Neither one is really wrong, per se- yeah, Laios is super oblivious and didn't realize his party member didn't like him, but Shuro never once actually tried being direct. Shuro comes from a very high-respect culture and political position where insulting someone can cause a war, so it's pretty understandable that he never said anything until he had already decided to work against Laios. But he also treated a farmboy military runaway mercenary like a noble for months at least despite having every opportunity to leave or even just talk to the other party members about how to bring it up politely, which is honestly his own fault.

The funny part is that he was planning on proposing to Falin, who has everything he hates in Laios but is more polite (read: socially abused into being quiet around people she doesn't trust) about it. If Falin actually liked him anywhere close to how he felt about her, he would stop wanting to marry her.
