A study commissioned by the Ministry of Justice suggests that Finnish officials under-identify forced criminality, a form of human trafficking.
This is problematic as victims of human trafficking should not be penalised for crimes they have committed in the course of their victimisation.
Officials do not excel at identifying human trafficking victims, while criminal procedures do not always consider the coercion faced by some victims to carry out crimes, the study found.
The report included interviews with 20 experts, including police, prosecutors and human trafficking specialists.
In 2020, Finland's National Rapporteur on Human Trafficking said trafficking "should be more of a priority" after the country was criticised in a report published by US authorities.
