tax levy
increase

Its good news on the
Moorestown Township School
District front, as the 2012-13
budget is in line for a zero per-
cent tax levy increase for the
next school year, as the board
of education unanimously ap-
proved its preliminary budget.
Thanks to an increase in
state aid slated for next year by
Gov. Christie, the school dis-
trict approved the preliminary
$59.13 million budget, which
features a flat general school
tax levy from last year. The dis-
trict will receive nearly $3 mil-
lion in state aid for 2012-13, an
increase of more than $254,000
from last years budget.
Because of the increase, the
district will not be including
any pay to participate fees in
the budget for the coming year.
The overall expenditures for
2012-13 are down about
$840,000 from 2011-12, accord-
ing to district representatives
at a budget presentation held
recently.
The largest upcoming ex-
penditure is again employee
salaries, which top the budget
at $37.4 million.

Dan McCollister said he will not
be opening up a new complex at
the Pennsylvania Real Estate In-
vestment Trust-owned space.
PREIT will release Black Dia-
mond from its current lease at the
Moorestown Mall on Saturday,
March 31.
Instead, McCollister said he is
exploring an option to open up an
action fun style sport complex,
in the South Jersey area to serve
local skaters. It would most likely
be paired with something such as
a bowling alley or laser park facil-
ity, McCollister said.
In addition to the future skate
park and sports complex, McCol-
lister said the Black Diamond Pro
Shop will open its doors at 13
Main St. in Moorestown on Sun-
day, April 1. All of the retail op-
tions currently offered at the
skate park will be offered at the
pro shop, McCollister said.
McCollisters Black Diamond
Skate Park has been serving
township skaters since 2006,
when he purchased the facility
from the Vans Corporation. Since
the beginning of his time at the
mall, McCollister said PREIT had
told him several times that they
were planning to expand the
movie theater, but nothing ever
came out of the idea.
After signing a lease on a
month-to-month deal in 2006, Mc-
Collister signed a long-term lease
for the facility several years ago,
which included a clause that

Tumblin Tots, a pre-school ex-

The program of basic exercise
using games, music and gymnas-
tics for ages 18 months (mommy
and me for ages 18 months

begin with the spring session one
series of lessons the week of
Monday, March 26 through the
week of April 23.
Lessons are conducted on
weekday afternoons and early
evenings and on Saturdays for
children, as well as weekday
mornings and evenings for
adults.
There is an age 13- to 18-year-
old class for teens, as well as a
morning ladies drills that con-
centrates on stroke and tech-
nique.
The session runs for five weeks
and will be followed by another
five-week session.
Lessons are held at Maple-Daw-
son Park located at Maple Avenue
and Dawson Street. Classes are
conducted by Ed Rahn or Missy
Mercer.
The cost for five weeks (one-
hour lesson) is $55 for
Moorestown residents and $65 for
non-residents.
One-and-one-half hour begin-
ner clinics and ladies drills
(adults only) are available at a

Burlington County Freeholder
Director Bruce Garganio has
called on the New Jersey Division
of Rate Counsel to cease and de-
sist negotiations aimed at arriv-
ing at a compromise with New
Jersey American Water on its re-
quest for a 20 percent rate in-
crease.
In a letter to rate counsel direc-
tor Stefanie Brand, Garganio de-
manded the agency stand firm on
its own experts analysis that
calls for a decrease in water rate
revenue in the amount of $45.8
million.
The company is currently seek-
ing $95.5 million over its current
revenues of $565 million.
This is not the time to play
Lets Make a Deal, wrote Gar-
ganio. The outrage from
ratepayers and residents is clear:
Its time to draw a line in the sand
and end the business-as-usual
process of approving these
ridiculous water-rate increases.
Garganios demand comes less
than a week after he was advised
the rate counsel was, in fact, seek-
ing a cut in the water rates.
However, Brand backtracked
on that position the following day,
telling reporters her agency,
which is sworn to represent con-
sumers who are not adequately
represented, was instead negoti-
ating for a substantial reduc-
tion in the increase sought by
American Water.
For too long, the system has
been manipulated to the benefit
of New Jersey American Water,
to the detriment of ratepayers
whose interests you are sworn to
protect, Garganio said in his cor-
respondence to Brand. On behalf
of the residents of Burlington
County and American Water cus-
tomers across the State, I demand
that you immediately cease nego-
tiations and commit to defending
and implementing the $45.8 mil-
lion rate decrease your experts
say is justified. Please take a
stand now.
Garganio went on to write that
the history of these settlements
that have made it possible for
New Jersey American Water to
game the system and rack up a
compounded increase of 51 per-
cent since 2004. Enough is
enough.
He said the testimony by one of
the rate counsels own experts,
Robert J. Henkes of Henkes Con-
sulting in Rhode Island, states the
companys petition for a rate in-
crease is misleading and in sev-
eral instances, labeled its expense
projections as unreliable.
At one point in his testimony,
Henkes speaks to a return on eq-
uity of 11.5 percent, Garganio
said. Ask the seniors on fixed in-
come, who will be saddled with
this rate increase, what the re-
turn of investment is on their
savings accounts.
Henkes also testified that
American Waters rate increase is
bloated by $6 million in incentive
compensation for non-union em-
ployees, who are already sched-
uled to receive annual salary in-
creases in excess of three per-
cent; $5 million in overestimated
pension costs and supplemental
retirement benefits for top exec-
utives; an unreasonable projec-
tion of $1.4 million in attorney
and other fees in support of its
rate increase; as well as promo-
tional marketing fees; public rela-
tions expenses; employee award
expenses; lobbying fees; and
country club fees.
Referring to the incentive com-
pensation, he said company
stockholders, not ratepayers
should be made responsible for
these discretionary costs, since
ratepayers do not benefit from the
corporate financial improve-
ments that generate incentive
payments.
To add insult to injury, the
companys picture of itself need-
ing more revenue to address
pressing infrastructure needs
runs counter to the most recent fi-
nancial report of its parent com-
pany, Garganio said in his letter
to Brand.
Recently, American Water
Works Company, Inc., reported a
year-over-year 15.6 percent in-
crease in net income and 19.3 per-
cent increase in adjust net in-
come, as well as increases in rev-
enues and cash flow.

