are given the trust and responsibility to guide the students in
implementing their practical training. The Coordinators are appointed by
the Head of Programme with the following responsibilities:

Placement Coordinator
a) To brief students on placement of practical training.
b) To allocate students’ placement.
c) To brief students on regulations and conditions of Practical
Training.

Assessment Coordinator
a) To brief students on the practical training task and preparation of
the report.
b) To remind the students of the effects of copying, plagiarism and
similar issues.
c) To coordinate visiting schedule by lecturers.
d) To compile and finalise assessment marks from employers and
visiting lecturers.

2.2 Visiting lecturer


A lecturer, appointed by the Assessment Coordinator, shall visit the
student towards the end of practical training session.

The roles of the visiting lecturer are summarized below:-


a) Assess the report in accordance with the manual.
b) Interview the students on the task carried out.
The visiting lecturer shall carry out the tasks as per Appendix C -
Instructions to Visiting Lecturer.

2.3 Students
Students shall plan their work and adhere to the Practical training
schedule. The guidelines to be observed by students working on their
practical training are as follows:-
a) Students shall adhere to the policy set by the firm/organisation.
b) Students are required to record their daily activities in a log book. The
log book shall be checked by the supervisor every week or once in
every two weeks.
c) At the end of the practical training, the students are required to submit
the report / special task for assessment during the visit by the visiting
lecturer.

3.0 PRACTICAL TRAINING PROCEDURE

3.1 Placement
For placement to firm/organisations, students are first required to
complete the Placement Form (Appendix D), upon which the coordinator
shall identify the placement for the students based on the following
criteria:-
 Student’s choice
 Firm/organisation shall be in proximity to the students current
address to minimize logistic problem
 Firm/organisation’s special request

The Placement Coordinator is responsible to forward the formal request


of student practical training placement to firm/organisation
Firm/organisation that is qualified to accept placement of students shall
have at least one qualified quantity surveyor.

Students shall undergo training at the specified firm or organisation only.


Any change of place of training is strictly prohibited and if there is such a
case, the students shall be required to repeat the training in the next

semester. The students shall report to the person in-charge at the


firm/organisation on the appointed date determined by the department.

A Letter of Appreciation shall be sent to the firm/organisation upon


completion of the practical training.

3.2 Preparation of report


Students are required to prepare reports as per Appendix A – Guidelines
for Preparation of Practical Training Report.

3.3 Assessment
Students are required to submit the tasks in the form of reports and
specific work assigned. The assessment and appraisal of the students’
performance are as follow:

 INTERNSHIP REPORT (EMPLOYER’S APPRAISAL) 60%

3.4 Internship Report (Employer’s Appraisal)


The employer shall assess the student’s performance during the practical
training. The assessment on student’s performance is shown in
Appendix K: Internship Report (Employer’s Appraisal Form).

Generally the assessment is based on the following aspects:


a. General Performance: attitude, mental and physical endurance,
social and communication skill, etc.
b. Technical Quantity Surveying skills smalls.
c. Trainee’s Attendance and Time Keeping.

Guidelines for Employers (Appendix L) are provided to assist the


employer in providing the practical training. Generally, the guidelines state
the scope of works which shall be covered by the student during the
practical training.

APPENDIX A

GUIDELINES FOR THE PREPARATION OF PRACTICAL TRAINING REPORT


(These Guidelines are part of contents in the Manual for Practical Training)

1.0 INTRODUCTION TO PRACTICAL TRAINING

Practical training is structured for a period of 17 weeks where students spend on industrial
placement allowing them the opportunity to exercise their technical and managerial skills in
real situations. This shall contribute towards enhancing career knowledge and early
exposure of professional training to equate with current practice.

1.1 Objectives

Upon completion, students shall be able to:

i. Explain the standard operating procedure of the respective employers


ii. Expose themselves with the current quantity surveying practices
iii. Familiarise with office procedure through systematic working environment
iv. Improve confidence through a systematic working approach and communication with
office staff
v. Provide an opportunity for students to interact and liase with the various parties
involved in the construction team
vi. Provide an opportunity to prepare a systematic structured technical report
vii. Improve thinking skills in carrying out duties

To achieve these objectives, the practical training report shall be done in such a way
that these objectives are met, especially on the overall understanding of the industry
working environment. The report shall be original work of the student.

