• Republic Act 7077 - shall be known as the ” Citizen Armed Force or Armed Forces of the
Philippines Reservist Act. – Sec 1

• The mission of the Citizen Armed Force, alternately referred to as the Reserve Force, is it
provide the base for the expansion of the Armed Forces of the Philippines in the
event of war, invasion or rebellion, to assist in relief and rescue during disasters or
calamities, to assist in socioeconomic development and to assist in the operation
and maintenance of essential government or private utilities in the furtherance of
overall mission. – Sec 7

 Military training for students enrolled in colleges, universities is MANDATORY


pursuant to the provisions of National Defense Act and the 1987 Constitution. –

• Establishment of ROTC Units in Schools- Sec 39. - there shall be established and
maintained ROTC units as the SND may approve, which shall conduct military
training for the students for the purpose of producing enlisted and officer
reservists.
• POI shall not exceed 2 academic years for enlisted reservists, and 4 academic years
in the case of officer reservist which shall include as necessary summer or
probationary training of not more than sixty (60) consecutive days.

 AN ACT ESTABLISHING THE NATIONAL SERVICE TRAINING PROGRAM (NSTP)


FOR TERTIARY LEVEL STUDENTS, AMENDING FOR THE PURPOSE REPUBLIC
ACT NO. 7077 AND PRESIDENTIAL DECREE NO. 1706, AND FOR OTHER
PURPOSES

 known as the “National Service Training Program (NSTP) Act of 2001”.

• Definition of Terms

 National Service Training Program (NSTP) - program aimed at enhancing civic


consciousness and defense preparedness in the youth by developing the ethics of service
and patriotism while undergoing training in any of its 3 program components.

 Reserve Officers Training Corps (ROTC) - program designed to provide military training
to tertiary level students in order to motivate, train, organize and mobilize them for national
defense preparedness.

 Literacy Training Service (LTS) - program designed to train students to become teachers
of literacy and numeracy skills to school children, out of school youth, and other segments
of society in need of their service

• Definition of Terms

 Civic Welfare Training Service (CWTS) - program or activities contributory to the general
welfare and the betterment of life for the members of the community or the enhancement
of its facilities, especially those devoted to improving health, education, environment,
entrepreneurship, safety, recreation and morals of the citizenry.

 Program component - refer to the service components of the NSTP as enumerated on


Section 4 of this Act..

Establishment of the National Service Training Program – Sec 4

 shall form part of the curricula of all baccalaureate degree courses and of at least two (2)-
year technical-vocational courses and is a requisite for graduation.

 ROTC (optional) - instill patriotism, moral virtues, respect for rights of civilians, and
adherence to the Constitution, among others.

Coverage of NSTP– Sec 5

 Students, male and female, of any baccalaureate degree course or at least two (2)-year
technical-vocational courses in public and private educational institutions shall be required
to complete one (1) of the NSTP components as requisite for graduation..

 SEC. 6. each of the aforementioned NSTP program components shall be undertaken for
an academic period of two (2) semesters..

***. a one (1) summer program may be designed, formulated and adopted by the
DND, CHED and TESDA in lieu of the 2 semester program..

NSTP Offers– Sec 7

 All higher and technical-vocational institutions, public and private, must offer at least one of
the program components

 State Universities & Colleges shall offer ROTC and 1 other component
 Private and Technical-Vocational Schools with at least 350 cadet students may offer ROTC

 Clustering and Cross enrolling may be done implementing ROTC

Fees, Incentives, Scholarships– Sec 8

 For ROTC, the DND shall formulate and adopt a program of assistance and/or incentive to
those students who will take the said component.

National Service Reserve Corps & Citizens Armed Force– Sec 11

 Non-ROTC graduates = National Service Reserve Corps

 ROTC graduates = Citizens’ Armed Force (RA 7077)

Suspension of ROTC Requirement– Sec 14

 The completion of ROTC training as requisite for graduation is hereby set aside for those
students who despite completing all their academic units as of the effectivity of this Act
have not been allowed to graduate..

Amendatory Clause– Sec 16

 Section 35 of Commonwealth Act No. 1, Executive Order No. 207 of 1939, Sections 2 and
3 of Presidential Decree No. 1706, and Sections 38 and 39 of Republic Act No. 7077, as
well as all laws, decrees, orders, rules and regulations and other issuances inconsistent
with the provisions of this Act are hereby deemed amended and modified accordingly

 Sec 35, Commonwealth Act 01 – At Such, colleges and universities as the President may
designate there shall be established and maintained Reserve Officers Training Units of such
arms and services as he shall specify, WHERE EVERY PHYSICALLY FIT STUDENT SHALL
BE REQUIRED TO PURSUE A COURSE OF MILITARY INSTRUCTION designed to qualify
him for a commission as 3rd Lieutenant of Reserve. ……….

