What is Chemexcil
Basic Chemicals, Pharmaceuticals & Cosmetics Export Promotion Council, Set-up by Ministry of Commerce & Industry, Government of India, popularly known as CHEMEXCIL was established in the year 1963 with it's headquarters at Mumbai,

Objective Chemexcil

To promote exports of Basic Organic and Inorganic Chemicals, Dyes, Pesticides, Soaps, Detergents, Cosmetics, Toiletries and other products like Agarbattis, Essential Oils, Castor Oil etc.
Ministry of Commerce & Industry to issue Nonpreferential Certificates of Origin to its memberexporters for export of their items to various countries abroad on the condition that the said items are covered under our purview and are manufactured in India

CHEMEXCIL has four separate panels, each panel being specialized unit guiding the export interests of the items covered under it's purview:

Role of chemexcil in encouraging exports from india


Chemexcil has been eminently successful in projecting Brand India image overseas as a supplier of high quality raw materials for dyes & dye intermediates, organic & inorganic chemicals, cosmetics & toiletries, etc. Chemexcil has created the necessary infrastructure as well as marketing& information facilities which are availed of by both member-exporters / importers.

To highlight India capability to offer a steady and sustainable supply of low cost international quality products, the Council has been participating in various specialised trade fairs in LAC, ASEAN, AFRICAN, CIS & European Countries. To have a first hand view of the state of the art facilities, quality of the products being manufactured under stringent procedures the Council would be inviting buying delegations and organise their visit to manufacturing facilities of indian companies.

To create awareness & enhance export growth, the Council organise number of educative seminars / workshop / open house meets on export marketing, Exim policy, anti-dumping, procedure documentation, awareness programmes on focus countries, MDA, etc

Registration Cum Membership Certificate (RCMC)


As per the Exim Policy declared by the Government of India, Ministry of Commerce and Industry all export promotion Council has been authorized to issue Registration Cum Membership Certificate (RCMC) for the products coming under preview of their Counci applying for licence / certificate / permission to import or export,(except restricted items as per the policy) or any other benefit or concession under the export and import policy shall be required to furnish Registration cum membership certificate granted by the competent authority unless specifically exempted under the policy.

Market Development Assistance (MDA)
The Government of India, Ministry of Commerce & Industry gives MDA to the member-exporters of the Council to explore non-conventional/non-conventional markets. They have divided the globe into the following: 1. 2. General Area (where India has been traditionally exporting to countries such as USA, Europe and Japan; FOCUS Countries like LAC, ASEAN, CIS and AFRICAN, WANA (where we need to increase our exports )

Hence, whenever you take part into the International Exhibitions/Conferences through CHEMEXCIL, you are eligible to get Airfare + Stall charges:
General Area - Only Stall charges to the extent of Rs.80,000/Focus Area - Airfare of Rs.70,000 + Stall charges of Rs.80,000/-

Member exporters are entitled to get one MDA for each of the focus countries + one General Area Member exporters are entitled to reimbursement for five visits per year

Market Access Initiative (MAI)

The Government of India, Ministry of Commerce & Industry also gives MAI which is product specific and country specific. These funds are not meant for any new industry, but for the cluster of industries. It is given from inception of the product R & D Marketing Assistance by way of participating into International Trade fairs or for taking delegations to the targeted countries, for displaying products in the Departmental Stores and finally for warehousing. The details of this Scheme are also given on the Website of Ministry of Commerce & Industry (i.e. www.commerce.nic.in )

CHEMEXCIL
REACH The Registration, Evaluation and Authorization of Chemicals (REACH) is a new EU regulatory framework of the EU Commission which is aimed at improving the protection of human health and the environment through the better and earlier identification of the properties of chemical substances. Under this system, all EU producers and importers will have to perform a chemical safety assessment of their products and will have to provide information to their customers in the supply chain. New EU Regulation REACH has already come into effect from June 2008. It has far reaching implications on export of chemicals in EU countries.

CHEMEXCIL

CHEMEXCIL has already developed a webportal wherein the data base of Indian exports for the last 3 years to EU has been prepared along with their HS Codes, quantity, value. After studying the requirements under the new legislation, we have identified labs which are OECD country accredited for carrying out the tests, etc. Common facilities for helping the chemical industry in pre-registration by hiring experts in registration and software have also been developed by CHEMEXCIL. CHEMEXCIL has successfully pre-registered 7480 substances of 650 firms before the pre-registration deadline of 1st December, 2008.