or a state and nation that have
suffered through devastating
economic times, every scrap of
good news is welcomed. Last week, we
received some good news.
The governors office announced
that, according to data tracked by Site
Selection magazine, the number of
new and expanded corporate facilities
in the state jumped last year. Jumped
quite a bit, in fact.
The data showed that 76 projects
were recorded in 2011, compared to
only 23 in 2010.
On top of that, the governors office
cited Rutgers University economist
Joseph Senecas findings that the state
added about 60,000 new private jobs
over the past two years.
That the news was released from the
governors office means that, of
course, the governor is taking a lot of
credit for these accomplishments. And
maybe he should. Love him or hate
him, Christie has made difficult deci-
sions regarding taxation and spend-
ing. Regardless of whether this boost
in economic activity is a direct result
of those decisions or mere coinci-
dence, theres no denying that the
economy is looking up.
Of particular note are the qualifica-
tions of what a new and expanded
corporate facility actually is. It is a
project that must create at least 50 full-
time regular jobs. It must involve at
least 20,000 new square-feet or involve
at least $1 million for construction,
land and building. And, retail shop-
ping and public-sector institutions do
not count.
So, those 76 projects carry some
weight. Some private-sector weight.
They are creating private-sector jobs
that will be around for awhile.
That leads to greater employment
and increased spending from the pri-
vate sector. Which, of course, spurs
the economy even more.
The state and national economies
are far from being out of the woods.
But this kind of news shows that they
are getting closer.
An improving economy?
This study suggests that indeed there is at least some good news

