It works better for Metroman to be kinda dumb, otherwise it's like he bullied Megamind knowing full well what he was doing. He's more appealing as a character if hes kind of a dummy and just didnt know any better. I like that they emphasized his derpy nature in the series!

Well, he was a child. Children don't have much self-control. Children don't have a strong moral compass. And they do bullying because it's fun, it's entertaining, it gives them attention, it gives them approval. They can suspect that it's something bad, but when a teacher approves... when their friends like it... when their parents think it's not big deal... Why not?

And when they grow up... They forget, mostly. Or they remember bullying like "we were playing" or " you was so funny". Not because they are EVIL. Because they're humans. We rewrite our memories constantly And we want to see ourselves as good persons🤷
