Not quite pirates. For context, in my head in the 17th & 18th centuries they're big time enemies with increasing benefits. England is always finding reasons to be off at sea, mostly because he likes it but also to avoid things. At this stage (like 1720?) he's a privateer, I don't think he's ever actually a proper pirate but he will tell people that in centuries to come. France likes the sea but the open ocean freaks him out (wtf happens if a nation drowns out there??), he stays on the continent more often.

Anyway Francis has a big fat crush that he's fully aware of and hates that he wants more than 'benefits', Arthur does not like thinking about feelings. Hence Fran will be thinking about an offhanded comment like this for a few years.
