it depends! it’s a rather rare phenomenon; i believe the only characters who become permatooned are peppino, gustavo, mr. stick, and brick. peppino is slowly permatooned due to the artificial strain of weretoonism he got, gus is slowly permatooned because he kissed peppino while peppino was a toon therefore getting that same strain of weretoonism, brick was changed via an updated weretoon strain, and mr. stick spent too long of a time in the blanket fort, which has an ambient toon filter.

for peppino and gustavo, they would retain more and more toon attributes each time they became human again until they simply. stopped returning to human form.

for brick, it was a one and done deal; she was injected with a synthesized weretoon serum, and became a permatoon.

for mr. stick, he simply spent too much time in a place with a toon filter. there were a few times he left, either to check on tenants or show the police that he’s still alive, and each time he appeared more and more toon like as he continued to spend time in the blanket fort. eventually, he just became a full toon. nobody knew that this would happen, so it was quite the surprise.
