 Establishing rating segments if there are changes in physical condition on pavement, the
corresponding rating segments which have a good/fair and poor/bad considerations must be
cut/split separately.
( Note: We do not consider the year of construction in establishing rating segment )

 Bridges with permanent structures regardless of length is considered as “not assessable
segment”, hence, this should be cut and indicate the stationing and surface type in the
RoCond assessment form. The limit or length of bridge is taken at the back of back wall of
both abutment. For temporary bridges (Steel Deck, Bailey & Timber) adopt the preceding
road surface type in the RoCond assessment form.
Sample:
 Bridge approaches with pavement type of Continuous Reinforced Concrete Pavement
(CRCP)/ Asphalt Mix on Continuous Reinforced Concrete Pavement (AMCRCP) regardless
of length is considered as “not assessable segment”, hence, this should be cut and indicate the
stationing and surface type in the RoCond assessment form and RBIA database.

 Consideration in the Number of Lane (NOL) and Carriageway Width (CWW) in RoCond to
avoid to much less than 50m or not assessable.

A) Number of Lanes increases/decreases with Homogeneous Surface Type.


Situation 1. If the number of lane increases from 2-lanes to 3-lanes or more with a length at least 50m, then
this should be cut and considered as a separate rating segment.

and RoCond must have

Situation 2. If the increased portion is less than 50m, then this should not be cut and considered as a
homogeneous rating segment of 2 lanes.

Note:
• We do not consider Change of Carriageway width in cutting a segment
• For road segment that have different carriageway width but need to combined the two
segments into one, indicate the actual Carriageway Width in the comment box. (see sample
below)

Exception for Situation 2:

Note:
We cannot consider chainage 6805- 6850 as 4-lanes
to satisfied (situation 2) or avoid less than 50m because of
the condition rating that will be affected (area
consideration). Therefore, Both RBIA and RoCond segment
will have two (2) segments.
B) Number of lanes increases/decreases with Multi-Surface Type
Situation 1: If the number of lanes decreases from 3-lanes or more to 2-lanes of at least 50m, then this should
be cut/sectioned and considered as a separate rating segment.

Situation 2: if the decreased number of lanes is <50m, then this should also be cut and no assessment is
considered on the narrowed number lane.

Observation during the Field Validation
1. Many Completed Projects are not yet reflected/updated in the RBIA (Asphalt Overlay, Road Widening,

Rehabilitation, Upgrading, etc).


2. On-going construction, upgrading, asphalt overlay and etc… Must not be rated/assessed, thereby, must
have a “No Assessment” or “No Condition Rating” status. Inspite of this, some segments were still
being rated and inputted in the RoCond Assessment forms.

3. Proper segmentation or cutting of Rating Segment.


 Year of construction is no longer a consideration in establishing rating segment in
RoCond.
 As much as possible, avoid segmenting less than 50m in length, to lessen/limit segments that
are “Not Assessable”.
4. Underrated/overrated deflects.
 Misjudgment in the severity of wearing surface of asphalt and concrete.
 Surface failures assessed as Potholes, and vice versa.
5. Misinterpretation in designating of Lane number.
 Incorrect filling- up of the RoCond DES
