I'd like to imagine that the DM note implies that Vaporeon's wizard managed to completely trivialize multiple encounters and Cyndaquil learned to design every battle around trying to neutralize them so the rest of the party can do something

It is said that in a dark and forgotten corner of the jungle, a great king of dragons breathed his last. Long did his bones rest undisturbed beneath the canopy, until one day, something changed...