2.0 PRACTICAL TRAINING REPORT

Students are required to submit the tasks in the form of reports and specific works
assigned. The assessment and appraisal of the students performance are as follows:

Internship Report (Employer’s Appraisal) 60%


Portfolio/Log Book 10%
Written Report 10%
Presentation/Interview 20%

Total 100%

2.1 Internship Report (Employer’s Appraisal)

This appraisal serves as a feedback from the employers on the overall performance
of the students during practical training and will form part of the assessment.

2.2 Portfolio/Log Book

Students are required to record their daily activities in a log book. The log book shall
be checked by the supervisor every week or once in every two weeks.

Students are required to read and understand all instructions given in the logbook
and duly fill all information required. They shall also record precisely the nature and
scope of work done and keep all entries updated, e.g. project title, scope of work
related to the project.

A sample of logbook and log book entries is attached as Appendix I and Appendix II
respectively.

2.3 Written Report

Students are required to prepare a report based on the areas which the student has
personally involved with and gained sufficient experience.The students are required to
submit two (2) areas from the following list:

C Construction  Covers the performance of construction


Contract contracts and operations.
Operations  The preparation and review of sub-contract
tenders (finding the most suitable sub-
contractors for particular sections of work),
the measurement and pricing of construction

work to be performed by the sub-contractors


and the day to day running of construction /
building projects.
D Cost Planning and  Covers the cost planning process during the
Quantification of construction stage including the preparation,
Construction Work issuance and implementation of the cost
plans, as well as the quantification for all
stages of the construction works.
E Post Contract Cost  Covers the costing and financial
Control management of a project and construction
works prior to final accounts.
 Student is expected to be knowledgeable in
the cost control procedures and reporting; in
particular forecasting and cash flows, the
valuing in expenditure of provisional and
prime cost sums, the expenditure of
contingencies, the carrying out of interim
valuations and variations, dealing with
claims, authentication of actual costs and
the reporting and issuance of the final
accounts.
F Construction  Covers the issues of design and
Services specification of installations of construction
related materials or equipment, with student
expected to know the role of supervision for
the compliance with relevant regulations, the
requirements necessary during inspection
and testing as well the factors and issues
arising should there alterations and/or
improvement to the initial design.
G Project  Covers the overall aspect of managing a
Management construction project with student expected
to know the issues involved in either the
development or re-development potential in
a construction project as well as
the related technical and legal implications.
 Areas of experiences include the
preparation of budgets and development
programme, the appointment of specialist
consultants, project coordination as well as
progress monitoring and budget control.
H Facilities  Covers the outsourcing buildings and
Management facilities operation and maintenance from
design, build and to management to ensure
functionality of the built environment.

As a guide, the submission of written report should comprise of the following:

a. In the Introduction, a brief description of the chosen area, role of the students in that
particular project and the area to be critically assessed;
b. Identify the critical issues in that area.
c. Discuss two (2) chosen methodology/option to solve issues and rationale for rejecting
other options available;

d. Conclusion (impact to the industry practitioners and academician)


e. Lessons learnt and self-assessment of personal involvement in the area presented.

2.4 Presentation/Interview

Interview will be held by lecturers towards the end of practical training session to
assess their learning progress and gauge the employers comments.

The lecturer shall assess the following aspects:


 Type/quantity of job/work undertaken
 Understanding of the office procedure and Quantity Surveyor tasks
 The students learning and attitudes progress.
 Understanding of the written report.

2.5 Attendance

Students are required to give full concentration on the practical training at all time as
specified by the Coordinator. They are not allowed to ask/take any leave from the
place of training unnecessarily without permission of the firm’s supervisors.

Attendance shall be recorded in the attendance sheet provided, weekly signed and
endorsed by the firm’s supervisor. The attendance report will become a basis for the
firm’s supervisor to assess the student’s commitment on the training.

A sample of attendance sheet is given in Appendix III.

3.0 FORMAT OF WRITTEN REPORT

Students are required to prepare the reports in a systematic manner.

Students shall request from the supervisor an allocation of one hour per day for the
preparation of reports.