 EO 207 of 1938– Requiring the ESTABLISHMENT of ROTC Units in ALL Colleges and
Universities AS A REQUISITE to RECOGNITION of the Government with NO EXEMPTION
except with the direct instruction of the President of the Philippines

Amended / modified Provisions of the following

 Sec 2 & 3, Presidential Decree No 1706 – National Service (Civic Welfare, Law
Enforcement and Military Service) shall be obligatory for all citizens of the Philippines. Each
citizen shall render national service in any of the 3 programs, provided that such service shall
be credited in his favor for the purpose of fulfilling educational requirements required by law

 Sec 38 & 39, RA 7077 – Mandatory ROTC and establishment of ROTC Units in Schools

RA 9163 – important provisions on the IRR

 Sec 2a: Role of the Youth– In recognition of the vital role of the youth in nation-building, the
State shall promote civic-consciousness and defense preparedness among them and shall
develop their physical, moral, spiritual, intellectual and social well-being. It shall inculcate the
ideals of patriotism, nationalism, volunteerism, and advance their meaningful involvement
in public and civic affairs.

 Exemption from NSTP-ROTC Sec 4 - a4:– Foreign students or aliens.

 Sec 4 - b:– SUCs with constituent universities or campuses shall offer both the Basic and
Advance ROTC Programs in all its constituent universities and campuses, subject to the
provisions stipulated in Sections 39 and 40 of RA 7077.

 In coordination with HEIs, the DND shall conduct additional training periods
for volunteer prospective Advance ROTC Cadets.

RA 9163 – important provisions on the IRR

 Sec 4c:– Students enrolled in the first semester of their first year shall undergo a common
module phase for 25 hours training period. Subjects covered are citizenship training, drug
education, disaster risk reduction and management (DRRM), environmental protection and
other national security concerns.

 Sec 4e:– The Philippine Military Academy (PMA), Philippine Merchant Marine Academy
(PMMA), Philippine National Police Academy (PNPA) and Maritime Academy for Asia and
the Pacific (MAAP) are exempted from the NSTP, in view of the special character of these
institutions. Other HEIs of similar nature will be exempted subject to approval of the CHED,
TESDA and Department of National Defense and subject to the guidelines which may
hereinafter be issued.

RA 9163 – important provisions on the IRR

 Sec 10:– a.1 A program of assistance/incentives for ROTC students shall be provided and
administered by DND, in accordance with existing laws and regulations and subject to the
availability of funds for the said purpose to be included in its annual regular appropriations,
subject to the availability of funds.

 Sec 10-a2:– a.2 A scholarship program specifically for the ROTC Cadets shall
be provided by the CHED and AFP.

 Sec 11-d:– ROTC Graduates shall be organized into School-based Ready Reserve Units
(SRRUs) to sustain the training and respond to contingencies with their campuses as their
mobilization centers with the proper and necessary coordination with HEIs or TVIs, in
accordance with the rules, regulations or appropriate orders from the DND and AFP

 Additional Provision (DND Circ 09):– Recognizing the potential of young tertiary level students to become Enlisted
Reservist and future Commissioned Officers, the AFP through the ROTC Program shall have the following objectives:

- Prepare college students to be members of the CAF/RF in the event of war, invasion or rebellion
- Train students through Basic ROTC to be enlisted reservists for the Reserve Components of the AFP
- Develop a pool for selection for the 2-year volunteer Advance ROTC Program to train reservists to be
potential officers that will serve in the Reserve and Standing Forces of the AFP

 COVERAGE–

- Students who have completed a non-military NSTP component (CWTS and LTS) and
volunteers to undergo the ROTC subject to the approval of the NSTP Director

- Sangguniang Kabataan officials, during their incumbency, are exempted from the
NSTP. However, subject to the approval of the NSTP Director, they may volunteer to undergo the
Basic ROTC for possible future commission.

 ADMIN RELATIONSHIP BETWEEN THE ROTC U WITH THE ADMINISTRATOR–

- The CSAFP shall prescribe the admin relationship of the ROTC Units with the Reserve
Force administrators noting that the ROTC Commandant shall report directly to the NSTP
Director or its equivalent position in the HEI/TVI on matters pertaining to the ROTC Program
Component

 PROGRAM CONTENT–

- The ROTC Program Component shall be undertaken following the prescribed POI of at
least 60 training hours per semester excluding the 25-hour Common Module during the 1 st
Semester . A standard POI with Training Package shall be developed for consistent instruction
across all ROTC Units

- In addition to the Basic ROTC, the AFP shall introduce and offer the Advance ROTC to
students upon enrolment, subject to the provisions stipulated in Secs 39 and 40 of RA 7077.
Subject to a selection criteria and qualifications to be established by the AFP, Basic ROTC
cadets may volunteer for the 2 year Advance ROTC after completion of the Cadet Officer
Candidate Course (COCC) as prescribed by the CSAFP.

