If you guys read beyond the headline, you would know that this instruction is to ensure the safety of the faculty, who can be detained if they do attempt to interfere. Take the cat to a vet and get it checked for a microchip. If chipped, contact owners IF they've bothered to register it or keep their contact information updated (who wants to guess what happened with the chip in so many of the few few chipped cats that came into the shelter when I worked there?). But intact cats are very unlikely to be chipped.

If no chip, contact your local shelter. Say you found this friendly intact stray with no chip and you'd like to report it found and ask what are the laws on fostering it in your home and for how long the stray hold period would be. Or see if you can be told when the cat is going up for adoption so you can adopt it from the shelter.

But either way, pick up that cat and see if you can make its life better!
