1.1 FOREWORD

TAEP is pleased to submit this proposal to the CTC / Ministry of


Public Works in response to their public open invitation
reference dated 26th June 2020.

The Invitation and Terms of Reference appended thereto are for


the provision of Study and Design of the Director Investment
Authority Headquarters Offices at Kuwait City / KDIPA

We have structured our proposal in order to fully satisfy the


professional requirements set out in the Terms of Reference
(TOR), and to achieve the project as envisioned therein.

THE CONSULTANT TEAM

TAEP is a multi-specialty firm dedicated to achieving the highest


quality of design; we have carefully reviewed the Terms of
Reference and are fully aware of the project requirements
issued by the Ministry of Public Works.

To meet the requirements of this important project we have


assembled the most qualified team under a unique and
experienced management and direction. All TAEP team
members have good experience in similar projects in Kuwait
and/or other Gulf countries and to ensure that we comply all in
an efficient and professional manner to the requirements of the
study.

Perkins & Well Consulting Inc, USA, for Architectures services.

Thus, the proposed project team comprises the following

The overall project organization is illustrated in Figure 1.1

The interrelationship of TAEP with all associates consultants and


essential roles of the participating firms are illustrated in Figure
1.2.

1.2.1 The Associated Engineering Partnership (Dar TAEP)

The Associated Engineering Partnership, Dar TAEP, is a Kuwait


registered and based professional office licensed to practice as
general consulting architects, engineers, and urban planners.
Dar TAEP is a long established Kuwait based consulting office
founded in 1978. It has the record and capabilities to study,
design and supervise the construction of the building in
question and recognizes the need to make the process of
project delivery more efficient and cost effective by including all
the major construction service disciplines and providing its
clients with a complete professional consultant service covering
the full range of services for the overall life of a construction
project from its inception to hand-over. The professional
services offered covers disciplines such as architecture, quantity
surveying, site and building engineering services, planning,
project management, interior design, landscape architecture,
and procurement & installation supervision, thus providing a
fully integrated design & supervision management approach.

Furthermore, the following projects underscore TAEP’s detailing


ability and the effort it places in the study, design, & supervision
of the projects. The three notable award winning projects that
have been recently completed are:

1.4 DESIGN TEAM KEY MEMBERS

Our extensive experience in managing the design process and


multi-disciplinary design team for large projects will help to
guarantee the success of this project.

We believe in teamwork

Our firm understands the critical importance of client


participation and team cooperation. They have the skill of
associating with others on a multitude of major projects.

We will develop comparable state-of-the-art systems for


management project information with clients and concerned
Statutory Authorities and use compatible computer systems
and software and Internet communications to develop project
data, text and graphics. In summary, we believe that the team
established for this proposal is uniquely qualified and
technologically specialized to respond to the specific
requirements of this exciting project. The professional staff,
the specialists and support staff and other resources of the
associates Perking &Will will be committed to the project as
quickly as required.

The team is the primary project resource and the following


management procedures will be used to keep the team
focused, aligned and for the consultant to move towards the
ultimate goals and targets of the project.

- The Project Director will formulate all the goals and


objectives.

- The Project Manager will prepare a comprehensive


work plan detailing all major activities to be performed
by all participants.

We have tested and organized processes for managing the


project, maintaining quality assurance and strict control to
plan and guide the project schedule. The work plan is the
primary tool for keeping the project on track.

Brief of responsibilities and capabilities of key members of the


Project Team are summarized below:

 Project Principal – Dar TAEP


Mr. Khalid Al Fouzan

Founder and Chairman of The Associated Engineering


Partnership (Dar TAEP). He will closely monitor the
progress and quality assurance of the project by close
liaison with client and design team as will be in-charge of
the project organization and will deal with the local
governmental authorities.

 Project Manager / Urban Designer– Dar TAEP (CV # 01)


Mr. Walid Khalaf

Mr. Khalaf joined TAEP as a senior associate and will act


as Project manager and Advisor for team members. He
has wide experience in planning, and architecture design
and project management of wide range of projects.

 Project Architect / Urban Planner – P&W (CV # 03)


Erik Mott

Mr. Erik Mott is an accomplished architect and urban


planner, he will work on site planning, urban design
aspect and architectural Concept of the building his skill,
qualification and dedication will be an asset to the
project team.

