Stone is still the one to fall in love 1st, he just never realized it was more then just some scientific fascination with Robotnik's sporadic character. all previous experiences before he met rob he never truly understood the hype with human romance and believed it wasn't something he'll ever understand nor care for.
The main reason why Stone let him get away with his ill-mannered behavior towards higherups was mostly out of not wanting to interact with others and to make Robotnik a main target wherever they go, having an entire room captivated by his antics and putting stone in a sort of shadow behind him where he can observe everyone else without being disturbed.
It's until they were living in the crab with no motives for world domination or fighting for survival did he have the time to think for himself. It's during his recovery does Rob gets him into over dramatized telenovelas did he slowly begin to come up with his own conclusion of how he truly felt, based on the characters on screens confessions of love to one another, did he slowly notice a similar patten with himself towards rob. Not nearly as the same as the overplayed acts of passion but finding similar symptoms being said outload.
once he realized and came to terms with it, he felt content with life, giving up on the plans for world chaos and revenge. Happy with how him and Rob were, exploring the world and entertaining each other with new hobbies and experiences everywhere they went. He never tells Rob about this, He found no reason too as he didn't want things to change between them.
