PROTECTION OF PEDESTRIANS DURING
CONSTRUCTION OR DEMOLITION my answer
We are going to practice the first
fundamental cannon of civil engineering which is to hold paramount the safety of the public.So during the construction we need to protect the pedestrian that will passby the construction site. SECTION 1101. General Requirements SECTION 1101. General Requirements (a) No person shall use or occupy a street, alley or public sidewalk for the performance of work covered by a building permit except in accordance with the provisions of this Rule.No shall not use any public street alley or sidewalk during construction except when we practice the provision that are specified on this rule. (b) No person shall perform any work on any building or structure adjacent to a public way in general use for pedestrian travel, unless the pedestrians are protected as specified in this Rule.
(c) Any material or structure temporarily occupying public
property,including fence,canopies, and walkways, shall be adequately lighted, between sunset and sunrise. As you can see on these picture there is a lightning on the middle iof the walkway that is provided for the pedestrian. SECTION 1102. Storage in Public Property Materials and equipment necessary for work to be done under a permit when placed or stored on public property shall not obstruct free and convenient approach to and use of any fire hydrant, fire or police alarm box, utility box, catch basin, or manhole and shall not interfere with any drainage of any street or alley gutter, and with the safe and smooth flow of vehicular and pedestrian traffic. SECTION 1103. Mixing Mortar on Public Property The mixing of mortar, concrete, or similar materials on public streets shall not be allowed. So no matter how mess we rissing this mixing of mortar is this is not a practice that should be done publicly,it should be done only with in the confines of the construction sites. As you can see on this picture SECTION 1104. Protection of Utilities All public or private utilities above or below the ground shall be protected from any damage by any work being done under the permit. The protection shall be maintained while such work is being done and shall not obstruct the normal functioning of any such utility.Public utility it refers to anything that is for public consunction or public use like above the ground , it can refer toelectric post, broad band internet connection lines or signal towers and below the ground it can mean a water pipelines and underground electric lines. so this needs to be protected during cosruction. SECTION 1105. Walkway (a) When the Building Official authorizes a sidewalk to be fenced or closed, or in case there is no sidewalk in front of the building site during construction or demolition, a temporary walkway of not less than 1.20 meters wide shall be provided. Like for example nalang po dito sa nakikita nyong mga picture kapagang opisyal ng isang gusali ay pinahitulutan nyang isarado pansamantala ang daanan para sa protection ng mga tao na dadaan sa lugar o di kaya magbigay ng kaonting daanan para sa mga tao na dadaan. (b) The walkway shall be capable of supporting a uniform live load of 650 kilograms per square meter. A durable wearing surface shall be provided throughout the construction period.Ang walkway ay may kakayahang suportahan ang isang unipormeng live load na 650 kilo bawat metro kuwadrado. Ang isang matibay na suot na ibabaw ay dapat ibigay sa buong panahon ng pagtatayo. (c) Where the sidewalk is permitted by the Building Official to be fully occupied and fenced-off or enclosed, a temporary walkway adjacent to the curb line shall be required. Where the street has no sidewalk, a temporary walkway adjacent to the street line not less than 600 millimeters wide shall be provided. Where the RROW is 5.00 meters or less, no temporary walkway shall be allowed.Kung ang kalye ay walang bangketa, isang pansamantalang daanan na katabi ng linya ng kalye na hindi bababa sa 600 milimetro ang lapad ay dapat ipagkaloob. Kung ang RROW ay 5.00 metro o mas kaunti, walang pansamantalang daanan ang papayagan.
(d) Where only partial occupancy and fencing-off of the
sidewalk is necessary, a temporary walkway will not be required provided that a width of at least 600 millimeters of the sidewalk with protective railing on road side shall be left open for the use of pedestrians.hindi kakailanganin ang isang pansamantalang walkway sa kondisyon na ang lapad na hindi bababa sa 600 millimeters ng sidewalk na may protective railing sa gilid ng kalsada ay dapat iwanang bukas para sa paggamit ng mga pedestrian. SECTION 1106. Pedestrian Protection (a) Protection Required. Pedestrian traffic shall be protected by a railing on the street side when the walkway extends into the roadway, by a railing when adjacent to excavations, and by such as set forth in Table 1106-A: Type of Protection Required for Pedestrians (Annex B-2). (b) Railings. Adequate railings when required shall be built substantially strong and should be at least 1.00 meter in height.For the walkway it should have Railing atlease 1:00 meter hight . (c) Fences. Fences shall be built of an approved material, not less than 2.40 meters in height above grade, and be placed on the side of the walkway nearest to the building site. Fences shall enclose entirely the building site. Openings in such fences shall be provided with doors which shall be kept closed at all times. So in the side of the walkway that is adjacent to the construction site it needs to be a fence of not less than 2.4 meters high (d) Canopies. The protective canopy shall have a clear height of 2.40 meters above therailway, and shall be structurally safe. Every canopy shall have a solid fence built along its entire length on the construction side. If materials are stored or work is done on top of the canopy, the edge along the street shall be protected by a tight curb board not less than 300 millimeters high and a railing not less than 1.00 meter high shall be provided. The entire structure shall be designed to carry the loads imposed upon it: Provided, that the live load shall be not less than 600 kilograms persquare meter. So the walkway should have a roof to protect the pedestrian against the weather . Warning Signs and Lights a. At every construction/demolition site, warning signs shall be conspicuously posted around the property. Warning signs shall be adequately illuminated at night for the protection of unwary pedestrians. All entrances/exits to and from the construction/ demolition site shall be kept closed at all times except during actual passage of men, materials or equipment. All warning signs and lights shall be properly maintained even when operations are not in progress. So as you can see in this picture you will see the warning sign .sso dapat laging tandaan na palagi nyong titignan ang inyong dinadaanan kung ito ba ay ligtas o hinde. SECTION 1107. Maintenance and Removal of Protective Devices
So the walkway that are constructed
for the pedestrian should be properly maintained during construction and also removed when it is not used. or no longer needed.(a) Maintenance. All protective devices shall be properly maintained in place and kept in good order for the entire length of time pedestrians may be endangered. (b) Removal. Every protective fence or canopy shall be removed within 30 days after such protection is no longer required as determined by the Building Official.Pagtanggal. Ang bawat proteksiyon na bakod o canopy ay dapat alisin sa loob ng 30 araw pagkatapos ng naturang proteksyon ay hindi na kailangan ayon sa itinakda ng Opisyal ng Gusali SECTION 1108. Demolition So di ka pwedeng basta bastang sumira ng isang gusali lalo nat may pagmamayari ng isang tao ang nasa tabi nito.baka madamay pa ang nasa tabi nito(a) The work of demolishing any building shall not be commenced until all the necessary pedestrian protective structures are in place. Demolition should not be done until all the necessary pedestrian protective structures are atplace. (b) The Building Official may require the permittee to submit plans, specifications and complete schedule of demolition. When so required, no work shall be done until such plans,specifications and schedule are approved by the Building Official.or if any permit is not given by the building official so no work shall be done untill such plan specifications and schedule are approved.