 ROTC TRAINING STAFF–

- The CSAFP shall prescribe high qualifications for designated ROTC Commandant who
shall represent the AFP in the HEIs/TVIs and shall manifest the highest standards of
professionalism, proper decorum and integrity in the implementation of the ROTC Program. To
put premium on the ROTC Program, the CSAFP shall provide career advancement incentives for
officers designated as ROTC Commandants.

- The ROTC Commandant shall be responsible for the competent and proper
implementation of the POI and the conduct of the AATI as the evaluation of performance
parameters for the ROTC Program.

 MONITORING–

- The AFP shall designate a competent officer representative to the tri-partite NSTP Joint
Committee at the national, regional, provincial and city levels that shall be responsible for
monitoring and evaluation of the implementation of the NSTP in their respective jurisdictions to
determine if the trainings conducted are in consonance with the Implementing Guidelines
.
 ORGANIZATION AND ACCOUNTING OF ROTC GRADUATES–

- While still enrolled in HEIs/TVIs, ROTC graduates will be organized into School-based
Ready Reserve Units (SRRU) to sustain training and respond to contingencies with their
campuses as their mobilization centers, with the proper and necessary coordination with the
school authorities.

 ORGANIZATION AND ACCOUNTING OF ROTC GRADUATES–

- ROTC Units shall guide and facilitate the registration and trabsfer of accounting of
Basic ROTC graduates from the SRRUs to their new mobilization centers in their places of
residence.

 ROTC Promotion–

- Through the NSTP Orientation offered to incoming first year college students, the AFP
shall endeavor to promote the Basic and Advance ROTC programs in secondary-level schools in
collaboration with the Department of Education (DepEd).

Appropriate policies, strategies and materials for ROTC Promotion such as informational
videos shall be developed by the AFP in consultation with the DepEd.

ADMINISTRATION OF THE ARMY RESERVE OFFICERS TRAINING CORPS (ROTC)


COMPONENT OF THE NATIONAL SERVICE TRAINING PROGRAM (NSTP)

 RESPONSIBILITY:–

a. The establishment, support and maintenance of ROTC Units are the joint
responsibility of the Philippine Army and the concerned institution

b. Colleges and universities with ROTC units shall faithfully conduct the course in
accordance with the policies and regulations as prescribed under RA 9163 (National Service
Training Program
c. The Philippine Army shall undertake to finance or support the cost of training for ROTC
student-cadets, detail competent officers of the Army to conduct the ROTC course and supply
the duly established ROTC Units with the necessary military equipment

3) Adequate and presentable office for the ROTC Unit / DMST and training staff
with facilities like toilet, light and water.

 No ROTC fee shall be collected from student-cadets except basic tuition, which
should not be more than fifty percent (50%) of the charges of the school per academic
unit.
 ROTC cadets’ tuition fee collected shall constitute a Trust Fund
- 70% to be used for the operation of the Program.
- 30% retained by the school shall serve as contingency fund
 ROTC funds derived from ROTC-related operations shall serve as augmentation to
sustain un-programmed activities of the ROTC
 Subsidies from the government, any legal agency or institution appropriated for ROTC
shall be included in the preparation of the program of expenditure and report on the
utilization of funds

 ROTC FEEs & CONTRIBUTION

 Expenditures / disbursement shall be subjected to periodic audits by the proper


school authorities and concerned NSTP Officers.
 Commandants shall submit a comprehensive report on the utilization of Funds
to their respective NSTP Directors two (2) weeks after the end of every semester.
ROTC Commandants shall submit the same report to the Commander, RESCOM
 Donations and Contributions may be received by the DMST upon expressed approval
of the commandant and the school authorities. Proper receipts shall always be issued
to the donors or contributors
 Donations and contributions received shall be used exclusively for the operation and
maintenance of the DMST

 STAFF DUTIES and RESPONSIBILITIES

 Conduct ROTC training and appraise those concerned of the pertinent provisions of
laws and AFP regulations affecting the ROTC Unit
 Responsible on the operation and administration of the ROTC Unit.
 Commandant recommend for the appointment, promotion, reduction of rank, transfer
or separation of military personnel detailed with ROTC Units if necessary
 Rendering/Submission of After – Semester Activity Report to the CDC Commander
 Take the lead in advocating ROTC Program
 Commandant implements DLO among ROTC Cadets and personnel assigned with
the DMST
 Commandant serves as adviser to the NSTP Coordinator of the learning institution
on all matters pertaining to the ROTC Program being implemented by the DMST.
