Ok so in the Watchtower quest why do we react to this with "Oh so the guards don't want me going up there BUT I REALLY WANT TO GET UP THERE EVEN THOUGH I HAVE NO IDEA WHAT'S THERE time to do some breaking and entering"

I really want to know what is going on in this adventurer's mind because I never would have reached that solution without the guide.