 Senior Architect – P&W (CV # 04)


Daria Supp

Ms. Daria Supp has a broad range of experience with


diverse projects, both large and small. With emphasis on
office administration buildings she brings a fresh
perspective to each building. Working with all aspects of
the project and the design team.

 Project Coordinator / Elmutaz Elrabaa – P&W (CV # 05)

Mr. Elmutaz is worked extensively during the course of


his career as a Senior Architect Planner/ and achieved a
high level of work standards which stems from the fact
that he has been involved in large variety of projects and
mainly, architecture and site planning, landscaping,
recreation, commercial etc., and participated in projects
in Kuwait, and US.

 Light Design Specialist – Dar TAEP (CV # 06)


Jad Cortas

Mr. Jad Costas is the Managing Director of the


Architectural Lighting Design Company in Beirut,
Lebanon; Established in 2013, the firm purpose was to
apply the eight years cumulated experience in lighting
projects and production of light fixtures to the discipline
of architecture. The firm has provided these services for

leading architects in Lebanon, Kuwait, Egypt and various


GCC countries on a wide range of projects including
museums, art galleries, public parks, hotels, as well as
selected homes and apartments.

 Sr. Structure Engineer - Dar TAEP (CV # 10)

Mr. Salah has considerable experience in the structural


design of multi-storey buildings both in reinforced
concrete and steel works. He has worked extensively in
the Middle East. He is familiar with local structural codes
and requirements. He has contributed to many large
projects with complex buildings.

 Sr. Mechanical Engineer - Dar TAEP (CV # 12)

Mr. Shawqe is Head of the mechanical Design


Department in Dar TEAP, with 18years’ experience in
Design Division. Mr. Shawqe is developing sustainable
building Mechanical design on numerous major projects
including commercial, High-Rise buildings, Hospitals and
mixed-use developments. Mr. Shawqe is accredited by
“Ministry of Electricity &Water” to getting the MEW
permitting of HVAC design.

 Sr. Electrical Engineer – Dar TAEP (CV# 16)

Mr. Saber has been over Thirty Seven (37) years of


experience in electrical engineering comprising Design,
construction, telephone, fire alarm and other low
voltage systems for various prestigious projects. Since
joining TAEP in 2006 he has been actively engaged in the
design of similar systems for the projects undertaken by
the firm. Mr. Saber is highly conversant with MEW and
MOC regulations and his gained knowledge on the
design of the electrical works on the firm’s projects.

1.5 MAIN FEATURES OF THE PROPOSAL

This technical proposal illustrates Dar TAEP and P&W team’s


commitment to produce a project of the highest caliber that:

 Is sensitive to local context and heritage


 Incorporate valid and obvious issues related to Kuwaiti
environment, culture, and tradition that can enrich and
give form to the importance of the project at Kuwait City.

In summary, the Technical Proposal includes the following noted


features:
 Our understanding of the specific challenges and
opportunities associated with this project.
 Fulfillment of the requirements set forth in the Terms of
Reference, within the time frame proposed for each
phase/stage of the project.
 A well-developed planning and design work program with
discussions of relevant tasks.
 All team consists of outstanding professional and
technical staff.
 Proactive project management by highly experienced
team with many years of professionals and managerial
staff.
 Strong emphasis on collaborative approach,
communication and unity of understanding with MPW
(client), to expedite project completion and
implementation.

1.6 THE PROPOSAL OUTLINE

Based on our thorough review of the Terms of Reference (TOR)


and past experience on similar projects, our submitted
proposal, provides a wide range discussion of the required key
aspects of the project and the required scope of consultancy
services needed to successfully satisfy the project goals as
intended by the Ministry of Public Works and the end user.
Towards that end the Technical Proposal has been prepared in
two volumes. Its contents are:

General introduction to the project, its
approach and organization, the proposal and
the Consultant’s team.

Section 2 : Project Comprehension


Presents an analysis of the project as well as
the background. Key professional and
technical issues to be considered and
addressed during the design and development
phases are also discussed.

Section 3 : Work Program


Highlights our design approach and shows the
proposed time-based work program, including
the identification and brief outlines of the
various tasks to be undertaken. The proposed
overall project schedule and work program are
also included in this Section.

structure of the Consultant Team, as well as
