(I didn't read the original comics, I only watched the movie, so I'll rely only on the movie)

I noticed in the movie that there are practically no anthro cats, they don't walk around the city and they don't work anywhere, the only place where they are is a "Cat Jail".

I have a theory that it's because cats are inferior creatures, so much so that all they do is hide to avoid going to a "Cat Jail".

And now it becomes clear why Petey actually became a villain.
