"changelotzoning apartmentbase" Once you've done this save the lot, exit to neighborhood and you should now have apartments. To place cars in the driveway for sim use, rent an apartment first, then open the cheat box and enter
"boolProp aptSubLotSpecificToolsDisabled false" & voilà