A recent magazine study shows that
New Jersey had a banner year in 2011
when it came to attracting new and
expanded corporate facilities. That
means more jobs and a stronger
economy.
Retired Bishop John C. Reiss, who
served as the eighth bishop of the Diocese
of Trenton, died Sunday, March 4, at Mor-
ris Hall in Lawrenceville, at age 89. Reiss
held the distinct honor of being the only
priest born in the Trenton Diocese to serve
as both an auxiliary bishop and then bish-
op in his home diocese.
All funeral ceremonies were to be held
at St. Mary of the Assumption Cathedral,
Trenton.
Reiss was born on May 13, 1922, in Red
Bank, one of 11 children of Alfred and
Sophia Telljohann Reiss. Of his five broth-
ers and five sisters, one sister also pursued
a vocation to religious life as a Sister of
Mercy.
The future bishop studied two years
for the priesthood in The Catholic Univer-
sity of America, Washington, D.C., enter-
ing Immaculate Conception Seminary,
Darlington, in 1941. His teacher in
dogmatic theology at the university was
Msgr. George W. Ahr who, several years
later, became the seventh Bishop of Tren-
ton.
Reiss was ordained a priest May 31, 1947,
in old St. Marys Cathedral, Trenton, by
Bishop William A. Griffin. The newly or-
dained Reiss first assignment was as cu-
rate in Sacred Heart Parish, Trenton,
where one of his duties was ministering to
inmates in Trenton State Prison.
In April 1949, he was transferred to Holy
Spirit Parish, Perth Amboy, and, later, to
St. Anthony Parish, Trenton.
Reiss returned to Catholic University in
1950 to earn a doctoral degree in canon law.
Three years later, in 1953, he was appointed
secretary to Bishop George W. Ahr and
master of ceremonies, a position he held
for the next 10 years.
In 1962, Reiss was named administrator
of St. Francis of Assisium Parish, Tren-
ton, before being named pastor in 1965.
In 1963, Reiss was named Officialis of
the Diocesan Tribunal. In October of that
year, Pope Paul VI named him a monsi-
gnor.
On Oct. 25, 1967, Reiss was appointed
auxiliary bishop of the Diocese of Trenton
by Pope Paul VI. He was consecrated a
bishop Dec. 12, 1967, in St. Mary of the As-
sumption Cathedral by Ahr.
On Feb. 5, 1969, Reiss was transferred
from pastor of St. Francis Parish, Trenton,
to pastor of Sacred Heart Parish, South
Plainfield. At the same time, he was named
episcopal vicar for Middlesex County and
vicar general of the diocese in charge of
spiritual matters and continued as Offi-
cialis of the diocese.
For the next 11 years, Reiss assisted Ahr
in Episcopal ceremonies and by adminis-
tering with confirmation in ceremonies
throughout the eight-county diocese.
In 1980, Pope John Paul II appointed
Reiss the eighth bishop of Trenton, suc-
ceeding Ahr, who headed the diocese for 30
years. Reiss was installed as April 22,1980,
taking as his motto the words of his pa-
tron, St. John the Evangelist, found in the
apostles first epistle, Let Us Love One An-
other.
In 1982, Reiss ordained Bishop Edward
U. Kmiec as auxiliary bishop of Trenton.
Ten years later, he congratulated Kmiec on
his appointment as the bishop of
Nashville, Tenn.
Perhaps the most lasting spiritual lega-
cy of Reiss 17 years as diocesan bishop
was the establishment of eight parishes:
Holy Eucharist, Tabernacle, 1982; St. Luke,
Toms River, 1982; Immaculate Conception
Korean Parish, Eatontown, 1984; St. John
the Baptist, Long Branch, 1984; St. William
the Abbot, Howell, 1985; St. Maximilian
Kolbe, Berkeley Township, 1985; St. David
the King, West Windsor, 1994, and St. Isaac
Jogues, Marlton, 1996.
After reaching the mandatory retire-
ment age of 75, Reiss resigned as bishop of
Trenton on June 30, 1997, and was succeed-
ed by Bishop John M. Smith, who had been
bishop of the Diocese of Pensacola-Talla-
hassee, Fla.

The tax levy for 2012-13 is up by
about .3 percent from 2011-12, to-
taling $53.6 million, an increase of
a little more than $165,000 from
last years total.
However, the districts debt
service for next year is being re-
duced by about $165,000.
Revenues for the district are
down for 2013-13, coming in at
$53.6 million as well, down by
about $840,000 from last year.
There are no Advantage 3 rev-
enues included in this years
budget, representatives reported.
The board also identified sev-
eral capital projects that will be
addressed in the next year, includ-
ing the replacement of two school
buses.
The district will also be reduc-
ing three full-time staff members
based on demographics.
The board will hold a public
hearing on the budget at the end
of March.
Because the board and town-
ship council decided to move the
district elections to the November
general election, the public does
not have the opportunity to vote
on the budget, because it falls
within the 2 percent school tax in-
crease cap imposed by Christie.

Boating basics course
on March 23 and 25
A boating basics course will be
offered by NJ Boating Safety
Classes in Marlton on March 23
and 25. The two-evening course
meets the needs of boaters and
personal watercraft operators for
a basic overview of boat and PWC
operation.
The course meets the state law
requirements for boating safety
education certification.
There will be a $65 fee, which
covers the cost of the course and
all materials.
The course will be held at the
Marlton Middle School, Room 128,
at 150 Tomlinson Mill Road, Marl-
ton. The classes will be held from
6:30 to 10 p.m., with one hour of
homework.

The 95th-annual rummage sale
at First Presbyterian Church of
Moorestown (101 Bridgeboro
Road) will be held on Wednesday,
March 14, from 6 to 9 p.m.
The sale will feature clothes,

household items, jewelry and

Core exercise program
on Thursday mornings
The Moorestown Department
of Parks and Recreation will
sponsor a be strong and flexible
core exercise program on Thurs-
day mornings from 9 to 10 a.m. on
the third floor of the Church
Street Recreation Center.
The session runs from Thurs-
day, March 29 through Thursday,
May 24, (no program April 12).
Be strong and flexible is de-
signed to strengthen the core and
overall body strength, balance
and flexibility. The program is
based on a mix of yoga, pilates
and strength training.
The program will be conducted
by Cindy ODonnell, and will in-
clude a fee of $99 for residents
and $109 for non-residents for the
eight-week program. Participants
should bring a mat and a water
bottle.
