It's supposed to be cute little illustration with soft palette...
Definitely-Not-Dante's-Hell-palette-
Merlin: *looking at papers on Arthur’s desk* what are these? They look like new laws.
Arthur: That’s because they are.
Merlin: *reads one* ARE YOU OUTLAWING MY NECKERCHIEF’S?
Arthur: I’m also decriminalizing magic but if that’s the one you want to focus on, then yes I am outlawing them.
Merlin: YOU’RE DECRIMINALIZING MAGIC?
Arthur: Well I can’t have people trying to kill my court sorcerer and husband. As for your silly little fabric it just annoys me so I must have it gotten rid of.
Merlin: *actually stunned to silence*
Him. Just him.
There are so many occasions that Arthur gives Merlin genuine love eyes that I am too lazy to get all of them but here goes the top ones 😭
Here's a quick au idea that just came to me today:
In a modern au where Merlin is still waiting on Arthur, historians recently discovered a whole batch of legal documents from Arthur's reign. These documents detail many changes he made to the laws of Camelot, including the repeal of the magic ban (which the historians assumed was just a halt on witch hunts).
However, one thing that the historians note as strange were the large number of laws that only applied to the king's personal manservant, who was never mentioned by name in the documents. These laws range from oddly specific, such as 'the king's manservant shall not accompany knights to the tavern', to downright bizarre decrees that make no sense, like 'the king's manservant is hereby forbidden from pointing out stew in the king's hair.'
The historians' first guess was that perhaps King Arthur was going a bit mad in his later years, but they didn't find any other ludicrous laws besides the ones pertaining to his manservant, which then led the historians to question the identity of this manservant and his relationship to the king.
All of this culminates in a historical exhibit showcasing the documents and postulating on this mysterious manservant of king Arthur. Many scholars flock to the exhibit, eager to examine the documents and debate their meaning and impact within a historical context.
Which then leads to a very tired Dr. Merlin Emrys, a medieval history professor, being dragged by his colleagues to see the exhibit and having to stifle is laughter as these world-renowned scholars tear their hair out trying to understand what was essentially a prank war between him and Arthur.
Arthur: okay guys, one of us has to go and seduce that princess
Gwaine: *opens mouth*
Arthur: seduce, Gwaine. Not dishonor
Gwaine: I was gonna suggest Merlin, actually
Arthur: ...
Arthur: MERlin? You want to send Merlin?
Gwaine: he's charming, witty, honest, polite -
Arthur: he's not polite.
Gwaine: to you.
Gwaine: also, everyone here has had a crush on him at least once. So, he really has the best chances to have her fall for him
Arthur: ...
Arthur: okay, you've got a point there.

Merlin 2.13 - The Last Dragonlord
Lmao.
Arthur: No man is worth your tears
Merlin: that's such shitty advise -
Arthur: I meant yours, specifically. I tell my knights they aren't worth your tears, Merlin. Don't ever cry over anyone. You're the light of Camelot, no one holds a candle to you. They don't deserve you, ever, so don't cry your beautiful tears over our pathetic undeserving asses, do you hear me-
Arthur never has any private moments for himself. There is no room to play games and scream in his room and paint silly comics when everone is always watching him and expecting the regality of a King.
That is until Merlin becomes his manservant, and suddenly things change when Merlin leaves around little memes for Arthur to laugh at. Merlin encourages him to do some pranks on him when no one is looking. One time, they've turned Arthur's entire room into an escape room, just for Arthur to be rewarded with his breakfast. Because now Arthur's rooms are private. Private for the two of them and them alone.
And sometimes, when Arthur is especially riled up, Merlin invites him to dance, just to shake it all off.
Arthur has never liked ballroom dances. But what he has with Merlin is special.