The format of the reports shall be as follow:

i) All reports shall be typed in double spacing, A4 size, Arial 11.


ii) The reports shall be from reliable sources;
a) Interviews with the relevant consultants and contractors.
b) Site visits.
iii) Relevant photos and figures shall be attached together with the report where
necessary.

4.0 SUBMISSION OF REPORT

A copy of the report shall be submitted to the lecturer before the assessment during
the visit. The report / special task shall be the property of the Department.

The date of the visit shall be advised by the Coordinator prior to the visit.
(approximately 2 weeks before practical training ends)

REGULATIONS AND CONDITIONS OF PRACTICAL TRAINING

A. GUIDELINES FOR STUDENT

(i) Student shall commit his time, energy and effort towards his practical training
programme.

(ii) Student shall obey and abide to the instructions of practical training
supervisor for any matters pertaining to practical training.

(iii) Student shall be present at all times during office hours unless due to medical
reasons or any other unavoidable circumstances. Student is required to
inform the department’s practical training coordinator prior to his absence and
to give reasons in writing.

(iv) Student shall not divulge information of confidential of the firm/organisation


unless written approval is obtained from the firm/organisation.

(v) Student shall not damage intentionally or abuse the property of the
firm/organisation.

(vi) In cases where university at any time is required to and have paid any
expenses borne by student while undergoing the practical training, the
student shall reimburse all payments made by the university.

(vii) Student who breaches the agreement, neglects his responsibilities or


commits indisciplinary behaviour shall be subject to disciplinary action by the
Department / Faculty / University.

(viii) All regulations and conditions as a student of Universiti Teknologi MARA shall
apply during the period of practical training.

(ix) Student shall dress properly according to the office/site environment/office


dress code.

B. SUBMISSION OF REPORT

Student shall submit his practical training reports to the lecturer through online
method. The date of the visit shall be advised prior to the visit by the visiting lecturer
(approximately two weeks before practical training ends).

GUIDELINES FOR EMPLOYERS

A. SCOPE OF WORK FOR STUDENTS UNDERGOING PRACTICAL TRAINING

The employer is requested to provide training in areas related to general scope


of works normally offered by firm/organisation offering quantity surveying
services. The services listed below are services rendered as per Board of
Quantity Surveyor’s Malaysia’s Manual.

Basic Services

 Preparation of preliminary estimates and cost plans


 Preparation of Bills of Quantities and other tender documents
 Preparation of tender documents, tender reports and contract documents for
prime cost and provisional sum items other than those under the charge of
mechanical and electrical consultants
 Valuation of works in progress of interim valuation/certificates including
variations
 Preparation of final accounts
 Pricing of Bills of Quantities and other tender documents (for QS appointed by
contractor for projects under Turnkey or Design and Build contract)
 Attendance of pre and post contract meeting

Additional Services

Pre-Contract
 Preparation of feasibility studies including income/expenditure cash flow
 Preparation of Documents and Reports for Pre-qualification of contractors
 Assisting in preparation of tender for projects under Turnkey or Design and Build
 Pricing of Bills of Quantities for Negotiated Tender
 Preparation of Cost Analysis based on Accepted Contract Sum
 Preparation of Tender Price Index based on Accepted Contract Sum

Post-Contract
 Pricing Bills of Quantities or pricing and agreeing schedule of rates
 Re-measurement of the whole or part of the building works due to re-planning of
the internal layout arising from a change of use, repositioning of the building, and
redesigning of any of the structural element in the works
 Re-measurement of Works for Contracts based on Provisional Bills of Quantities
 Preparation of Cost Analysis based on Final Contract Sum

The employer is encouraged to offer other scope of works not listed above.

APPENDIX E

B. SUBMISSION OF ‘BORANG C’
The employer is requested to fill in ‘Borang C’ and to send the form to the Centre
of Studies for Quantity Surveying upon registration of trainee.

C. SUBMISSION OF INTERNSHIP REPORT (EMPLOYER’S APPRAISAL FORM)


The employer is requested to supervise the trainee during the practical training
session and to give assessment on his performance by completing the Internship
Report (Employer’s Appraisal Form). The form shall be collected by a visiting
lecturer toward the end of practical training session. The date for the visit shall
be advised by the lecturer prior to the visit (approximately two weeks before
practical training ends).
