BACKGROUND OF THE PROJECT

Santa Rosa, Laguna's HARMONIAPARK: A Regenerative Eco-Tourism People's Park is a


proposal to address the pressing need to balance urbanization's economic growth with
environmental sustainability. Santa Rosa, an important city in the Southern Tagalog region,
has become known for its ability to balance development with the preservation of the
environment. In order to make sure that local communities are actively shaping their
economic and ecological futures, however, the rising challenges of urbanization require an
organized approach. The Laguna Lake coastline will be developed into an eco-tourism
attraction that promotes conservation, engagement with the community, and cultural
understanding.

Eco-tourism is becoming more widely acknowledged as an essential component of


sustainable development, as it encourages responsible travel to natural areas, promotes
environmental conservation, and enhances the well-being of local communities. This is in
line with Executive Order No. 111, which sets rules for ecotourism growth in the Philippines
and emphasizes the importance of involving the community and incorporating local cultural
values. Additionally, to improve the lives of Filipinos while protecting their cultural tradition,
Republic Act No. 9593, often known as the Tourism Act of 2009, shows the need for
ecologically sustainable tourism.

As a multi-functional space, HARMONIAPARK will facilitate transportation, health and


wellness, business and economic opportunities, and recreational activities. Santa Rosa may
promote itself as a top local destination by connecting its planned eco-park to other popular
sites via a tourist trail, which is sure to draw tourists from across the region. The
environmental studies conducted in Barangay Aplaya have highlighted the area's natural
features and potential ecological dangers, making the study particularly relevant. The
outcomes of these studies provide the framework for plans to preserve and enhance the
project site's natural resources.

To make sure that all Santa Rosa locals can enjoy and benefit from the park, its design will
focus on diversity and inclusion. A sense of community pride and ownership can be achieved
through the creation of HARMONIAPARK which honors local culture and encourages people
to interact with one another. Not
only does this approach meet the needs of the community in terms of public places that
promote social harmony and overall health, but it also fits in with the local government's
aims of boosting ecotourism.

HARMONIAPARK, in summary, is an important architectural project that intends to recreate


Santa Rosa's history of urbanization and nature. Creating a sustainable eco-tourism
destination that benefits both the residents, and the environment is the goal of this project.
Community engagement, environmental conservation, and cultural enrichment will be
prioritized. With this initiative, Santa Rosa has the opportunity to set an example for other
regions dealing with similar problems and show how eco-tourism can encourage inclusive
growth.

MAIN PROBLEM

How can HARMONIAPARK be effectively designed and implemented as a regenerative eco-


tourism park that fosters community engagement, conserves local biodiversity, and
promotes cultural enrichment along the Laguna Lake coastline in Santa Rosa, Laguna?

SUB PROBLEMS

Sub-Problem 1: What specific design elements and features can be integrated into
HARMONIAPARK to ensure it meets the ecological conservation goals while providing
recreational and educational opportunities for the community?

Sub-Problem 2: How can the park's design and management framework ensure that
tourism activities are sustainable, inclusive, and beneficial to the local community while
preserving the natural environment and enhancing visitor experience?

Sub-Problem 3: What strategies can be employed to create effective linkages between


HARMONIAPARK and existing tourist attractions in Santa Rosa to enhance the overall eco-
tourism experience and promote sustainable tourism practices?

GOAL OF THE THESIS

In this study, HARMONIAPARK: A Regenerative Eco-Tourism People's Park in Santa Rosa,


Laguna, combines nature-based tourism with community engagement and cultural
enrichment to create a vibrant and inclusive eco-tourism destination. The multi-functional
park along Laguna Lake's coastline promotes environmental conservation, local economic
growth, and cultural appreciation for residents and visitors. HARMONIAPARK aims to be a
model for sustainable urban development, showcasing how innovative architectural design
can improve community life while preserving the environment.

OBJECTIVES OF THE THESIS

● Create a design plan for HARMONIAPARK, blending natural landscapes,


biodiversity, and sustainable materials to promote ecological health along Laguna
Lake.
● Develop strategies to involve local communities in park planning, development, and
management, respecting their cultural values and needs.
● Create educational activities and facilities in the park that educate tourists and
residents about local ecosystems, conservation, and biodiversity.
● To boost economic growth and boost employment, create multi-functional park
places like food stalls, artisan markets, and recreational facilities.
● Celebrate local culture with art installations, performance spaces, and community
activities that inspire ownership and sense of belonging.
● Develop park visitation guidelines that minimize environmental harm and
maximize visitor experience while supporting the local community.
● Designing a Multi-Functional Park: Restaurants, sports areas, and research institutes
should serve varied user groups and promote inclusive park use.
SCOPE AND LIMITATIONS
● The study will specifically focus on the specified site for HARMONIAPARK, which is
located along the coastline of Laguna Lake in Santa Rosa, Laguna.
● Primary data will be gathered from residents, community stakeholders, and potential
visitors to determine their needs, preferences, and cultural values about the eco-
tourism park.
● Environmental hazards, current natural features, biodiversity, and ecological
resources will all be taken into consideration throughout the project.
● Based on environmental studies conducted in the area, HARMONIAPARK's design will
include measures for preserving, protecting, and enhancing the site's ecological
resources.
● The study will look into the potential for the development of multifunctional spaces
and facilities to assist small businesses, artisans, and service providers to provide
economic benefits for local residents.
● The study will draw upon relevant local and international case studies of successful
eco-tourism projects to inform the design and management strategies for
HARMONIAPARK.

SECTION 2. Declaration of Policy. - The State declares tourism as an indispensable

importance, which must be harnessed as an engine of socioeconomic growth and

and to continue to mold an enhanced sense of national pride for all Filipinos.

SECTION 5. National Ecotourism Program. — To complement and support the
aforementioned Strategy, a set of National Ecotourism Programs shall be
developed. The program shall encompass the major aspects of ecotourism, which
are: l) development, management and protection of identified ecotourism sites; 2)
product enhance and development; 3) environmental education and information
campaign; 4) support programs for community stewardship and livelihood
development.

● Interview with the personnel in the City Planning Development Office of


Santa Rosa, Laguna.

The researcher interviewed the Planning and Development Officers of Santa Rosa
City, Laguna, and requested several documents pertaining to the city's plans and
programs. Upon reviewing the City Development Plan (CDP), the researcher
identified key challenges the city faces. To further explore these issues, the
researcher-maintained communication with the City Planning and Development
Office (CPDO) via email, seeking additional information.
